Need

There is an urgent need to reflect on the current state of fisheries resource sharing in Australia and how it can meet future demands. Over the past 20 years individual Australian jurisdictions have developed and implemented resource sharing arrangements. These generally apply to commercial and recreational fisheries, and in some cases indigenous cultural fishers. The resource sharing arrangements stem from the objectives of fisheries legislation in Australia which is based on the principles of ESD that include consideration of all fishery resource users in the management of fisheries. Understandably when management resources are limited the focus is on those having the greatest impact on fish stock which for most species is the commercial sector, and sometimes the recreational sector. The use of OCS provisions in fisheries legislation was both an effort to simplify commercial fisheries management and reduce the need to have resource sharing arrangements. While this was largely successful it has run its course due to the value of commercial rights ($billions) that have now accrued under current OCS agreements making it almost impossible to make further significant changes. Alongside these developments a component of the recreational fishing sector has been increasing its range and capacity to catch fish using larger boats and technology similar to that employed by some commercial fishers. This has led to traditionally commercial species being accessed by recreational fishers with growing concerns from the former sector about their fishing future. Various policies and statutes have been implemented by the states/NT in an effort to allocate the shares of a fish stock. This has become easier as a growing number of fish stocks are subject to TACs with the commercial fishers subject to ITQs and recreational fishers to increasingly stock-specific possession limits. Despite this those states/NT who have implemented resource sharing have experienced its contentious, costly and drawn out nature, and are only starting to confront stocks which cross both jurisdictions and fishing sectors. It is time to reflect on experience to date and find the best way to manage fisheries resource sharing in the future.

1. To find common ground on resource sharing across Australian jurisdictions and consider the benefits of working towards a harmonised approach.
2. If objective 1 achieved, hold conversations with AFMF and leaders in various fishery stakeholder groups to determine the next steps

Summary

Resource sharing is a high priority for the Australian Fisheries Managers Forum (AFMF) with all Australian jurisdictions in the process of developing or having developed policies associated with this issue. Some have gone further and implemented resource sharing with limited success. It has been many years since fisheries managers collectively discussed the status of these policies and their experiences implementing them. As a first step towards a more harmonised approach for fishery resource sharing in Australia FRDC funded this workshop to develop a preferred pathway(s) to doing so. AFMF considered the workshop outcomes and has provided its advice on the next steps which will centre around a fisheries managers’ toolkit that is developed in association with the AFMF Fisheries Management Committee using a development process like that of the National Harvest Strategy Guidelines and Co-Management Report. This will involve a further application for FRDC funding and engagement with key fishery stakeholders.

Need

Yellowtail Kingfish is a high priority species for recreational fishers and the basis of an important commercial fishery in NSW. The biological stock structure is reasonably well understood, with genetic analyses showing that the population in Western Australia is genetically distinct from the population along the eastern and southern Australian coasts (Commonwealth, Queensland, New South Wales, Victorian, Tasmanian and South Australian waters) and New Zealand. Tagging studies have confirmed movements between Australia and New Zealand and South Australia to NSW. Therefore Yellowtail Kingfish are assessed through the Status of Australian Fish Stocks (SAFS) initiative at the biological stock level, being two stocks - Eastern Australia and Western Australia.

The most recent (2018) SAFS assessment for the Eastern Australian biological stock of Yellowtail Kingfish was ‘Undefined’, due mainly to knowledge gaps around the degree of mixing throughout this stock which spans more than 3,000 km of coastline. Reasonable data for assessment exists only within NSW, and uncertainty around whether an assessment of that component of the stock reflected the entire stock resulted in an ‘Undefined’ status, with a recommendation that this uncertainty be resolved.

Yellowtail Kingfish within NSW has been assessed as ‘Growth Overfished’ (2003/04 to 2013/14), and current evidence indicates a Depleted stock. There are ongoing discussions within NSW about appropriate management changes that may assist recovery; however these are hampered by the ‘Undefined’ status in SAFS.

The FRDC National Priority 1 aims to reduce the percentage of ‘Undefined’ stocks within SAFS, which also has an objective of providing a roadmap to recovery for ‘Depleted’ stocks. To address both of these and to promote better and more collaborative monitoring, assessment and management across all relevant jurisdictions, there is a clear need to review existing knowledge across the entire stock and to identify areas of uncertainty that require addressing.

Objectives

1. Review the available data and management regimes for the south-eastern Australian stock of Yellowtail Kingfish from each relevant jurisdiction
2. Review the reasons for the ‘Undefined’ status in SAFS
3. Discuss appropriate spatial scales for assessment and management across the south-eastern Australian biological stock
4. Identify knowledge gaps required to be filled in order to produce a defined stock status for SAFS
5. Discuss cross-jurisdictional assessment and management options for Yellowtail Kingfish

Summary

The project facilitated cross-jurisdictional and cross-sectoral discussions on aspects of the Eastern Australia biological stock of Yellowtail Kingfish.  Several knowledge gaps relating to biological and life-history parameters, as well as reliable data on the recreational fishery across all jurisdictions, were found to be inhibiting assessment, and therefore management, of this stock.  Knowledge gaps common across jurisdictions included understanding patterns of movement and connectivity throughout the stock, and reproductive patterns such as main spawning areas and times.  It was noted that this lack of information was one reason for differing management arrangements (minimum legal lengths and bag limits) between jurisdictions.  A survey of long-term, highly experienced commercial, recreational and charter fishers in NSW was done to provide feedback on data to be used in assessing stock status.  Comments from these knowledgeable fishers resulted in several reconstructed catch history scenarios being used in the assessment, in addition to gathering observations on long-term changes to the fishery.  As a result significant progress was made on the Status of Australian Fish Stocks (SAFS) assessment for 2020.  The Eastern Australian stock of Yellowtail Kingfish for 2020 was classified as a ‘Sustainable’ stock, noting that until knowledge around population dynamics, in particular the distribution and movements of the spawning stock and the source of juveniles, is improved that the assessment will remain highly uncertain.

Need

There are numerous Australian jurisdictions that have faced and are currently facing management challenges with Snapper stocks in decline. It proposed that a national Snapper workshop is needed to bring together from each jurisdiction fisheries managers, scientists and key stakeholders from the commercial and recreational fishing sectors to:

(1) Communicate findings on Snapper research, gain an insight into the challenges, successes and learnings from management arrangements implemented in each jurisdiction.
(2) Identify a national approach to collaborate and manage a Snapper stock that crosses jurisdictional boundaries
(3) Develop a set of national R&D priorities for Snapper, in particular dealing with the issue of ‘hyperstability’.
(4) Develop a tool kit to support fisheries managers recover Snapper stocks.

The main aim of the workshop is for each jurisdiction to exchange information on Snapper and to ensure that Snapper R&D has a national co-ordinated approach that addresses the challenges being faced, makes the most efficient use of available resources and integrates key stakeholders such as the recreational and commercial fisheries, government and research providers.

Objectives

1. To identify key issues and challenges for Snapper, review Snapper research, and critique jurisdictional management arrangements.
2. To explore a national approach to collaborate and manage cross-jurisdictional Snapper stocks.

Summary

The Department of Primary Industries and Regions organised and ran a national Snapper Workshop in Adelaide from the 12 to 14 November 2019 with funding from FRDC and the strong support of the Australian Fisheries Managers Forum. The workshop objectives were to:
  1. identify key issues and challenges for Snapper, review Snapper research and critique jurisdictional management arrangements;
  2. explore a national approach to collaborate and manage cross-jurisdictional Snapper stocks;
  3. explore and develop a set of national R&D priorities for Snapper that address the challenges being faced; and,
  4. develop a tool kit to support fishery managers to recover depleted Snapper stocks
Government representatives, independent scientists, fishery managers and Fisheries Research and Development Corporation representatives attended all three days of the workshop. Commercial, charter and recreational fishing representatives attended the last day of the workshop.

Need

Snapper and pearl perch are depleted in Queensland and further reduction in fishing pressure is needed to rebuild stocks back to target levels. The Queensland Government announced actions to improve stocks on 1 Sep 2019 , which followed the announcement that they would also introduce Fishing Aggregation Devices (FADs). Given previous regulatory approaches have been unsuccessful in improving stocks of both species, it is proposed that regulatory changes, complemented by the implementation of action mapping and social marketing, may be more effective.

Social marketing delivers innovative solutions that people value and that support desired outcomes. It draws on behavioural science and a psychology-based understanding of how and why people behave, what motivates them to change and what prevents behaviour change. Work in Australia has documented the use of behavioural incentives to encourage voluntary compliance of recreational fishers as well as testing social norms as a tool to encourage compliance within an experimental recreational fishery setting. This work sets a foundation to apply the approach to Queensland recreational fishing.

The Queensland Government’s announcement that it will invest $1 million in FADs offers an opportunity to change recreational harvesting behaviour. FADs can attract pelagic species increasing the diversity of fish species recreational anglers can target and therefore could shift fishing effort away from more vulnerable demersal species (e.g. snapper and pearl perch).

This project will use a social marketing approach that initially focuses on understanding if and how recreational fishers can be motivated and moved to use FADs as a strategy to reduce snapper and pearl perch fishing. This project will also consider a full range of strategies and behaviours and their relative potential to help reduce snapper and pearl perch recreational harvests.

A key challenge in addressing the issue is the numerous and diverse stakeholders with an interest in recreational fishing – many with conflicting agendas. Approaches that engage a broad cross-section of stakeholders together can identify priorities for action and generate solutions to achieve the outcomes sought.

Objectives

1. Engage with stakeholders to develop a shared sense of responsibility, capture knowledge and identify potential solutions.
2. Develop and test a behaviour change program targeted at recreational fishers that aims to reduce the recreational harvest of snapper and pearl perch in Queensland.
3. Identify the most effective behaviour change interventions that could be further rolled out in Queensland or in other states or to target other fish.
4. Share knowledge and ownership of a behaviour change approach with key stakeholders.

Need

Victorian recreational lobster catches are increasing in many areas due to a range of issues including population growth in coastal communities and efforts to promote fishing through initiatives such as "Target 1 million". Understanding these catches which in some areas is on par with commercial catches is critical for sustainable management of the fishery (for both sectors) and informing resource allocation discussions. The Victorian Fisheries Authority (VFA) has been conducting a recreational tagging program to estimate recreational southern rock lobster catches for the last two seasons. Uptake and compliance with tagging has been high, however reporting of tag usage has been more problematic with the fate of 30,419 of the 92,326 tags issued in the first (2017/18) season remaining unknown. This project will run a recreational diary/phone survey (as used in Tasmania) in parallel with the upcoming 2019/20 tagging season to calibrate the tagging program and provide a comparison of the methods. This will enable a calibration of the tagging based catch estimate and guide management as to the future applicability of both methods.

Incorporating recreational catch estimates in stock assessment models remains challenging due to i) a lack of catch estimates prior to the commencement of surveys and ii) potential reporting biases in survey results. This project will develop a protocol for incorporating recreational catch estimates in a robust manner that specifically addresses these concerns and is aimed at increasing model accuracy and robustness to future changes in recreational catch whilst promoting stakeholder confidence in the utilised approach.

A disadvantage of conventional tagging systems is the requirement of issuing plastic tags and the consequent costs and environmental impacts. In consultation with VFA and stakeholders this project will investigate alternative smart-phone based 'tagging' systems that avoid this issue and develop a guide for future implementation of such a system.

Objectives

1. Conduct a recreational phone/diary survey in parallel to the existing tagging program for the 2019/20 season
2. Evaluate the relative accuracy and bias of catch estimates obtained from recreational tagging and a phone/diary survey
3. Develop a methodology for adjusting tag derived recreational catch estimates to account for identified biases such as unreported tags
4. Develop a systematic method for incorporating recreational catch estimates in rock lobster stock assessments that addresses issues including potential biases and periods with missing catch estimates
5. Evaluate future improvements to recreational survey methods including i) a proposal for a smart-phone based electronic tagging system and ii) a feasibility study of expansion of the citizen science program

Need

Understanding the demographic characteristics, connectivity and stock structure of a fish species is crucial for identifying the appropriate scale and strategy for management.

Black bream is a slow growing and long-lived finfish species with reproduction confined to estuarine habitats. It is distributed in the estuaries and inshore marine waters of southern Australia, from central NSW to central west coast WA, including Tasmania. Throughout its broad distribution, black bream is thought to be composed of a number of isolated spawning stocks, with limited evidence of movements between estuaries.

In SA, black bream supports important commercial fisheries, and is highly sought-after by recreational anglers. Most of the State-wide commercial catch is taken by the Lakes and Coorong Fishery (LCF) in the Coorong estuary, with smaller contributions taken by the Marine Scalefish Fishery. In 2016, the LCF for black bream, which was historically one of Australia’s most productive black bream fisheries, was classified as ‘overfished’. It is unknown whether this status is reflective of the broader population in SA waters, or if current management arrangements for the Coorong population, which are aimed to promote stock recovery, are adequate in terms of the spatial scale that they apply.

There is a need to understand the demography, connectivity and stock structure of black bream populations across southern Australia (SA, VIC and WA). This information will assist in identifying appropriate scales and strategies for management.

‘People development’ is one of several priorities identified in the FRDC’s RD&E Plan 2015-20. The proposed project will be undertaken by a high-performing student as a PhD project. The student will undertake applied research relevant to FRDC stakeholders (scientists, fishery managers, commercial, recreational and indigenous fishers) in SA, and gain industry experience by being co-supervised by scientists from SARDI. The project will increase fisheries science capacity in SA through training of the next generation of researchers.

Objectives

1. Define the stock structure of black bream in southern Australia using a multi-methods approach incorporating genetics/genomics and otolith-based techniques
2. Review information on and determine how black bream respond to changing environmental conditions
3. Provide recommendations for fishery managers based on results of stock structure analyses
4. Increase fisheries science capacity in South Australia through training of the next generation of researchers

Summary

The research in this report was undertaken as part of Koster Sarakinis’s PhD project at the University of Adelaide supervised by Professor Bronwyn Gillanders (University of Adelaide), Dr Patrick Reis Santos (University of Adelaide), Dr Qifeng Ye (SARDI Aquatic Sciences), and Dr Jason Earl (SARDI Aquatic Sciences). The project investigated stock structure of black bream and how they were responding to changing environmental conditions for fish collected across southern Australia (stock structure) with additional work
focused on south-eastern Australia. Outcomes contributed to better understanding of stock structure of black bream across southern Australia, and research training of a fisheries scientist now employed at SARDI Aquatic Sciences. Background – The SA RAC identified defining stock structure for black bream in southern Australia, and implications for management as one of three post-graduate student projects to address a range of priority fisheries research. The aim was for the student to undertake direct applied research and gain industry experience by being co-supervised by scientists from the South Australian Research and Development Institute (SARDI), while researching an industry relevant project and be registered at a South Australian university in order to undertake their post-graduate studies. The application was there developed according to this call and after consultation with government researchers, industry and representatives from the recreational sector.
