Need

The present application will build extensively on the previous nutrition research of Somerset and Bowerman by engaging health professionals in evidence-based and practical communication material which they can use to assist consumers in integrating seafood towards more healthy and sustainable dietary choices.

Dr Gabrielle O’Kane, a board member of the Dietitians Association of Australia, has also been conducting multi-disciplinary research focusing on the barriers and drivers of fish consumption in Australia. On the 18 May 2017, Dr O’Kane gave an oral presentation ‘Aligning sustainability and nutrition goals in Australian seafood consumption’ at the 34th National DAA conference in Hobart, reporting on the findings of the advice related to seafood consumption provided by APDs and PHNs to their clients. The findings showed that APDs and PHNs are uncertain as to where to find reliable evidence-based information on sustainable seafood stocks. The conference had over 600 delegates and there was keen interest in the Nutrition in Public Health, Community and the Environment stream of concurrent sessions, of which this presentation was a part. Dr Carolyn Stewardson was able to assist Dr O’Kane with sourcing clear, summarised information on the status of Australian wild fish stocks in advance of the conference, which was well-received by delegates. One of the key take home message of Dr O’Kane's presentation was to check the sites www.fish.gov.au and www.fishfiles.com.au.

There is a clear gap in the provision of evidence-based information on (i) performance of fisheries management/status of Australia’s fish stocks and (ii) the health benefits and recommendations around eating fish, to this sector. Dietary recommendations for fish intake presents a conflict between desired outcomes for environmental sustainability and health.

Summary

Seafood is a nutritionally important food and an inherent part of Australian eating culture. However, consumers are often unsure which seafood to eat. This is for a range of reasons, including not knowing enough about the defining features of differing species or how to prepare and cook them, as well as concerns about sustainability.
 
In 2018 the FRDC commissioned resources to better equip health professionals to support their clients and communities to eat the recommended amounts of seafood and encourage them to choose Australian sustainable seafood. The suite of resources includes an evidence review of seafood and health, an online brochure and a collection of family friendly recipes using Australian sustainable seafood species. The resources can be accessed at www.fishfiles.com.au

Summary

The overall goal for this project was to translate, integrate and communicate contemporary scientific knowledge on the performance of fisheries management/status of Australia’s fish stocks, and the health benefits of eating seafood, to the Australian community through a partnership between Accredited Practising Dietitians (APDs), primary health care nurses, public health nutritionists, food technologists, home economists and the FRDC.
This research is important because health professionals are an important influencer group on food choice and a key channel for food education.
Both health professionals themselves, and their clients, will benefit from this research. It provides scientific, evidence-based information health professionals can trust when educating patients and communities about seafood for health and sustainability. It provides them with information they need and want, but it also provides information they can share with their patients, clients and communities. Ultimately, it can steer Australians toward more sustainable seafood choices.
The key finding is that providing evidence-based information of seafood for health and sustainability to health professionals fulfilled an unmet need in this group that allows them to better support their patients, clients and communities.
As a result of this project, FRDC and seafood sector stakeholders can consider health professionals an additional influential channel for disseminating information of seafood
health and sustainability. The primary outcome of this project was to raise awareness about the nutritional benefits and recommendations of seafood, and the performance of fisheries management/status of Australian fish stocks via empowering health professionals to relay evidence based information (new resources and the FRDC website) to the wider community. Importantly, these resources were developed according to needs and wants of health professionals and consumers.

Ecological modelling of the impacts of water development in the Gulf of Carpentaria with particular reference to impacts on the Northern Prawn Fishery

Need

River flow is crucial in the life cycle of prawns that support the Northern Prawn Fishery (NPF), as well as iconic tropical species (e.g. mud crab, barramundi, grunter, and threadfin salmon) of importance to commercial, recreational and Indigenous fisheries, and species with high conservation (e.g. sawfish) and cultural value. Substantial interest in developing irrigated agriculture across northern Australia is reviewed in a recent FRDC report (Kenyon et al. 2018). Water extraction to support agriculture will modify natural flow regimes that support estuarine and coastal fisheries. The trade-offs associated with proposed water resource allocation are currently unknown and research is needed to support decision making related to alternative strategies for managing water resources effectively for both agriculture and marine production and biodiversity conservation. Quantifying these trade-offs entails evaluating how altered river flows might affect the fishery and ecological values. Most work to date has focused on the hydrological rather than ecological aspects (and particularly how to quantify aspects such as the minimum water requirements for ecological components) as managers otherwise need to make decisions without sufficient research and given limited timeframes. Although previous and recent projects such as NAWRA have evaluated the qualitative impacts of changes in river flows on ecological assets, there is a need to quantify impacts both for consideration by affected commercial, recreational, indigenous and other sectors, as well as to provide water resource managers with quantitative estimates such as the minimum water requirements to maintain ecosystem structure and functioning. Such analyses are also complicated by the fact that each catchment is different, and hence models and the associated recommendations need to be tailored to be specific to each catchment area, and there is currently no suitable ecosystem model at the appropriate scale and incorporating key relationships.

Objectives

1. Develop a MICE model that integrates existing data and understanding, and in consultation with stakeholders, to quantify the impacts on key marine species of alternative water extraction scenarios
2. Produce quantitative estimates of the impact of alternative flow regimes on the relative abundance of key fishery and other marine species in the Gulf of Carpentaria, as well as impacts on total fishery catches and value
3. Summarise findings in a technical report and non-technical reports to support sharing findings and engaging in other relevant broader management fora

Need

The recent Southern and Eastern Scalefish and Shark Fishery (SESSF) Declining Indicators project (FRDC 2016-146) culminated in a successful workshop discussion involving effective contribution and engagement from all fishery stakeholders with particularly good industry attendance and engagement. The Declining Indicators project entailed the presentation of a series of subject matter papers covering seven focus areas:
- legislative / management impediments
- fleet capacity and characteristics
- fisher behaviour and vessel operation
- climate change and oceanographic conditions
- costs of production and markets
- quota ownership and trading
- the assessment process.

At the workshop numerous hypotheses were tested through presentation, discussion and survey approaches. This resulted in a range of significant outcomes recommended for adoption to improve the sustainable, efficient and cost-effective management of the SESSF.

In conjunction with the current project, there have been other recent strategic projects which elucidate current issues in the SESSF and their potential to be addressed in future SESSF management: FRDC 2014-203 ‘SESSF Monitoring and Assessment – Strategic Review’ (Knuckey et. al 2017); FRDC 2016-139 ‘Decadal-scale projection of changes in Australian fisheries stocks under climate change’ (Fulton et al. 2018); and ‘FRDC 2016-059 Adaptation of Commonwealth fisheries management to climate change’ (Rayns et al, underway). There is a need for the outcomes and recommendations of all of these project to be considered together to inform future management of the SESSF and in particular to help inform the design of the upcoming project: FRDC 2018-021 ‘Development and evaluation of multi-species harvest strategies in the SESSF’.

The new proposed project, an implementation workshop, will draw together the outcomes of these projects to be assessed, conveyed to those outside the Declining Indicators group, and implemented into the fishery.

Objectives

1. Drawing together, evaluating and developing a prioritised list of actions from the SESSF from a number of interrelated projects that have, or are close to being, finalised. Primarily the Declining Indicators project (FRDC 2016-146) and SESSF Monitoring and Assessment Review Project (FRDC 2014/203)
2. Informing the project team of FRDC proposed project Development and evaluation of multi-species harvest strategies in the SESSF (FRDC 2018-021) about key priorities and preferred approaches relevant to the development of a revised harvest stategy.
3. Providing information that will inform a SESSF data needs workshop, to be organised and funded by AFMA, expected to be held in February and March 2019.
4. Effectively communicating agreed priorities for the fishery across industry and broader SESSF stakeholders to promote awareness, understanding and acceptance.

Summary

The key outcome of this project is the implementation plan at Appendix 1 which provides a comprehensive, prioritised list of actions for the SESSF as it transitions to a new harvest strategy framework. The implementation plan also provides a framework for ongoing governance and reporting to ensure the benefits of recent research can be realised.

This project ensured that views of stakeholders were taken into account in the effective adoption of research outcomes. The high level of stakeholder engagement has increased support for pursuing the resultant list of actions.

Fundamental to the transition of the SESSF is the current FRDC project to revise and update the SESSF Harvest Strategy Framework (Development and evaluation of multi-species harvest strategies in the SESSF (FRDC 2018-021)). Many of the recommendations from the implementation plan at Appendix 1 will help inform that project. 

Assessing the spawning characteristics and reproductive biology of Pearl Perch (Glaucosoma scapulare) in Queensland

Need

This project addresses the national research priority "Ensuring that Australian fishing and aquaculture products are sustainable and acknowledged to be so", identified by FRDC as part of their RD&E Plan for the period 2015-2020. Further, this project addresses a research priority listed in FRDC's April 2018 Competitive round call for Expressions of Interest "To gain a better understanding of the spawning aggregations and dynamics of pearl perch". This project also addresses a Fisheries Queensland’s priority identified in their 2017 Monitoring and Research Plan "Research into lifecycle characteristics of pearl perch".

Outputs from a recent stock assessment suggested that the pearl perch stock, which extends southwards into New South Wales waters, is transitional depleted and stock recovery is necessary. This requires an improvement in egg production achievable through the protection of spawning animals. Knowledge of the pearl perch’s spawning dynamics would enable fishery managers to make evidence-based decisions regarding the harvest strategies that increase egg production and, therefore, build the stock biomass. For example, should patterns of pearl perch spawning aggregations be located, like those of the confamilial West Australian dhufish (belonging to the same taxonomic fish family), spatial closures could be employed to protect these aggregations. Similarly, temporal closures are currently used to avoid excessive fishing mortality on coral trout spawning aggregations and similar protection for pearl perch may be appropriate if spawning is timed to coincide with certain biological or seasonal cues. A thorough understanding of these spawning dynamics of the pearl perch is necessary to inform management of the species.

There is a need, therefore, to: (1) collect relevant biological information pertaining to the spawning dynamics of pearl perch, (2) supplement current information with fishery-independent data to better define temporal and spatial spawning patterns over the entire extent of the species’ distribution, and (3) identify areas likely to support spawning aggregations, if any, and to assess the movement to and from these spawning aggregations.

Objectives

1. Assess the temporal and spatial trends in the reproductive biology of pearl perch
2. Determine the movement of spawning pearl perch using both conventional and acoustic tagging methods
3. Identify areas, if any, that support spawning aggregations and determine the relative importance of these aggregations to the sustainability of the pearl perch stock

Need

The Australian seafood industry aspires to continue improving its sustainability in many areas, including reducing its carbon emissions and ultimately achieving carbon neutrality. The 2017 National Seafood Industry Leaders called for the industry to strive to become carbon neutral by 2030. There are many aspects to this, such as improving fuel efficiency and evaluating land transport options, but some emissions are inevitable. To offset these emissions, the seafood industry might choose to investigate carbon markets. Investments in blue carbon could also provide added value to the industry, say, through better fish nurseries, or through the social benefits of being seen to proactively nurture the ecosystems that support them. However, the mechanisms to allow the seafood industry to pursue this are poorly developed. Impediments include the paucity of blue carbon opportunities in existing regulatory markets, and uncertainty about the most appropriate financial mechanisms for blue carbon investment.

The industry would benefit from a clear guide that outlines the current (and likely future) opportunities, the risks, a realistic assessment of the benefits, and a set of options for potential investors to pursue. To facilitate this, we will hold a meeting of key seafood industry stakeholders: at this workshop we will inform stakeholders about the current state of knowledge and opportunities, ask the extent to which the industry aspires to be carbon neutral, and whether blue carbon investments are perceived to be relevant. We will identify the major impediments to the industry achieving its desired goals, and plan concrete actions that can be taken to achieve them. These will be compiled into a plan to inform the FRDC on what actions to invest in, and how much investment would be needed.

Objectives

1. Inform and understand aspirations of the Australian seafood industry with respect to carbon neutrality
2. Map the aspirations against current opportunities in Australia and overseas
3. Identify actions that can be taken by the seafood industry and the FRDC that will help move the industry towards meeting aspirations
4. Synthesise 1-3 into a plan that also identifies enablers and constraints that the industry needs to be aware of, and develop recommendations about the best steps

Summary

Several stakeholders within the Australian seafood industry have demonstrated strong leadership by developing carbon neutral business practices. In 2017, participants in the National Seafood Industry Leadership Program challenged the industry to become carbon neutral by 2030. In response, the Fisheries Research and Development Corporation (FRDC) and the Commonwealth Scientific and Industrial Research Organisation (CSIRO) hosted a workshop that invited key stakeholders and thought leaders from industry, government and nongovernmental organisations to discuss the overall attitudes of the Australian seafood industry to the concept of carbon neutrality, and to gauge aspirations for investment in coastal “blue” carbon offsets as a way of achieving carbon neutrality
 
Blue carbon offsets are not yet available in Australia, including (but not limited to) Australia’s Emissions Reduction Fund, but voluntary market opportunities exist overseas. Several Australian businesses are seeking to promote efforts to accelerate their development in Australia. Developing partnerships between the seafood industry and like-minded businesses, to address key uncertainties and knowledge gaps (such as uncertainty over tenure, lack of reliable demonstration sites, absence of key data such as carbon accumulation rates) is likely to be a fruitful option for maximising the future blue carbon opportunities for the seafood industry

Enhancing the understanding of the value provided to fisheries by man-made aquatic structures

Need

The north west of Western Australia has productive commercial and recreational fisheries and extensive offshore oil and gas (O&G) infrastructure. These man-made structures support a range of demersal and pelagic fishes which are targeted by recreational and commercial fishers. As this O&G infrastructure reaches the end of its productive life, decisions on the best practice option for decommissioning must be made. The current policy for decommissioning requires complete removal. Regulators may support alternative strategies, such as leaving infrastructure in place, if risks and impacts are minimised and there are clear environmental, social and economic benefits to do so. It is thought that removal of infrastructure will decrease catch rates and have negative ecological, economic (direct and downstream) and social consequences.

At the same time as the discussion is occurring about removing O&G infrastructure, there have been large investments in constructing and installing purpose built man-made aquatic structures on the seafloor for the express purpose of enhancing the experience of recreational fishers and SCUBA divers.

There is a need to deliver critical information on: 1) the ecological, economic and social value of these man-made structures to recreational and commercial fishers and other stakeholders; 2) the attitudes of stakeholders to man-made structures; and 3) the opportunities and risks of decommissioning strategies to fishers and other groups (e.g. tourism).

Policy regarding the removal of decommissioned structures will benefit from the increased clarity that this project will provide in regards to data requirements for socio-economic models and stakeholder consultation methods. Comparative assessments of decommissioning options rely on the existence of appropriate socio-economic data, a knowledge gap this project aims to fill. An understanding of the impact of man-made aquatic structures on recreational and commercial fisheries is a global priority, and as such this project has strong international importance and relevance.

Objectives

1. To develop conceptual qualitative, semi-quantitative and quantitative models for describing the socio-economic values and decide what information is needed to give stakeholders an understanding of the value of manmade aquatic structures in the marine environment.
2. To collate a list and description of the manmade aquatic structures in the marine environment in Western Australian and the associated social, economic and biodiversity data.
3. To collect and collate data on four manmade aquatic structures in the marine environment and develop and compare the costs and benefits of qualitative, semi-quantitative and quantitative models.
4. To develop a decision support system or framework for undertaking socio-economic evaluations of manmade aquatic structures which can be used throughout Australia and guide end users on how to develop qualitative, semi-quantitative and quantitative models depending on their information requirements.

Summary

In 2018, the state’s recreational and commercial fishers (represented by the peak bodies Recfishwest and WAFIC) commissioned a program of research as part of a Fisheries Research Development Corporation project aimed at documenting the social and economic values and benefits that stakeholders obtain from MMS in Western Australia. These structures include shipwrecks, artificial reefs, break walls, structures associated with harbours, jetties, marine navigation markers, and O&G infrastructure such as platforms, wells, and pipelines.
During 2019 and 2020 the researchers undertook seven online surveys which focussed on understanding the social and economic benefits and values that recreational and commercial fishers, divers and other users gained from using MMS in Western Australia. This was complemented by eleven focus groups which included representatives from the commercial and recreational fishers, but also the Oil and Gas (O&G) sector, regulators (state and federal), conservation, non-government organisations (NGOs), scientific sectors, and the general community. The researchers used data to develop five case studies representing a range of different structures and end users. These case studies focussed on inshore Thevenard Island subsea O&G infrastructure (incorporating recreational fishing), Woodside’s Echo Yodel offshore subsea O&G infrastructure (incorporating commercial fishing), the Exmouth Integrated Artificial Reef (recreational fishing), the Exmouth Navy Pier (diving tourism), and the iconic Busselton Jetty in Southwestern Australia, which is used for tourism, by recreational fishers, divers, swimmers and many other stakeholders. A guidebook was produced outlining the different methods of identifying social and economic values, along with the types of data required, and the approaches to collecting this data. The guidebook also outlines the advantages, disadvantages and resource needs for each method. A database of the MMS in Western Australia was also compiled and made accessible online.
