Removing seabirds from the otterboard trawler danger zone.

Need

The conservation status of seabirds means that any level of interaction is of serious concern. The only known mitigation strategy known to reduce interactions to almost zero is to not discard biological material (discards and offal) while fishing gear is in the water.
In late March AFMA advised industry that vessels fishing south of 38.00 (the Victorian southern coast) would not be able to discard biological material while fishing. This regulation is to be rolled out in two phases starting executed in July and September 2019.
AFMA contend that this will reduce catches on impacted (southern) trawlers by 20% but SETFIA believes that this might be up to 40%. AFMA and SETFIA agree that the SETF's revenue will reduce by $6-12m from $40m to $28-34m in its current form. Additional AFMA management costs associated with seabird mitigation will bring 2019/20 levies to $3m which will be 9-11% of revenue.
SETFIA and AFMA have agreed that in principle exemptions can be granted IF vessels can prove that seabirds are no longer attracted to the area where trawl warps enter the water (the "danger" zone).
The purpose of this urgent application is to seek emergency funding to fund innovation around how trawl vessels might stop birds from entering this danger zone. Without a solution it is likely that given the increase in levies of $0.5-1.0m and decrease in revenue, many southern trawl vessel operations will cease to be profitable and leave the fishery. Further, small New Zealand trawlers are not subject to any seabird mitigations; this fleet is the main competitor to SETF sales. As vessels exit the fishery the levy base will be spread across remaining vessels and the fishery may be reach a tipping point in which it collapses. The SETF is the major supplier of local finfish to the Sydney and Melbourne fish markets and it the largest Commonwealth managed finfish fishery in Australia.

Need

Currently there is a lack of national scale, consistent and robust data on the motivations and behaviours of recreational fishers, and lack of robust data on the social and economic contribution of recreational fishing. Where many commercial fisheries have regular collection and estimation process for economic data, this is not the case for recreational fishing in most of Australia. This lack of data also includes behaviour and motivations and how they are changing. These data are useful for informing discussions on resource allocation and in understanding and managing recreational fisheries more generally. If these data are to be used to inform governments and the general public, there is a need to make sure it is collected in a robust way that is representative of the Australian population. Large scale representative data sets are often expensive to acquire and as a result do not get undertaken regularly. One off surveys only provide useful data for any particular point in time, but understanding trends can often be more useful. This study aims to implement and test methodologies to provide a robust and representative sample, while trying to reduce costs to allow for more regular data gathering. To do this requires addressing another need: that of testing new survey methodologies for collecting data from recreational fishers that enables assessment of social and economic contribution. Recreational fishing surveys traditionally use probability based phone or mail surveys, however both methods are experiencing rapid decline in response rates and representativeness. It is expected that going into the future, online surveys that use a range of appropriate recruitment methods will be the most common survey method. There is a need to invest in establishing robust approaches to using these methods, and in understanding how their findings differ to those of traditional probability based surveys.

Objectives

1. Assess social and economic contribution of recreational fishing using multiple methods, including direct and flow-on economic benefits, and market and non-market benefits
2. Identify which approaches to recruiting survey participants and completing surveys produce the most representative and robust results
3. Recommend most appropriate and cost effective survey method to use to track change social and economic aspects of recreational fishing in Australia over time

The outbreak of white spot disease, caused by white spot syndrome virus (WSSV) (Whispovirus sp.), in South-East Queensland (Qld) in 2016–17, the recognition of new and emerging diseases, and advances in scientific knowledge since the release of the Generic import risk analysis report for prawns and prawn products 2009 (the Prawn IRA; Biosecurity Australia 2009) highlighted the need to review the biosecurity risks of prawns imported into Australia (the prawn review).

 

The Prawn IRA 2009 considered that the regular introduction of imported prawns, intended for human consumption, into the aquatic environment, through use as bait or berley presented a significant pathway for exposure of Australian crustaceans to imported prawns potentially infected with hazards. Surveys conducted in 2002 and 2007 investigating the use of prawns, intended for human consumption, as bait or berley provided significant data inputs for the Prawn IRA 2009. There had not been national surveys conducted since that time. Therefore, it was identified that the prawn review needed current data on the use of prawns as bait or berley to ensure the conclusions were based on current information. Questions to characterise the extent of the use of prawns purchased from seafood retailers as bait and berley by recreational fishers in Australia were nested within the 2019-20 National Recreational Social and Economic Survey of Recreational Fishers (Moore et al. 2023).

 

Results from this survey indicate that prawns were the most popular bait used by recreational fishers over the survey period, followed by various kinds of saltwater fish and cephalopods (octopus/squid/cuttlefish). While prawns were the most popular bait type nationally, there were differences at the jurisdictional level, with recreational fishers in Western Australian, Tasmania and the Northern Territory most commonly using cephalopods, while South Australian fishers most commonly used ‘other shellfish’.

 

Of the respondents who reported using prawns as bait and/or berley, 85% indicated that they had bought prawns from a bait supplier, while 20% indicated that they had bought prawns from a seafood retailer (some respondents reported purchasing prawns from both sources). Uncooked whole prawns were the most common prawn type purchased from a seafood retailer, with most respondents indicating that they had purchased a total of less than 1 kg over the previous 12 months. Most fishers reported using Australian origin prawns, but some reported using imported prawns or that they were unsure of the origin of the prawns they were using as bait.

 

To test whether recreational fishers are aware of the risks of using imported prawns intended for human consumption as bait, the survey also asked recreational fishers if they had seen advice regarding the use of imported seafood prawns as bait and berley. Almost half of all respondents said that they had seen advice regarding the use of imported seafood prawns as bait and berley, with the highest levels of awareness in Queensland and the lowest in Victoria.

The outbreak of white spot disease, caused by white spot syndrome virus (WSSV) (Whispovirus sp.), in South-East Queensland (Qld) in 2016–17, the recognition of new and emerging diseases, and advances in scientific knowledge since the release of the Generic import risk analysis report for prawns and prawn products 2009 (the Prawn IRA; Biosecurity Australia 2009) highlighted the need to review the biosecurity risks of prawns imported into Australia (the prawn review).

 

The Prawn IRA 2009 considered that the regular introduction of imported prawns, intended for human consumption, into the aquatic environment, through use as bait or berley presented a significant pathway for exposure of Australian crustaceans to imported prawns potentially infected with hazards. Surveys conducted in 2002 and 2007 investigating the use of prawns, intended for human consumption, as bait or berley provided significant data inputs for the Prawn IRA 2009. There had not been national surveys conducted since that time. Therefore, it was identified that the prawn review needed current data on the use of prawns as bait or berley to ensure the conclusions were based on current information. Questions to characterise the extent of the use of prawns purchased from seafood retailers as bait and berley by recreational fishers in Australia were nested within the 2019-20 National Recreational Social and Economic Survey of Recreational Fishers (Moore et al. 2023).

 

Results from this survey indicate that prawns were the most popular bait used by recreational fishers over the survey period, followed by various kinds of saltwater fish and cephalopods (octopus/squid/cuttlefish). While prawns were the most popular bait type nationally, there were differences at the jurisdictional level, with recreational fishers in Western Australian, Tasmania and the Northern Territory most commonly using cephalopods, while South Australian fishers most commonly used ‘other shellfish’.

 

Of the respondents who reported using prawns as bait and/or berley, 85% indicated that they had bought prawns from a bait supplier, while 20% indicated that they had bought prawns from a seafood retailer (some respondents reported purchasing prawns from both sources). Uncooked whole prawns were the most common prawn type purchased from a seafood retailer, with most respondents indicating that they had purchased a total of less than 1 kg over the previous 12 months. Most fishers reported using Australian origin prawns, but some reported using imported prawns or that they were unsure of the origin of the prawns they were using as bait.

 

To test whether recreational fishers are aware of the risks of using imported prawns intended for human consumption as bait, the survey also asked recreational fishers if they had seen advice regarding the use of imported seafood prawns as bait and berley. Almost half of all respondents said that they had seen advice regarding the use of imported seafood prawns as bait and berley, with the highest levels of awareness in Queensland and the lowest in Victoria.

Need

Current diagnostic programs generally rely on highly -specific assays for pathogen detection. While these techniques are invaluable, they are one dimensional and do not provide detailed information critical to a disease investigation. These gaps include the inability to detect unknown pathogens and potential variants of know pathogens and provide no additional genomic or transcriptomic data. Moreover, samples must be shipped to trained personnel in a laboratory, further delaying the time to diagnosis. The MinION, on the other hand, can theoretically detect any pathogen and can potentially be deployed to the field. Moreover, the MinION can rapidly generate full-length genomes, allowing for epidemiological tracking of viral or bacterial strains in near real-time. Such rapid data, which cannot be obtained as quickly using existing methods, are vital if the intention is to intervene in an outbreak and reduce impacts on the productivity and profitability of aquaculture facilities. For example, a rapid, early diagnosis may allow mitigating actions to be taken on-farm, such as the diversion of intake water, movement restrictions of stock and the isolation of infected ponds.
These qualities make the MinION an attractive complimentary platform to fill several gaps in the data obtained during disease outbreak investigations, or routine diagnostics, and potentially for use in the field. However, results from the misuse or lack of understanding of the technology could also have adverse regulatory implications for aquaculture industries. For example, without appropriate guidelines, an inexperienced diagnostician may misinterpret a distant DNA match in a pathogen database as a significant result, this may create unwanted attention to industry and potential stock destruction or changes to disease status that are unjustified. Thus, it is critical that the MinION is evaluated at the Australian Animal Health Laboratory, and guidelines and procedures are developed for accurate diagnostic evaluations. The activities detailed in this application will establish the feasibility of using the MinION for diagnostic applications, and ensure that the data is reliably generated and interpreted appropriately.

Objectives

1. Evaluate if MinION data meets or exceeds the data obtained using established laboratory-based NGS platforms. Objectives (1) and (2) align with Methods section (1).The first objective of this project is to demonstrate if the MinION can obtain quality genome assemblies of known pathogens, such as WSSV, AHPND, OsHV-1 and HaHV that have been created using existing NGS technology. Moreover, determine if the MinION is capable of producing a diagnostic result more rapidly and with greater confidence than traditional techniques. STOP/GO POINT: If MinION data does not produce reliable genome assemblies, no improvement in genome quality, or is significantly more laborious to set-up/run or analyse than existing NGS technologies, do not proceed with objective 2.
2. Evaluate the performance of the MinION using existing diagnostic extraction techniques and produce robust methods and protocols for sample preparation, sequencing and data analysis. This objective will optimise MinION protocols for sample pre-processing, optimal sequencing conditions, and data post-processing. We will then evaluate the MinION data produced from a range of aquatic organisms against data produced using traditional techniques from the same samples. STOP/GO POINT: If after these optimisations, the MinION cannot detect pathogens as reliably as traditional techniques, do not proceed with objective 3.
3. Compare the applicability of MinION to standard molecular assays for identification of pathogens in diagnostic samples. Objective (3) is aligned with Methods section (2).In this objective, diagnostic samples will be tested using existing diagnostics tools (qPCR, cPCR) and MinION sequencing. Analysis between the methods will be detailed, including time to result, pathogen identity and genomic information. This objective will not only provide an insight into real-time sequencing for diagnostics, but in addition the feasibility of MinION technology for field application in the future.

Need

There is a need to continue the workshops as they provide a forum for representatives from research institutes, Government departments and industry to discuss current aquatic animal health issues facing Australia in a friendly and collaborative setting that encourages open and frank interactions leading to improved mutual understanding of issues facing the different sectors. Workshops have been well supported and have included participants from Government and private laboratories and the aquaculture industry. Industry participants have been from a diversity of farms and representative of a wide variety of aquaculture species. The participant numbers have increased at each workshop from 17 to 35- ideally the maximum group size of 35. This maximum number allows the workshop to be conducted at various locations, as it is not too large a group for host facilities to accommodate.
Previous workshops have led to the exchange of information and methods. This has provided ongoing contacts established at the workshops, for participants to discuss issues, and in turn, respond more effectively to disease outbreaks. With aquaculture facilities and the species farmed continuing to expand in Australia, transferring these vital skills and knowledge to a new generation of researches and those involved in aquatic animal health, will be of benefit to both the aquatic animal health sector and industries.
Due to budgetary constraints in both Government and industry sectors, funding is required to assist workshop participants with travel expenses to attend the workshops. Without partial travel subsidy many forum participants would not obtain authorization to participate. This has repeatedly been raised in feedback and would affect attendance.

The exchange of information and pathways for new people involved in aquatic animal health will be lost and need to be re-established if the workshops fail to continue on an annual basis.

Objectives

1. Source workshop venues, in various States and Territories, that have aquatic animal health capability or services and can accommodate the group size.
2. Organise all aspects of conducting the workshops including
advertising through Health Highlights subscription and peer referrals, guest presenter, presentation program, field trips and practical sessions, accommodation and catering.
3. Encourage new and emerging science and production staff to attend the AAHTF and to gain experience in making presentations
4. Continue to update the contact list and email distribution list/group for continued information exchange
5. Reports and financial acquittals prepared according to milestone schedule.
