Need

A promotional campaign strategy is now being discussed and implemented (shortly) to establish consumer confidence in seafood sourced from the Hunter River and greater Newcastle regions. Marketing research is needed to ensure that this campaign is effective in addressing consumer concerns and restoring consumer confidence.

This research will then define the target audience, the key messages that must be addressed, and any additional details that will ensure an effective promotional campaign

Objectives

1. To identify through market research the understanding of the Hunter River Seafood Contamination by local residents, and regional, state-wide and national seafood consumers
2. To identify what is their confidence in NSW Government risk assessment and decision to re-open fishing in the region
3. To identify questions they have regarding safety in eating seafood sourced from the Hunter River and greater Newcastle region
4. To provide information to assist in a target seafood promotion campaign of Hunter River and Newcastle region seafood to restore confidence and repair brand damage due to the Williamtown Seafood contamination.

Need

Current diagnostic programs generally rely on highly -specific assays for pathogen detection. While these techniques are invaluable, they are one dimensional and do not provide detailed information critical to a disease investigation. These gaps include the inability to detect unknown pathogens and potential variants of know pathogens and provide no additional genomic or transcriptomic data. Moreover, samples must be shipped to trained personnel in a laboratory, further delaying the time to diagnosis. The MinION, on the other hand, can theoretically detect any pathogen and can potentially be deployed to the field. Moreover, the MinION can rapidly generate full-length genomes, allowing for epidemiological tracking of viral or bacterial strains in near real-time. Such rapid data, which cannot be obtained as quickly using existing methods, are vital if the intention is to intervene in an outbreak and reduce impacts on the productivity and profitability of aquaculture facilities. For example, a rapid, early diagnosis may allow mitigating actions to be taken on-farm, such as the diversion of intake water, movement restrictions of stock and the isolation of infected ponds.
These qualities make the MinION an attractive complimentary platform to fill several gaps in the data obtained during disease outbreak investigations, or routine diagnostics, and potentially for use in the field. However, results from the misuse or lack of understanding of the technology could also have adverse regulatory implications for aquaculture industries. For example, without appropriate guidelines, an inexperienced diagnostician may misinterpret a distant DNA match in a pathogen database as a significant result, this may create unwanted attention to industry and potential stock destruction or changes to disease status that are unjustified. Thus, it is critical that the MinION is evaluated at the Australian Animal Health Laboratory, and guidelines and procedures are developed for accurate diagnostic evaluations. The activities detailed in this application will establish the feasibility of using the MinION for diagnostic applications, and ensure that the data is reliably generated and interpreted appropriately.

Objectives

1. Evaluate if MinION data meets or exceeds the data obtained using established laboratory-based NGS platforms. Objectives (1) and (2) align with Methods section (1).The first objective of this project is to demonstrate if the MinION can obtain quality genome assemblies of known pathogens, such as WSSV, AHPND, OsHV-1 and HaHV that have been created using existing NGS technology. Moreover, determine if the MinION is capable of producing a diagnostic result more rapidly and with greater confidence than traditional techniques. STOP/GO POINT: If MinION data does not produce reliable genome assemblies, no improvement in genome quality, or is significantly more laborious to set-up/run or analyse than existing NGS technologies, do not proceed with objective 2.
2. Evaluate the performance of the MinION using existing diagnostic extraction techniques and produce robust methods and protocols for sample preparation, sequencing and data analysis. This objective will optimise MinION protocols for sample pre-processing, optimal sequencing conditions, and data post-processing. We will then evaluate the MinION data produced from a range of aquatic organisms against data produced using traditional techniques from the same samples. STOP/GO POINT: If after these optimisations, the MinION cannot detect pathogens as reliably as traditional techniques, do not proceed with objective 3.
3. Compare the applicability of MinION to standard molecular assays for identification of pathogens in diagnostic samples. Objective (3) is aligned with Methods section (2).In this objective, diagnostic samples will be tested using existing diagnostics tools (qPCR, cPCR) and MinION sequencing. Need

All Australian Standards developed by FRDC will demonstrate a net benefit and therefore have an overall positive impact on Australia’s seafood industry. This means that all FRDC developed Australian Standards must provide a value or benefit that exceeds the costs to the seafood industry with associated action plans to implement continuous improvement to ensure this is met.

Public, consumer and stakeholder confidence is vital to the well-being of Australia’s seafood industry.

Australian Standards are not legal documents. However, when a government references a standard in legislation, it becomes mandatory. An Australian Standard does have status and is recognised as being a credible document. Usage of the names included in the Australian Fish Names Standard is not mandated in Australia but is listed in the Australia New Zealand Food Standards Code - Standard 2.2.3 - Fish and Fish Products as an advisory note (see https://www.legislation.gov.au/Details/F2011C00569)

Standard fish names removes confusion, strengthens consumer confidence, creates market efficiencies and consistency, underpins effective fisheries monitoring and improves management of food fraud / food safety.

The use of standard fish names achieves outcomes that are consistent with the aims of industry and governments:
1 Improved monitoring and stock assessment enhances the sustainability of fisheries resources.
2 Increased consistency and efficiency in seafood marketing to improve consumer confidence and industry profitability.
3 Improved accuracy and consistency in trade descriptions enables consumers to make more informed choices when purchasing seafood and reduces the potential for misleading and deceptive conduct.
4 More efficient management of seafood related public health incidents and food safety through improved labelling and species identification reduces public health risk.

Within the next decade, the AFNS must:
• Be all inclusive including increased stakeholder awareness
• Improve the AFNS database to ensure all data is current
• Meet stakeholder expectation
• Be world’s best practice
• Be a national benchmark for sustainability
• Be part of an ongoing continuous improvement processes
• Be a transparent process to create trust

Objectives

1. Ensure FRDC maintains accreditation as a Standards Development Organisation through audits from the Standards Development Advisory Committee
2. Continue to promote and provide advice on the content and uptake of Australian Fish Names Standard and other FRDC developed standards to the broader seafood industry and government through strategic submissions and presentations to government in consultation with FRDC
3. Evaluate and implement the recommendations from the draft “Report on Stakeholder Consultation about the Australian Fish Names Standard and the Associated Processes” conducted in 2018 to ensure the AFNS continues to meet stakeholder needs and expectations
4. Continually improve the content and relevance of the Australian Fish Names Standard AS 5300 and underlying procedures to meet market, regulator and stakeholder needs and expectations.

Need

FRDC has an already developed video and image library, however, does not have the resources to keep it supplied with new and relevant images, or to produce a series of short video clips and capture professional photos to showcase the innovation and sustanability of Australia's commercial fisheries. This is planned as a Phase #1 proof of concept project focusing on fisheries in 3 states: WA, SA and Queensland.

There is a need to produce a digital campaign that encapsulates the stories of commercial fishers and the role of their seafood supply locally and outside of Australia. These fisheries, their people, their fishing techniques and their markets have changed considerably over time. This presents an opportunity to showcase these changes –the new fisheries, the innovations and the inspiring young people taking over the reins.

This project is well aligned with the FRDC’s Strategic R&D priorities, and aims to build community, trust, respect and value (FRDC R&D Plan 2020-2025: Outcome 5) by providing foundational information and support services (FRDC R&D Plan 2020-2025: Enabling Strategy V).

Need

We submit this EOI as a non-competitive sponsorship application.

The ASFB is the premiere professional Society promoting research, education and management of fish and fisheries in Australasia. Our capacity to facilitate these goals is dependent on the amount of financial support generated from ASFB members (via membership fees), conference sponsorship (from Government and industry stakeholders), and the FRDC.

We request a new round of funding support from the FRDC to allow us to continue delivering our annual conference and supporting students and early career researchers (ECRs) at a high level. We also request support from FRDC to help facilitate the following: i) real advancement in our Society’s engagement with, and inclusion of, First Nations peoples; ii) recognition and promotion of the value of the core principles of equity, diversity and inclusion in the fish and fisheries sector; iii) better engagement of fisheries managers with scientists; and iv) closer ties with our neighbouring Asian Fisheries Society.

Students and early career researchers represent the future of Australasia’s fish and fisheries sector. ASFB has a long and successful history of promoting and supporting student and ECR members as they undertake their research training, showcase their discoveries and ideas, and begin a career working with fish and fisheries. For the last 10 years, FRDC has been an invaluable partner in this endeavour through the provision of travel bursaries that enable students to attend our annual conference and awards that recognise outstanding achievements. We request FRDC funding to continue supporting our students and ECRs.

ASFB has been making steady progress in ensuring our Society actively supports and facilitates an equitable and inclusive environment that promotes the value of diversity. In 2014, our 40th annual conference (held in partnership with the Australian Society for Limnology; FRDC 2013-404) was built around the theme of ‘Indigenous participation in research and management of aquatic ecosystems’. We facilitated a workshop on Indigenous cross cultural awareness, and throughout the meeting, delegates had the opportunity to explore ways of meaningfully including indigenous peoples in the design, delivery and interpretation of scientific work. Ten years on, we believe there is still a clear need for ASFB to better engage with and include First Nations peoples in our Society. We seek financial support from FRDC to form an independent working group that includes strong indigenous representation, alongside ASFB representatives, to advise our Society on how we can enact meaningful actions that help achieve these goals. Whilst we do not seek to pre-empt the working groups recommendations, we see great opportunity for ASFB to promote the primacy of Indigenous Peoples around water and fisheries rights, facilitate the inclusion of cultural practices and knowledge into western science and management paradigms, and to build capacity of Indigenous Peoples in the sectors of fish, fisheries and aquatic natural resources.

Our Future of the Society Committee is currently drafting a policy document that promotes the importance of equity, diversity and inclusion in ASFB. At our 2016 conference, we held an important event titled ‘Women in Ichthyology’. This was borne from the acknowledgement that, while in recent decades we have made great strides in achieving higher representation of women in research, the job is far from done. Women are often equally represented at lower tiers of the research sector, such as postgraduate students and early career levels, but rapidly dwindle as the professional hierarchy increases to senior leadership roles. The 2016 event celebrated the key contributions of women to fish and fisheries science, and explored how we can all encourage gender equity in this area. We have seen a steady increase in the representation of women in senior roles in our Society (e.g., three of our last six presidents since 2012 are women; three of the last six winners of the prestigious K. Radway Allen Award were women). We believe that more can and will be done to address gender equity in our Society.

The ASFB endeavours to be free from all forms of discrimination, and welcomes all members regardless of age, cultural background, ethnicity, gender identity or expression, physical or mental differences, politics, nationality, religious affiliation or beliefs, sexual orientation, marital status, family or caring responsibilities, socio-economic background, career status, and work experience. The ASFB aims to continue to foster an inclusive environment where a diversity of people, ideas and perspectives can inspire members to advance fish and fisheries science and management. We seek FRDC support to host a plenary presentation and/or special session on the equity, diversity and inclusivity challenges and opportunities we face in the fish and fisheries sector at the 2024 annual science conference in Newcastle, NSW.

The annual conferences of ASFB provide a fantastic opportunity for fisheries managers from around Australia and New Zealand to meet up and experience networking opportunities with their peers and fisheries researchers. Our conferences provide a forum for managers to hear about the challenges faced in other jurisdictions and work together to develop solutions and innovations. Feedback from our members who are fisheries managers is that it is difficult for them to attend our conferences due to low levels of support from their employers for travel and registration costs, which is a poor outcome for fisheries managers. In turn, our broader membership suffers because they miss the opportunity to engage with managers in an environment conducive to knowledge sharing and collaboration. Furthermore, our students and early career researchers are not exposed to employment opportunities in a valuable sector of our industry. Here, we propose a new travel bursary program, co-funded by FRDC, ASFB and employers, to address the major financial barrier limiting manager engagement with our Society’s activities.

Lastly, we need a vibrant and viable Society to deliver on our project objectives. ASFB is now 53 years old. Throughout this time, the Society has successfully served its membership, and by extension, the broader fish and fisheries community in Australia. Our executive council and sub-committee members are all volunteers and collectively dedicate thousands of hours in-kind each year to ensure we provide effective leadership and deliver on our responsibilities (conservatively valued at $100,000 pa of salary). More recently, we have sought professional support to administer membership databases, facilitate conference logistics (they work for local volunteer organising committees), handle internal and external communications and maintain our website. These are all essential roles and beyond what can be expected from our volunteer office bearers. We are reviewing our current membership fee schedule to help cover some of these costs. We seek FRDC support to contribute to the management and facilitation activities of our Society so that we can continue to deliver excellent opportunities for all our members and successfully deliver on the important objectives outlined in this proposal.

Objectives

1. Provide a nationally and international relevant forum for researchers, managers and stakeholders to meet to discuss issues relevant to fish and fisheries science and management
2. Support, encourage and recognise achievements of early career researchers and students via sponsorship of targeted excellence and research awards
3. Support and encourage student participation at ASFB's annual science conference and key international conferences via sponsorship of travel bursaries, a specific networking event, and any other appropriate activities
4. Assist in setting up an independent working group with First Nations representation to help ASFB improve how we include and engage with First Nations peoples in our Society
5. Develop a co-funded bursary (alongside ASFB and home institutions) to support the attendance of fisheries managers at ASFB’s annual conference
6. Host a special session and/or plenary at a future conference addressing the importance of equity, diversity and inclusion in fish and fisheries
