Developing the RD&E Strategy 2015 to 2020

The FRDC is currently coordinating the development of two documents key to Research Development & Extension (RD&E) planning for fishing and aquaculture; the FRDC RD&E Plan (the Plan) and the National Fishing and Aquaculture RD&E Strategy (the Strategy). 

The first iteration of the National RD&E Strategy for Fishing and Aquaculture came into effect in 2010. This national strategy established the future direction to improve the focus, efficiency and effectiveness of RD&E to support Australia's fishing and aquaculture industry. This document is due to expire at the end of June 2015 and as such the FRDC is in the process of producing a new National RD&E Strategy for Fishing and Aquaculture.

Below details the activities that are occurring in the formation of the new Strategy and Plan. Key to this process is consultation and a number of consultations have already been undertaken with; the Strategy Governance Committee and Research Providers Network (both established under the previous Strategy), Representative Organisations (recreational, indigenous, wild catch and aquaculture), Department of Agriculture, the Parliamentary Secretary to the Minister for Agriculture and an end-user workshop.

April 2014 National FRAB workshop The National FRAB workshop provides an opportunity for FRAB EO's and Chairs to get together to assess their priorities with each other as well as to open up communication between the jurisdictions. At this workshop the FRABS were also asked to workshop some ideas on the themes and priorities for the new FRDC RD&E Plan.
April 2014 FRDC Representative Organisations meeting  Representative Organisations met to discuss the planning that the FRDC was conducting (including the RD&E Plan and Strategy) and also provided some input on what their priorities are and what success in 2020 might look like.
May 2014 Strategy Governance Committee meeting  The Strategy Governance Committee met to discuss the draft of the capability audit project, principles of the Strategy from the Statement of Intent, other drivers for the Strategy and the process for development of the Strategy 2015-2020.
June 2014 Research Provider Network meeting  The Research Provider Network met to discuss the draft capability audit and the key objectives for the Strategy 2015-2020. Comments were supplied back to the authors of the capability audit from this forum.
July 2014 End-user workshop in Adelaide  The end-user workshop was to get an insight into what are the opportunities and challenges for fishing and aquaculture resources in the coming five years and where can RD&E help.
The workshop identified some common themes at the national level, centered on; the public perception of fishing and fish farming, growth and potential markets of seafood, streamlining governance and regulatory systems, resource access and allocation, workforce development and the effects of non-fishing impacts on fishing and fish farming.

Cost-benefit analysis of the themes of the FRDC RD&E Plan (Project number 2011-504)  This project conducts a cost-benefit-analysis across the programs and themes of the current FRDC RD&E Plan. The outputs indicate the economic benefits to the research that has been funded.



Capability Audit
(Project number 2013-410)

This project is to undertake a current (2013) RD&E capability audit for the Australian Fishing and Aquaculture Industry, following the successful completion of the initial RD&E capability audit in 2009.
The final report to FRDC from the RD&E capability audit 2009 provided an analysis of the research, development and extension (RD&E) effort supporting Australia's fisheries and aquaculture industries in the latter quarter of 2009 and supported the development of Working Together: The National Fishing and Aquaculture RD&E Strategy.
Updating the RD&E capability audit for 2013 will provide a direct comparison with the capability status in 2009, allowing a current understanding of RD&E capability, capacity and future demand.
Australian agencies investing in RD&E need to understand current RD&E capability and capacity and future demand, in order to plan for and deliver effective and efficient services to the Fishing and Aquaculture industry.

Sector Overview
(Project number 2014-503.20)

This project will conduct a situational analysis of fishing and aquaculture in Australia, including all sectors; indigenous, wild catch, aquaculture and recreational. Following a similar study in 2009, this work will give an understanding of what the industry and fisheries looks like today, who is involved, how much they are catching or producing, how the product is used, what are the main international risks and trends, and future aspirations.
Evaluating the Performance of Australian Fisheries
(Project number 2014-235)
This project will repeat, extend, and add value to this performance assessment and evaluation process.  It will extend the 2009 study by refining engagement with commercial capture fisheries, include stronger engagement with recreational and indigenous/customary fisheries, and introduce aquaculture fisheries.  It will add value by refining sector engagement with and use of the Delphi methodology, and delivering a greater depth of understanding of fishery performance and transition since 2009.  

Review of the Fisheries Research Advisory Bodies
(Project Number 2014-238)

This project reviewed the operation of the FRDC’s Fisheries Research Advisory Bodies to ensure efficiency and effectiveness of these bodies in ensuring FRDC’s RD&E investment was relevant to the needs and opportunities of Australian fishing and aquaculture.
