Need

Recently, PIRSA Fisheries and Aquaculture (PIRSA F and A) identified the need to develop a recreational fishery- and research-supported program that combines new communication strategies and evidence-based CoP development to disseminate information relevant to supporting the management of recreational fisheries for sharks and rays. The priority identified was to improve education and awareness among the recreational fishers in relation to ethical capture, handling and release practices for sharks and rays. Examples of this approach were undertaken in the United States (NOAA), Australia (TAFI and SARDI) and Hawaii (NOAA), where recreational groups have contributed to research activities to assess PRS and use the information to educate other fishers about specific issues related to fisheries for shark species. This proactive approach could be applied to shark and ray species that are priorities for management and taken as bycatch, or targeted by recreational and gamefishing anglers across southern Australia. Correspondence with research colleagues in Victoria and NSW, and fishery stakeholders, identified a need to review, improve and rationalise guidelines for capture, handling and release of sharks and rays, and highlighted data gaps for key species. A field-based quantitative study of the PRS of selected target priority species will be designed during a workshop in 2019, led by SARDI and CSIRO, with support of a linked FRDC-funded project (2018-042) in Victoria (Monash University). The overarching aim is to inform the development of capture, handling and release guidelines and CoPs for sharks and rays that apply to the range of fishing situations across southern Australia. The SARDI and Monash-based projects address region-specific needs and will co-manage the workshop (See suppl. letter). This will include engagement between government agencies, NGOs, and fishers to understand the relative susceptibilities of target species to handling, and expected impacts of gear configuration on PRS.
Research outcomes of the broader project will be coupled with public and fishery feed-back strategies (e.g. expansion of a tagging program) to address the management and perception issues.

Objectives

1. Facilitate a national workshop to identify priority species and operational factors to investigate during studies aimed at informing sustainable recreational fisher practices for sharks and rays.
2. Use web-supported telemetry technology, and direct engagement of recreational fishers to collect post-release survival data on the priority species within a structured case-study framework.
3. To support positive and sustainable cultural attitudes towards sharks and rays through the production of evidence-based educational material to inform sustainable recreational fisher practices.

Need

There have been significant resources (financial and physical) allocated to workplace health and safety (including mental health, training and systems for data collection) over the last 15 years in the commercial fishing industry .However the majority have been “stand alone" and there has been limited extension for the wider industry to adopt. Although there have been some positive moves in the area of health and safety such as the SRL Clean Green program and the Spencer Gulf Prawn fishery, there has largely been a “silo” approach to the various initiatives across the commercial fishing industry and a real lack of coordination that can lead to a lack of communication, adoption and the lack of visibility of tools to those that need it. This is due in part to the nature of the industry that tends (overall) not to have the willingness to adopt something that another fishery has implemented, fragmentation of industry in some states and within a fishery. Additionally, the absence of a peak national body until June 2017 also created a gap for driving nationwide issues including workplace safety and health initiatives. Through the building of these networks and the establishment of on the ground champion in each state to influence industry including the building of capacity/ resources within the peak bodies to embrace workplace health and safety on behalf of their members, improved awareness and adoption of safety programs should occur. To do this State peak bodies require support to enable them to add value for their members and therefore utilise existing and currently funded research and develop extension processes.It is unknown to what level industry uptake of the current AMSA requirements for a safety management system (SMS) has occurred. It is not well understood by industry that the existence of a SMS to meet AMSA requirements only goes half way for legal compliance. Each states Worksafe body also has legislation that requires compliance with safe work practices. It is desirable to produce a SMS that meets both sets of legislation and develop a tool that can be used to assess the uptake of the initiatives through the peak bodies as well as developing a robust set of statistics to benchmark the performance.

Objectives

1. To build capability in each jurisdiction industry council for the development of a safety management system toolkit based on gear type/fishery type for implementation across industry
2. To develop processes to ensure existing and future projects including LMS ( 2017-194) and Barriers to Adoption ( 2017-046) are integrated into objective 1 above
4. To develop a national “champions” network for workplace/ marine safety to assist jurisdictional bodies communicate and champion the safety message
5. To ensure current and previous marine safety RD&E projects are linked and collaborate effectively to achieve increased levels of extension
6. To develop a tool and estimate wild catch fisheries accident statistics ( historical) and to provide a system and a benchmark to measure future performance of accident statistics

Need

The purposes of this project are:
To design and implement a national bycatch report system, facilitated by the FRDC, that meets the current and foreseeable medium term future needs of all Australian fisheries management agencies, including for reporting within jurisdictions and internationally.

Over the past decade, increasing awareness or international efforts on the need for protection of certain vulnerable species groups, such as seabirds, marine mammals and turtles, has already resulted in numerous plans of action, fisheries management plans, increased monitoring and development of mitigation measures to reduce impacts on these species. This project would pull together the reporting requirements under all of these individual initiatives to provide guidance on reporting across all Australian fisheries.

There are existing Australian requirements for bycatch and protected species interaction reporting driven by environmental legislation, such as the reporting requirements for species listed or nominated for listing, or requiring export approval, under the Commonwealth EPBC Act. The emphasis on requirements for improved reporting of bycatch and discards under policies such as the revised Commonwealth Bycatch Policy (DAWR 2017), and increased government and public expectation for improved reporting on broader aspects of fisheries environmental responsibility, has increased the need for regular reporting on bycatch.

Most regional fisheries management organisations, including those of which Australia is a member or cooperating party (the Commission for Conservation of Southern Bluefin Tuna - CCSBT, the West and Central Pacific Fisheries Commission - WCPFC, the South Pacific Regional Fisheries Management Organisation - SPRFMO and the Indian Ocean Tuna Commission - IOTC) have requirements to mitigate risks to specified protected species groups, and to report on interactions with such species. Increasingly, other governments (such as the United States and European Union) are also requiring fish imports to meet requirements relating to risk reduction for bycatch and protected species.

Objectives

1. To identify and summarise international requirements for reporting on bycatch and discards for Australian fisheries, to inform design of a bycatch reporting process to meet these requirements.
