Climate Change Funding
Minister for Climate Change and Energy Efficiency the Hon Penny Wong today released the National Climate Change Adaptation Research Plan: Marine Biodiversity and Resources and announced the allocation of $5.5 million funding for research that meets the priorities identified in the Plan.

The National Climate Change Adaptation Research Plan: Marine Biodiversity and Resources identifies five main areas for investigation:
- marine aquaculture
- commercial and recreational fishing
- conservation management
- tourism and recreational uses
- cross cutting issues
The process for allocating funds will be in two stages. Firstly and open call for Expressions of Interest (EOIs) and secondly, invitations to shortlisted applicants to prepare full project proposals.

Department of Climate Change and Energy Efficiency
The Department of Climate Change was established on 3 December 2007 and is the lead Federal agency on Climate issues. On 8 March 2010 the Department of Climate Change was restructured to include Energy Efficiency.
DCCEE is responsible for policy advice, implementation and program delivery in three areas:
- mitigation policy through domestic emissions reduction including the design and implementation of the Carbon Pollution Reduction Scheme)
- adaptation to the unavoidable impacts of climate change
- helping to shape a global solution through Australia’s international climate change strategy (including carriage of international negotiations).
National Climate Change Adaptation Research Facility - NCCARF
NCCARF is leading the research community in a national
interdisciplinary effort to generate the information needed by
decision-makers in government and in vulnerable sectors and communities
to manage the risks of climate change impacts.
National Climate Change Adaptation Plan: Marine Biodiversity and Resources
The National Climate Change Adaptation Research Plan (NARP) for Marine Biodiversity and Resources, available from NCCARF, identifies research required over the next 5-7 years to inform policy development and help managers of coastal ecosystems and the marine environment and associated industries and communities prepare for the consequences of climate change. It provides a framework to guide research funding decisions and key directions for Australia’s marine research community. This Plan, together with research plans in other priority thematic areas will guide researchers generating the information Australia needs to develop an effective portfolio of adaptation strategies.
The Plan takes a sectoral approach to the identification of stakeholders and their priority information needs, focussing on aquaculture, commercial and recreational fisheries, conservation, and tourism. It also recognises the high importance of systems-based cross-sectoral research. We note that there are many Indigenous communities around the Australian coast for which climate change impacts on marine biodiversity and resources are likely to have significant implications. This Research Plan does not consider those issues related specifically to Indigenous culture and subsistence use. Those issues will be considered in a National Climate Change Adaptation Research Plan devoted to the Indigenous communities of Australia.
Department of Agriculture, Fisheries and Forestry
The Climate Change Division of the Department of Agriculture Fisheries and
Forestry manages Australian Government policies and programs to help primary
industries and producers make choices and decisions to adapt and respond to
climate change.

Fisheries Research and Development Corporation
The FRDC will continue to take a leadership role in driving issues of national significance such as climate change.
FRDC will coordinate funding between DCCEE, DAFF and participating state Government Agencies to enhance the fishing industries capacity to adapt, mitigate against, and take advantage of, further climate change. This builds on the large body of research undertaken over the past decade looking at climate variability and its impact on the fishing industry.
