Need

There is still ongoing need for planning and implementation of targeted, effective RD&E activities that address Indigenous sector priorities. The FRDC assist addressing this by supporting and resourcing the IRG through projects, and an Indigenous RD&E SubProgram.

There has been remarkable progress since the inception of the IRG, but identified market failures still exist as most agencies, researchers and other stakeholders still have limited capacity to interact and engage with the Indigenous sector, and fully reap the opportunities and benefits.

The pool of Indigenous people who have the expertise and/or wish to be involved in the process is growing, but is still inadequate to address identified needs. This is a key focal area for the IRG for the future, including supporting a formalised capacity building program that improves understanding and knowledge of research, management, governance, and agency processes.
Opportunities exist to:

• Increase the pool of Indigenous people with expertise and desire to engage in RD&E and associated policy process
• Build two-way capacity by enhancing non-Indigenous stakeholders’ knowledge and capability
• Improve culturally appropriate knowledge/data for the Indigenous fishing sector to address Indigenous Australians, researchers and managers’ needs
• Transition research to policy
• Enhance Indigenous focussed projects at a jurisdictional level through improved connectivity between IRG and RAC/IPA
• Manage expectations that the IRG is a one-stop shop for all Indigenous issues related to the industry by developing processes to expand networks and engagement.

The IRG is different to other programs as it provides a service that covers a number of additional areas. An aim is to break the need of the FRDC and RACs in seeing the IRG as the sole conveyer of Indigenous input. In the interim this necessary service is subsidised by FRDC as we seek to develop an alternate mechanism.

Objectives

1. Work with Indigenous people and other stakeholders, to facilitate the identification of Indigenous RD&E priorities annually, and develop projects to address those priorities.
2. Assist FRDC with management of the Indigenous Subprogram and the portfolio of projects with significant benefit to, or impact on, the Indigenous fishing sector.
3. Facilitate dissemination of R&D outputs
4. Encourage coordination and co-investment in RD&E which benefits the Indigenous fishing community.

Need

In 2010, the Australian Fisheries Managers Forum (AFMF) listed fisheries access and allocation as one of the top priority policy issues to be addressed. Subsequently, FRDC formed a working group to examine possible approaches to access and allocation issues to assist fisheries managers as they undertook their associated policy development around allocation matters. They produced a report on the principles and guidelines for fisheries resource access and allocation, highlighting impediments to optimising fisheries resource access and allocation in Australia and the RD&E issues requiring investment.
Seven years on, there has been a lot of developments in this area in the various jurisdictions. To assist guide FRDC's future RD&E investment on these issues, the Board requested a review of the current state of fishery resouce access and allocation across the various jurisdictions.

Objectives

1. Define the elements (i.e. units to which resource access is allocated) of access and allocation
2. Review available information and provide examples of allocation and access in Australian fisheries jurisdictions and other industries
3. Describe the tools available for access and allocation and how they are implemented in each jurisdiction
4. Identify jurisdictional gaps and differences and recommend potential tools / options to fill those gaps

Need

Given increasing complexity in fisheries management and additional scrutiny on managers, there is a need for fisheries managers from the different jurisdictions to meet as a group to exchange ideas and initiatives and build networks. The Australian Fisheries Management Forum (AFMF), comprised of the respective heads of Commonwealth and State/Territory management agencies, supports the need for such a forum.

Similar cross-fertilisation forums exist between researchers through the Australian Society for Fish Biology (ASFB) and the National Compliance Committee for compliance officers.

It has been a considerable period since fisheries managers workshops were last held. Previous workshops occurred in the 1980s and early 1990s. In March 2014, a two-day national fisheries management workshop was held in Adelaide at the South Australian Aquatic Sciences Centre. This workshop was overseen by the AFMF’s Fisheries Management Sub-Committee (FMSC), with funding support from the Fisheries Research and Development Corporation (FRDC). Recommendations arising from this workshop included convening a subsequent fisheries managers workshop in 12-24 months and the formation of an Australian Professional Fisheries Management Society.

As an interim arrangement pending the potential formation of a professional fisheries managers society as a chapter of ASFB, the FMSC has agreed to hold another fisheries managers workshop, which Queensland will host in October 2017.

Future workshops will be held to coincide with ASFB annually (starting in 2018).

Need

Presently, there appears to be no existing program that is suitable for Indigenous participants to gain a basic understanding of fisheries management processes and governance structures, and an introduction to leadership skills. There is also no program that provides fisheries managers and researchers with experience in understanding indigenous fishing and culture. This two-way gap is considered to be a barrier to increasing participation of Indigenous Australians in participating in a range of fisheries management, policy and research and development processes. Recognising this, the FRDC issues a call for expressions of interest to address this gap on 3 May 2007.

Objectives

1. Develop a national, culturally appropriate capacity building program for involvement of Indigenous Australians in fisheries management.
2. Build capacity of 20 Indigenous Australians to participate in a range of fisheries management, policy and research and development processes by increasing their knowledge, skills and experience of fisheries research concepts and practices, current approaches to fisheries management and policy, fishery governance structures, understanding of, and capacity to participate in relevant committees and workshops and providing an introduction to leadership and building leadership knowledge.
3. Increase the understanding of managers, researchers and MAC and RAG members of potential contributions of Indigenous Australians and cultural aspects of their own engagement processes.
4. Foster an ongoing legacy of the project to enable capacity building to be undertaken regularly as required.

A three-day interactive workshop was held in Brisbane and in Adelaide, each featuring a series of videos and PowerPoints.  Printed summary sheets were provided. At the request of the Torres Strait Regional Authority, an additional workshop for 14 Protected Zone Joint Authority members was held. A total of 40 Indigenous people from around Australia took part in the workshops. The videos feature Indigenous presenters and case studies aligned to Indigenous fishing practices and they promote Aboriginal and Torres Strait Islander peoples, their cultures and connection to fisheries to other stakeholders. The materials produced can be used across Australia to empower Indigenous participation in sustainable fisheries management.  They are now being utilised in a subsequent four-year project by the Department of Agriculture, Water and the Environment to foster more effective engagement of representatives of Indigenous, recreational and commercial fisheries with Commonwealth fisheries management processes.

Need

More than 25% of the NT Population identify as Indigenous - the highest proportion in any state or territory. Indigenous people also own approximately 84% of the NT coastline. Participation of Indigenous people in industries and businesses that align closely with cultural values such as in natural and cultural resource management have been shown to have beneficial social, economic and health outcomes.

There is a need to expand the proportion of Indigenous people participating in all aspects of the NT commercial fishing and seafood industry. This includes through capacity building activities, traineeships, employment, research, education and extension services.

Currently there is a silo approach across local, Territory and Commonwealth agencies and programs to achieve this and poor integration across sectors. Julian Morison from EconSearch, the Principal Investigator for this proposed project, is currently leading two projects in the NT that are designed to address the problems largely arising from this silo approach. One is the lack of current economic information about the NT Seafood Industry. The second involves providing advice on fishing and aquaculture industry market opportunities, through an economic assessment of the current value and nature of opportunities in the NT market with a particular focus on the market size, value and opportunities that are present in East Arnhem Land.

These two studies which are due for completion in March and May 2017, respectively, will provide a solid basis for the proposed project. The primary aim of this project is to conduct research and stakeholder consultation to identify ways to promote and increase participation and employment of Indigenous people in NT fishing and seafood industries.

The project is to be managed under the auspices of Developing East Arnhem Limited (DEAL). DEAL is a not-for-profit development body established in November 2014 to act as the front door to the region for industry and business. DEAL facilitates connections between private enterprise, industry, community and government agencies to support economic diversification and growth in the East Arnhem region for the benefit of the regional population.

Objectives

1. Identify five programs or initiatives (at least two short term and at least two longer term) to promote and increase participation and employment of Indigenous people in NT fishing and seafood industries.
2. Directly involve decision makers in the communities and related fisheries in the conduct of the project through their participation in the development of the programs and initiatives.

Need

South Australia’s Marine Scalefish Fishery (MSF) is currently undergoing a strategic review with the principal aim of restructuring the fishery in order to ensure its long-term sustainability and economic viability. The heterogeneous mixture of participants, fishing devices, licence conditions and regulations associated with this fishery makes the tasks of administering and managing it extremely challenging. These complexities intertwined within a highly dynamic fleet that is capable of shifting fishing effort amongst species and regions often alters the emphasis of its overarching management. Industry and Government are working collaboratively to address the inherent complexities of the fishery through firstly developing a mechanism to rationalise the fleet, then reforming its overall structure, and ultimately refining its future management. In order to optimise this structural reform, it is necessary to disentangle and understand the fleet dynamics of this extremely complex fishery. This project aims to explore the implications of strategic management options (e.g. regionalisation, licensing, ITQ’s and ITE’s) on the future structure and viability of the MSF, from resource sustainability, economic and social perspectives.

Objectives

1. To review the structure and function of multi-species, multi-gear fisheries around the world.
2. To disentangle the complexities of the South Australian commercial Marine Scalefish Fishery to describe long-term spatio-temporal trends in the composition, dynamics and socio-economic performance of the fishing fleet
3. To evaluate the possible strategic management options such as regionalisation, licensing, ITQs and ITEs on the future structure and viability of South Australia’s MSF
4. To determine the biological, economic and social 'carrying capacity' of the MSF across key regions of the fishery.

Fisheries Research Development Corporation Indigenous Reference Group (FRDC-IRG) has identified the following need:-
Indigenous business development opportunities and impediments in the fishing and seafood industry, the components that have been detailed by the FRDC-IRG include understanding opportunities and impediments for business development, identify the supply chain and research business structures to build enterprise development.

The indigenous fishing sector have commenced the important work of building businesses that can provide product needed by the market and communities; develop employment opportunities for indigenous people; community development through economic development and; recognition of the value of indigenous people and their knowledge and skills.

Additionally this project will address needs developed through the FRDC Indigenous Reference Group principles developed in Cairns in 2012. This project address Principle 4 RD&E - Leads to Improved Capacity That Empowers Aboriginal and Torres Strait Islanders.

Against the IRG document the project will also address the following identified concepts:-
• Provide Resourcing Options in a User Friendly and Culturally Appropriate Manner to Encourage Greater Aboriginal and Torres Strait Islander Involvement
• Leads to Agencies Developing Capacity to Recognise and Utilise Aboriginal and Torres Strait Islander Expertise, Processes and Knowledge
• Leads To an Increased Value for Aboriginal and Torres Strait Islanders (Economic, Social, Cultural, Trade, Health, Environmental)
• Leads To Benefit Sharing

This project will also address a number of key areas in the Federal Governments ‘Our North, Our Future – White Paper.’ Specifically it will move some way to addressing these areas:-

2. A gap analysis of skills available and skills needed to develop and/or enhance the skills of people involved in indigenous fishing businesses.
3. Draft and finalise a Business template with conversation and workshop materials to enhance the indigenous communities connected to indigenous fishing
4. Enhance the business skills of indigenous fishing communities through the delivery of workshops, community conversations and virtual information sharing sessions

The Business Nous Project (BN) research and outputs have been finalised in November 2019 with the completion of the website and workshop outputs and the project evaluation. The project delivered successfully on three of the four objectives with the workshop component of the project is being held in abeyance until specific groups and/or communities are identified.

Twenty-two individuals from twenty-one existing, closed or about to commence businesses were interviewed. These twenty-two people were drawn from a range of locations but were from Northern Territory, Queensland, New South Wales and Tasmania.

Interviewees were drawn from many age groups, but the highest percentage were from the 55+ age group. Both males and females were interviewed the gender bias was skewed to males. Interviewees were from both fishing and non-fishing businesses and most were sole traders.

The interviewees were generous with their information and were able to provide insight into the skills and knowledge they had used to build and grow their businesses. The interviewees were also able to detail the areas of knowledge that all business owners should have been commencing or running a business.

The findings from twenty-one interviews were the base for developing the information presented on the Business Nous website. However, it should be noted that this output was modified from a decision-making tree. The working group presented the decision-making tree to the Indigenous Reference Group (IRG) and the consensus was that the decision-making tree would either be too complex or too simplistic in assisting Indigenous fishers with relevant fishing business nous.

The key findings suggest that to manage and/or own an Indigenous fishing business, standard principles need to be followed and structures implemented. Business concepts that most business owners understand such as:

Payroll
Book-keeping
Regulations
Cash-flow
Staff Management
Planning and marketing

All of the interviewees indicated that they understood and adopted many of the above and one business embraced all standard business practices covered by the questionnaire.

Additionally, the Indigenous business owners interviewed highlighted a second layer of expectations that were regularly considered when planning for and opening a business. This additional layer of requirements included consideration for:

Community expectations.
Cultural obligations.
Guidance from Elders.

The Business Nous Project (BN) research and outputs have been finalised in November 2019 with the completion of the website and workshop outputs and the project evaluation. The project delivered successfully on three of the four objectives with the workshop component of the project is being held in abeyance until specific groups and/or communities are identified.

Twenty-two individuals from twenty-one existing, closed or about to commence businesses were interviewed. These twenty-two people were drawn from a range of locations but were from Northern Territory, Queensland, New South Wales and Tasmania.

Interviewees were drawn from many age groups, but the highest percentage were from the 55+ age group. Both males and females were interviewed the gender bias was skewed to males. Interviewees were from both fishing and non-fishing businesses and most were sole traders.

The interviewees were generous with their information and were able to provide insight into the skills and knowledge they had used to build and grow their businesses. The interviewees were also able to detail the areas of knowledge that all business owners should have been commencing or running a business.

The findings from twenty-one interviews were the base for developing the information presented on the Business Nous website. However, it should be noted that this output was modified from a decision-making tree. The working group presented the decision-making tree to the Indigenous Reference Group (IRG) and the consensus was that the decision-making tree would either be too complex or too simplistic in assisting Indigenous fishers with relevant fishing business nous.

The key findings suggest that to manage and/or own an Indigenous fishing business, standard principles need to be followed and structures implemented. Business concepts that most business owners understand such as:

Payroll
Book-keeping
Regulations
Cash-flow
Staff Management
Planning and marketing

All of the interviewees indicated that they understood and adopted many of the above and one business embraced all standard business practices covered by the questionnaire.

Additionally, the Indigenous business owners interviewed highlighted a second layer of expectations that were regularly considered when planning for and opening a business. This additional layer of requirements included consideration for:

Community expectations.
Cultural obligations.
Guidance from Elders. 
Consideration of Traditional Knowledge.

The above and other expectations highlighted one of the fundamental questions the working group considered - Is it different for Indigenous people to plan and operate a successful fishing business?

The BN project has developed materials that will assist people think through the essential elements when operating a fishing business.
