Need

This research will address all the background issues relating to the implementation of successful breeding programs for the species cultured by the end users investing in the CRC's Breeding for Profit theme (e.g. trait prioritisation, determination and allocation of resources, genetic parameter estimation, breeding program design, data management and analysis, etc.). The PDRF will be expected to play a significant role in developing the project applications for CST, ABFA and AAGA and be involved in the development of strategic projects in the Theme as these develop and then be a lead scientist undertaking the designated research, in association with experts in aquaculture genetics and also from other disciplines (e.g. nutrition, aquatic animal health, larval rearing and systems design).
The proposed project is likely to comprise a range of research activities focussed on the estimation of genetic parameters, the management of selection programs and the estimation of genetic gains. There will also be a range of complementary research activities addressing key constraints to optimisation of breeding programs.

The contributions of this PDRF will be directed at the CRC’s Program 1 – Value Chain Profitability, Outcome 1 – Increased profitability and industry value through efficient delivery of Australian seafood to the consumer; and Output 1.3 - removal or reduction of key production constraints in selected aquaculture systems. The focus in this area will be on milestones 1.3.1 (new genetic tools and/or appropriate breeding strategies developed for genetic management and improvement of at least two aquaculture species); 1.3.2 (genetic parameters estimated for key commercial traits; genetic improvement programs designed and implemented for at least two aquaculture species) and 1.3.5 (production efficiency gains from genetic, health management and nutritional interventions quantified to inform long-term strategies and estimate commercial benefits).

Need

Some examples of useful software tools needed to support breeding programs in the CRC would be:
•Models to simulate selective breeding programs and to determine economic weights of key traits and optimise the breeding program design accordingly.
• Relational database systems for effective, reliable recording, storage and output of relational data (pedigree, phenotypes, genotypes etc.)
• Pedigree analysis software or procedures
• Genetic analysis software or procedures
• Software that assists development of multiple trait selection indices incorporating economic weights for key target traits
• Software that helps guide mate selection (including optimum contribution selection tools)

Each breeding program in the Seafood CRC will ultimately need to know:
•What type of software do other established breeding programs (in aquaculture and other primary production) require and use?
• What software is already available, from where and from who? What problems do the tools address and what do they enable?
• Which software tools are applicable or easily adapted to aquaculture?
• What level of adaptation would be required for the adoption of existing tools into aquaculture and what resources (skills) would this need?
• Which tools could address common problems across different aquaculture sectors?
• What level of skill is needed to operate the software?
• Does the software have good documentation and do the developers offer support services?
• Is the software freely available, available at a price, available to partners or maintained as a trade secret?
• Might it be useful to link to other breeding companies or organizations (aquatic, livestock or forestry) to access existing tools or expertise for developing such tools?
• Are there initiatives underway or being planned that aim to develop useful new software for aquaculture and might the CRC be able to link to such initiatives?

Need

As market leader in sales of canned fish in Australia (through the John West brand), the prime objective for Simplot is to ensure a continued growth by keeping key existing categories relevant and attractive to customers and consumers. Health is one of the key drivers of consumer demand for canned fish and this research will assist in providing relevant health messages to inform consumers of the importance of including canned fish in their diet. This will be achieved by demonstrating that regular consumption of John West canned fish can lead to long-term increases of long chain omega-3 fatty acids (omega-3) into erythrocytes which are consistent with an improved health status.
Consumer awareness of omega-3 is increasing, which is reflected in increasing sales figures of omega-3 supplements in Australia between 2004 and 2006, whereas sales for most fish species were declining during the same time period. A reason for the success of the supplement market might be that almost all studies highlighting the health benefits of omega-3 are related to fish oil supplements, but very little research has been done in the area of processed seafood. The follow-up study is a unique approach to determine the bioavailability of omega-3 in canned fish; it will promote processed fish as an alternative to fish oil supplements. Furthermore to build and increase the consumer awareness of fish and processed fish as a good source of omega-3 is a chance to boost the sales not only in this category, but also offers flow-on benefits for the rest of the seafood industry.

Need

Further understanding is required around the definition of abalone quality and how to measure it, compared to products such as salmon and red meats. The development of a rapid and cheap method for detecting taste/texture factors is necessary, and will be investigated in the project. Other future research needs on how the environment and/or diet can influence these quality factors and whether they can be manipulated to alter taste, for example, will benefit the industry in producing a more consistent product. The importance of the factors that affect quality vary according to the specific end-product to be marketed as well as the target market and consumer group, so a better understanding of market needs should be addressed.
A review conducted for the Abalone Council Australia Ltd. (McKinna et al. 2005) found that the key element identified as a barrier for Australia to break through the price ceiling was a lack of rigid quality and product integrity standards. This report highlights a number of product integrity issues for all forms of abalone including inconsistency in product quality, and identified that the abalone industry “needs a uniform grading and product quality scheme”.
This project will examine factors affecting quality of wild-harvest and cultured abalone up to the point of harvest, and also the post-mortem biochemistry and harvesting and processing effects, particularly freezing and thawing.

The project falls within Program 2, “Product Quality and Integrity” of the Seafood CRC. The end-user of the research will be industry members through the respective ACA (CRC Company member) and AAGA (CRC Supporting Participant). As the project will be examining some generic technologies and methods for quality assessment, this may have some positive applications for other projects within Program 2.

Need

There are technicians in various locations within Australia who have a diverse range of skills and experience in the aquatic animal health area. These skills are valuable to all involved and perhaps they should be demonstrated/discussed and information exchanged in an informal but structured forum.
As the “aquatic” discipline does not involve as many people as the terrestrial laboratory field there is not as much exchange of information, techniques and outputs. Some staff feel that they are on their own and are even intimidated to ask or don’t know where to go or whom to ask for input or assistance. Although not all aquatic techniques are “unique” there are some aspects specific to aquatic technical skills and procedures. Providing the opportunity for aquatic animal health technical staff to interact, establish networks and exchange ideas and information would enhance Australian laboratories’ capabilities to provide high quality services to stakeholders.
This group would provide valuable technical knowledge, additional sources of information and mentoring to other laboratory technicians, students and staff at teaching institutes.
The funds are requested to assist technical staff to travel to the AAHS Cairns conference (July 2009) to particiapte in a technical forum and a workshop to be held in March 2010.

Objectives

1. Establish an email discussion group initially consisting of contacts from known aquatic animal health laboratories.
2. Develop a current listing of active aquatic animal health technicians and their capabilities.
3. Organise an inaugural meeting of potential forum participants attending the AAHS Cairns conference, July 2009.
4. Following the inaugural meeting prepare an operational plan for the further development of the forum.
5. Plan a workshop in March 2010, including technical presentations and a business meeting.
6. Review the effectiveness of the forum (eg. level of participation and participant feedback on benefits for professional development).

Need

In order to progress these initiatives it has been determined that a coorindator is required to bring all parties together to progress to the point of submitting completed applications. While approval has been gained to progress the initiatives, work is required to develop the methodolgoy and to seek partners to make cash and/or inkind contribution to ensure FRDC's investment is maximised.
This project will commission DosAqua to undertake the following tasks:

Task 1: To address initiative 1, the supplier will coordinate interested parties (including the FRDC, Institute for Trade Skills Excellence, Career Advice Australia, Agrifood Skills Australia and the Seafood CRC and appropriate industry representative body/s) to develop and submit project/s through the FRDC online application system that promote career information for the seafood and fishing industries, and maximise investment and in-kind support from these parties. The total FRDC budget for project/s addressing initiative 1 is not to exceed $220,000 over two years
Task 2: To address initiative 2, the supplier will identify and coordinate interested parties (for example the FRDC, PICSE, Seafood CRC, Marine Innovation SA, University of Tasmania, Flinders University) to develop practical approaches to maximise the FRDC’s investment in PICSE. These may include identifying potential researcher involvement, case studies, work placements, resources, champions, stories, and input to curriculum. The FRDC’s investment in PICSE is $60,000 pa for three years from July 2009. (Note that additional funding would be required for any actions that are outside the scope of this investment.)
Task 3: Develop and implement a communications strategy that ensures information regarding tasks 1 and 2 is disseminated to industry and the seafood education and training sector; and ensures relevant parties have the opportunity to contribute to the initiatives.
In undertaking this consultancy, the supplier will consider and exploit linkages between both initiatives 1 and 2.

Objectives

Need

The Australian government biosecurity committee structure has recently undergone a major change with the development of AusBioSec (http://www.daff.gov.au/animal-plant-health/pests-diseases-weeds/biosecurity/ausbiosec). As part of this restructure, as of July 2009 Aquatic Animal Health Committee (AAHC) will cease to exist and it’s roles and responsibilities will be subsumed into Animal Health Committee (AHC). AAH technical expertise to AHC will continue to be provided by the National Aquatic Animal Health Technical Working Group (NAAHTWG). However, while AAHC included industry representation, AHC does not. For terrestrial animals, and plants, industry representation comes with membership to Animal Health Australia (AHA) and Plant Health Australia (PHA), respectively. However, there is no such entity for aquatic animal industries. This lack of industry input into AAH policy development has not been lost on AHC and it has advised that it would consider advice from an industry reference group (IRG). AHC has provided some advice on the terms of reference and priority issues for the IRG.

In order to be able to provide this advice industry must first decide whether or not there is sufficient resolve in each sector to commit to self-funding participation in an “National Aquatic Animal Health Industry Reference Group” (NAAHIRG).

It is this last point for which this application is based. The four sectors (wild-capture, aquaculture, ornamental and recreational) are seeking seed funding from FRDC to support a face-to-face meeting for industry representatives to discuss formation of an AAHIRG.

The need and urgency that has prompted this TRF application revolves around the threat of policy development without industry input. This point gains more significance upon release of the Beale report on Australia’s biosecurity arrangements and the Government’s response agreeing ‘in-principle’ to all the recommendations. Industry has to decide sooner rather than later whether it wishes to be a part of future AAH policy development.

Need

The traditional approach to managing fisheries has been to focus on biology at the expense of sustainable industry profitability. This approach is failing numerous wild catch industries in Australia.

Good luck rather than a commercial approach, sees the rocklobster industry remaining as one of the most valuable seafood industries in Australia. But cracks are appearing with unexplained recruitment collapses, business failures and new environmental threats on the bow.

A revitalised management approach is needed if the lobster industry is to survive long term, and this must be about sustained profitability.

Opportunities to build and sustain profits exist through:
- market development
- stock manipulation
- industry cost mitigation and
- people, industry and business management.

A watershed meeting is needed to assess the benefits and costs of conventional approaches and set the framework for managers, scientists and industry for a more profitable industry.
