Need

• The issue of muddy tasting framed barramundi has a long history yet has not been resolved. End chain customers have learnt to expect muddiness and this causes a negative barrier to purchase. The impact of market perception is farmed barramundi has remained at 7-$10/kg (farm-gate price) for >10 years, despite the species having an ‘iconic’ name with consumers.

• There is a huge body of information existing around freshwater algal bloom growth resulting in production of muddy taints in water and fish. There is also existing experience in freshwater farm systems of mitigation methods, although not all of these will be appropriate to farmed food production. This wealth of information needs to be summarised in a concise document as a basis of relevant knowledge for the industry.

• The overview needs to be pulled together in a simple summary of aspects pertinent to Australian fish farming conditions, from which best practice options can be selected for trialling in situ within the different grow-out systems used in Australia.

• Specific protocols to manage water quality for the prevention of taint occurrence are needed to:
- assure the flavour quality of farmed barramundi
- underpin quality standards being developed within the ABFA Code of Practice
- meet requirements for certification as written into the ABFA EMS standards
- underpin other current initiatives, for example repositioning barramundi in the marketplace

This project proposal seeks to address these needs by summarising current knowledge, identifying likely effective mitigation protocols and trialling selected protocols on-farm and assessing the effectiveness. Additionally, there is an opportunity to further assess the potential to enhance barramundi flavour.

Need

Commercial fishers believe that immediate action is required to improve the economic viability of the Moreton Bay Trawl Fishery (MBTF). Challenges relate to inefficiencies and resource utilisation, specifically (i) gear efficiency; (ii) harvest rules; (iii) fuel consumption; (iv) over-capitalisation; (v) seasonal closure effects on deployment of capital; (vi) harvesting for market demand; and (vii) environmental impacts of the fishery. In addition, the fishery is operating in a global environment of falling prawn prices and increasing fuel prices.

Exacerbating these challenges is the recent implementation of the Moreton Bay Marine Park Zoning Plan. In addition to loss of fishing grounds for conservation, the State Government’s Marine Park Structural Adjustment Package, which sought to remove active fishing licences from the Bay, failed to address effort displacement. This has led to reduced economic yield from fished areas and increased ecological impacts. The impacts to fishers include increased competition in open areas, higher steaming, social and labour costs, and market impact through targeting sub-optimal product. In summary, the ecological, social and economic costs to fishers have increased.

The rising costs of production have motivated fishers to address profitability. Harvest strategies aimed at optimising economic performance would help address these issues and potentially offer the MBTF greater resource security.

Implementation of harvest strategies may be improved by changing the regulatory framework of the fishery. This would provide benefits from a compliance, monitoring and reporting perspective. Currently, the 10 year review of the Queensland East Coast Trawl Fishery Management Plan is underway. Whilst the primary objective of the review is to update the Plan with respect to delivering the best long term economic benefits for society through effective and sustainable management of Queensland’s fisheries resources, it also provides an opportunity for regulatory change for improved harvest strategies in the MBTF

Objectives

1. Review the literature and data (i.e., economic, biological and logbook) relevant to the Moreton Bay trawl fishery
2. Identify and prioritise management objectives for the Moreton Bay trawl fishery, as identified by the trawl fishers
3. Undertake an economic analysis of Moreton Bay trawl fishery
4. Quantify long-term changes to fishing power for the Moreton Bay trawl fishery
5. Assess priority harvest strategies identified in 2 (above). Present results to, and discuss results with, MBSIA, fishers and Fisheries Queensland.

Summary

The Moreton Bay otter trawl fishery is a multispecies fishery, with the majority of the catch composed of various species of prawns, squid and Moreton Bay Bugs. The project was an initiative of the MBSIA and developed from concerns over a number of issues. These included concern over declining profitability in the fishery, which is generally attributed to poor prawn prices, declining markets for small ‘bay prawns’, and increasing operational costs, including rising diesel fuel prices. The MBSIA and trawl fishers also expressed a desire to have a greater say over management of the fishery.

The project objectives were to:

  • Review the literature and data (i.e., economic, biological and logbook) relevant to the Moreton Bay trawl fishery.
  • Identify and prioritise management objectives for the Moreton Bay trawl fishery, as identified by the trawl fishers.
  • Undertake an economic analysis of Moreton Bay trawl fishery.
  • Quantify long-term changes to fishing power for the Moreton Bay trawl fishery.
  • Assess priority harvest strategies identified above.

Economic analyses indicated that although the fishery is reasonably technically efficient (mean technical efficiency of 0.71), profitability is marginal and the long-term economic viability of both the T1/M1 and M2 fleets are unviable.

All analyses and modelling strongly indicate that the abundance of Brown Tiger Prawns in Moreton Bay has increased in recent years, concurrently with a large (i.e., 70%) reduction in effort. To this end, the Brown Tiger Prawn stock appears to have recovered from previous decades of high effort and is currently considered to be at or around maximum sustainable yield.

A range of alternative corporate governance models that could be applied to the Moreton Bay otter trawl fishery are presented.

Need

Training is needed, for fish farmers, technicians & veterinarians in all Australian States, for increased vigilance with respect to early disease detection, diagnosis, control and eradication of newly emerging endemic and exotic fish diseases. Northern States of Australia (NT, Qld) are at greatest risk for disease incursions, via the vast expanse of the States & Territories, remoteness of farms, illegal trade of fish, fish products, shipping movements (over 13 ports in Qld), people movement and the proximity of northern Australia to Indonesia, PNG and Asia. Early fish disease detection and eradication is necessary to protect the Biosecurity of the Australian Fish Farming industry, and prevent disease spread within and between States.

The continued annual growth of the barramundi & freshwater fish industries in all Australian States precipitates the need for farmer training for disease detection at the grass-roots level for farm workers to detect, control and treat fish disease, and thereby reducing disease risk to aquaculture enterprises and fisheries resources.

A specific training workshop is needed to train fish farmers, technicians, fisheries officers, vets, with hands-on, practical, technical skills & knowledge by Aquatic Animal health Professionals, so skills can be practically applied on farms during disease epizootics, investigations, and disease emergencies. This is needed to support continued growth, productivity, & sustainability of the Australian Fish farming Industry, disease being a limiting factor. This Workshop is needed to support on-going disease reporting activities by all States to DAFF, OIE and NACA, allowing continuation of Australian trade in fish and disease-free status.

Objectives

1. Develop and run a 3 day training workshop on fish disease sampling, disease diagnosis (endemic & exotic fish diseases), disease control, treatment, biosecurity, farm health management plans targeted at fish farmers, technicians, field & Government Veterinarians & fisheries officers to improve disease detection & reporting skills.
2. Produce training resources (Farmers Fish Disease Field Manual/, CD, posters, web-based) on fish disease sampling, diagnosis, identification, biosecurity, health management utilised by broad audience: fish farmers, technicians, veterinarians, universities, TAFE colleges, fisheries officers.

Tactical Research Fund: Reference points for the Queensland scallop fishery

Need

Reference points are essential for the effective management of any large fishery. The spatially complex nature of scallop fisheries makes the construction of robust reference points difficult. FRDC project 1999/120, "Reference point management and the role of catch-per-unit-effort in prawn and scallop fisheries", concluded that "new types of data are essential to improve the accuracy of stock assessments, such as spatial indices of abundance collected through fishery independent sampling and VMS", and that "more accurate and robust reference points may exist using these data". FRDC project 2006/024, "Harvest strategy evaluation to optimise the sustainability and value of the Queensland scallop fishery", made effective use of both these data types to answer questions about the optimal timing of spatial closures and other management strategies. The proposed TRF project will build on this work by completing the path to adoption of the recommendations contained in the 2006/024 report, and noted by the FRDC external reviewer (review attached). In particular this will involve using the already constructed HSE framework to devise and test robust reference points.

In order to adopt the recommendations from FRDC project 2006/024 in the current review of management arrangements for the fishery, Fisheries Queensland requires this additional work on sustainability reference points. This work on the sustainabililty reference points is required to be completed by August 2010 with a final report available no later than September 2010.

Need

Recreational fish stocking is widely practiced throughout Australia and has delivered considerable benefits to anglers and substantial economic flow-on effects have been previously documented in some fisheries (Rutledge et al. 1991). The long-term “success” of freshwater fish stocking in Queensland and other States is, however, contingent on demonstrating that it is an ecologically sustainable practice having no detrimental effects on wild populations and ecosystems. Some environmental groups and government agencies (e.g. Wet Tropics Management Authority) are now questioning if freshwater fish stocking is a sustainable activity and the Threatened Species Scientific Committee considered a nomination to list the introduction of live native or non-native fish into Australian watercourses that are outside their natural geographic distribution as a key threatening process. One of the criteria that fisheries managers now use for assessing freshwater fish stocking applications is the risk that they pose to local aquatic communities, although there is very little real information on the likely ecological and genetic impacts of native freshwater fish stocking activities to support this decision making process. This type of information is therefore urgently needed if our stocking industry is to adopt “world’s best practice” to ensure future sustainability.
These same concerns were expressed at a recent FRDC national expert workshop “Towards responsible native freshwater fish stocking” where the potential ecological and genetic impacts of fish stocking, particularly for barramundi and Murray cod, were nominated as the most pressing research and management issues. This proposed project and another being developed on Murray cod, are part of a coordinated national response to these critical issues.

Sustaining productivity of tropical red snappers using new monitoring and reference points

Need

The northern Australian red snapper fisheries between the Kimberleys and Cape York comprise of five key species from the family Lutjanidae (Lutjanus erythropterus, L. malabaricus, L. argentimaculatus, L. johnii and L. sebae). Status reports indicate about 1500-1800 tonnes per year of red snappers are caught across northern Australia, with a landings value of $6-8 million. The stock range of the crimson and saddletail snappers extends well into Indonesian waters, with significant landings and overfishing by trawling outside of Australia’s Fishing Zone (AFZ). Illegal foreign fishing also occurs in the AFZ.

Limited data, the species longevity (30-40 years) and unquantifiable external catch compromises analytical assessments. Improved fishery monitoring and management in the AFZ is needed to ensure the sustainability and commercial profitability of red snappers.

In September 2007 the Northern Australian Fisheries Committee (NAFC) resolved to develop a Harvest Strategy Framework (based on the Commonwealth HSF) to guide the management of red snappers across northern Australia. NAFC’s Northern Management and Science Working Group (NMSWG) held workshops late 2007 to develop the HSF and identify means of improving our knowledge on the uncertain status of red snappers. It was clear that critical indicators developed from relative abundance indices and age composition data are needed to service management decision rules in a harvest strategy framework.

The next important requirement to finalise the HSF is to design databased reference points and a complementary monitoring program. Analyses on the historical data held by fishery agencies (WA, NT, QLD and Commonwealth) will lead to monitoring by industry vessels to provide independent data for the HSF. This high priority tactical work will enhance agency collaborations and deliver the needs for sustainable and profitable stocks. The HSF will provide greater certainty for managers and industry through an open and transparent process for ongoing adjustment to management arrangements.

Objectives

1. Analyse current monitoring and logbook data sets, as well as survey and other information, to establish whether these data provide sufficient power to develop critical indicators of fishery performance.
2. Provide a risk analysis that examines the use of age structure and catch rate information for development of critical indicators, and response rules for those criteria, in the absence of other fishery information.
3. Develop a monitoring program that uses commercial vessels from the fishery to provide independent data.

Summary

Australia’s tropical snapper fisheries harvest six main Lutjanid species. They are the Crimson, Saddletail, and Goldband snappers, Red Emperor, Golden snapper and Mangrove Jack. These fish live up to 40 years of age, weigh up to five to ten kilograms and are highly valued for commercial marketing. The fisheries operate in tropical offshore waters across northern Australia from the Kimberley coast to the Gulf of Carpentaria. The fisheries are primarily commercial using demersal trawl, trap and line fishing gear. The fisheries have a long and varied history of foreign and domestic exploitation. Indicative foreign harvests were two to five kilotonnes per year up to 1990. After 1990, foreign vessel permits were removed and domestic fishing expanded landing in the order of two to three kilotonnes of tropical snappers annually.

In 2007, NAFC listed tropical snapper research as a priority. Past assessments and management settings required revision. New monitoring data on snapper abundance and age composition were needed for assessment of stock status and contemporary management procedures. In response, northern fisheries jurisdictions and the FRDC commissioned tactical research to develop a survey / observer structured fishery monitoring program and critically evaluate the potential use of data. A total of 39 data sets and a range of analyses were used in this process.

Statistical analyses of commercial fishery catch rates quantified variances to establish abundance indicators from structured monitoring. The variances were used to calculate the number of survey / observer days required to monitor tropical snapper catch rates (e.g., standardised number of fish caught per unit area swept by trawling). This result was required to ensure accurate monitoring of catch rates and fish ages so the data were directly aligned for estimation of fishing mortality or, possibly, biomass.

Over two decades ago Dr Burke Hill (in the FIRTA report on Queensland's Mud Crab Fishery) recommended a trial period allowing the take of females provided there was a monitoring programme in place to evaluate the result. Such a trial has not yet been implemented, and while much excellent work on mud crabs has been done in recent years, it is not sufficient to answer the 'big-picture' question of sustainability.

Information based on empirical data is needed to inform the Mud Crab Fishery Management Plan development process. At present there are many points of view about the relevance and need for the SSHP, but there is little hard evidence.

For some years industry has argued for a relaxation of the legislation, bringing it into line with that in NSW and NT. However without scientific evidence management is reluctant to change the status quo, and in turn FRDC has been unwilling to fund the necessary work because of a perception that the recommendations may not implemented. DPI&F is now actively seeking ways to improve the profitability of the State’s fishing industry, and a relaxation of the SSHP has been endorsed by all parties as one way to achieve this aim.

There are two primary issues that need addressing in relation to changing the SSHP – sustainability and profitability. The risks associated with both need to be determined objectively before a decision can be made to progress any investigation into the effects of the policy.

The project aligns closely with the DPI&F joint priorities of industry profitability and sustainability, and directly addresses QFIRAC Key R&D Topic #3 - A critical evaluation of management strategies to optimise the soci-economic value of portunid crab fisheries, particularly in terms of the potential value and/or ecological impact of altering the current single-sex harvest policy in Queensland.

Objectives

1. Evaluate the risks and benefits of allowing the harvest of female mud crabs in Queensland.
2. Depending on (1), develop a plan for implementing a change to the SSHP arrangement.

The ACPF workshop identified the R&D Priority 2 – Quality Assurance Action item "Black spot project to be developed by SARDI/QDPI, in conjunction with the CRC"

There is a need to better define the issues surrounding the effective use of metabisulphite and 4-hexylresorcinol by the Australian Prawn Industry, and to refine the associated research requirements. This relates specifically to the reduction in dip effectiveness with successive dips and the development of on-boat dip concentration meter – a “metameter”.

Summary

Summary:

The wild prawn capture industry is under increasing competition from imported and domestic aquaculture product. One problem facing the industry is the frequent occurrence of black pigment on the head and tail surfaces. This condition is known as black spot and can be prevented by treating the prawns with any of a number of different chemicals such as sodium metabisulphite.

This project aimed to 1) determine the significance of black spot in prawns to producers and processors 2) assess the need for further research on metabisulphite dipping and on the development of a dip meter and 3) assess the need for further research on 4-hexylresorcinol dipping.

A questionnaire was developed for industry members to complete. Interviews were conducted mostly in person or by phone with wild capture prawn industry members in various prawn fisheries around Australia. The results showed that the black spot issues varied with each fishery and that sodium metabisulphite was the chemical of choice for preventing black spot in the wild prawn fishing industry. There were many different ways this chemical was applied but the fishers did not always have the confidence that they were using it effectively.

The planned outcomes and benefits of this project were the identification of issues surrounding metabisulphite and 4-hexylresorcinol use and efficiency in the Australian Prawn fishery, including shelf-life and market perception. The survey identified that fishers are not sure which dip methods were effective for the various prawn fisheries. Research and training would provide them with the latest details on what chemical to use and how to use them. Additionally, easy to use sensor and test methods would ensure that sufficient residue of chemicals are present in the product so that it will be protected while being handled by retailers and consumers.
