Need

The current application is to produce the SAFS reports in 2020 and address strategic issues outlined above. In order to ensure the continuation of SAFS beyond 2020, it is essential for jurisdictions to develop ownership of the reports and to embed SAFS processes in core business, and for efficiencies in production and report management to continue to progress. A parallel project to develop jurisdictional reporting services is also underway to assist jurisdiction develop their jurisdictional chapters. As documented in the independent audit of SAFS 2016 (FRDC project 2016-143), the process of compiling SAFS on a co-operative basis between FRDC, Australian government agencies and all fisheries jurisdictions has led to greater joint collaboration, as well as transfers of methodologies and processes, to deliver higher quality and more credible stock status reporting which can be accessed nationally and internationally, as well as assisting in policy decisions regarding changes to particular fisheries management arrangements and in research priorities. Primary drivers for National reporting of the SAFS include: (i) the State of the Environment Report 2011, i.e., ‘lack of a nationally integrated approach inhibits effective marine management’; (ii) a recommendation of the House of Representatives Inquiry into the Role of Science for Fisheries and Aquaculture (Netting the Benefits Report 2012), i.e., ‘producing national status report regularly’; (iii) the Australian Fisheries Management Forum national statement of intent, i.e. a key outcome of ‘Goal 1’ is the National Status of Australian Fish Stocks Report; (iv) the National Fishing and Aquaculture Strategy 2015–20, i.e., ‘Goal 1’ of this strategy will be partially measured by an increased number of fisheries assessed as environmentally sustainable in the Status of Australian Fish Stocks Reports (this includes reducing the number of stocks assessed as uncertain); (v) the FRDC RD&E Plan 2015–20, i.e., key targets for deliverables against National Priority One include (i) “Increase the number of species to 200 in the national Status of Australian Fish Stocks Reports” and (ii) “Reduce the number of species classified as ‘undefined’ from the current figure of approximately

1. Continue to develop a set of robust and consistent national stock status reports and a strong sense of report ownership by jurisdictions

Need

While the AAHTS has been in operation for 9 years, there remains a need for the continual education and training of aquatic animal health professionals to enhance their skills across a range of specialist disciplines. Based on the significant outcomes from the previous nine years of the AAHTS, the Department of Agriculture has contributed $75,000.00 (less $7,500.00 (10%) management fee, cash contribution to FRDC) to ensure that the AAHTS continues to be implemented for a further 3-year period (2019/20-2021/22) with matching funding anticipated from the FRDC Aquatic Animal Health and Biosecurity Subprogram. Thus, an application is needed to generate an agreement between CSIRO-AAHL and FRDC for continuation of AAHTS which would be administered as previously, i.e., by CSIRO-AAHL (rather than FRDC) through the FRDC Aquatic Animal Health and Biosecurity Subprogram.

Need

The Australian farmed Barramundi is estimated at over $37.1 million AUD with a production of over 3,772 tonnes annually (Savage, 2015). The value of the wild-catch sector was estimated to be $9.9 million AUD with 1,073 tonnes produced (Savage, 2015). These sectors of the industry as well as recreational and Indigenous fishers, are all at risk of being exposed to hazards potentially introduced by imported Barramundi and grouper products, which could pose significant consequences. The Australian Federal Department of Agriculture does not consider there is sufficient evidence to suggest that the import conditions for uncooked barramundi do not effectively manage the risk of pests and diseases of concern arriving in Australia. Until further evidence is generated to demonstrate that importation of uncooked barramundi products poses a risk that exceeds Australia's Appropriate Level of Protection, then regulatory actions to mitigate these perceived biosecurity risks are unlikely to be implemented. Risk mitigation requirements for importation of whole farmed barramundi include that the exporting country must, among other things, declare it has in place health surveillance and monitoring and that the fish were not derived from a population slaughtered as an official disease control measure. However, this self-declaration is not supported by rigorous testing to ensure compliance. There are current and have been no previous protocols in place to test for the target iridoviruses in imported barramundi and grouper product, so the efficacy of the existing import controls has not been subject to assessment at retail level. Sampling at retail outlets of uncooked whole and eviscerated barramundi and grouper commodities is proposed in order to better assess the efficacy of import conditions. This project will focus on determining the presence or absence of exotic virus genetic material in imported uncooked potential high risk barramundi and grouper commodity. To determine the presence of Red sea bream iridovirus (RSIV), Infectious Spleen and Kidney Necrosis Virus (ISKNV), Scale drop syndrome virus (SDSV) and Singapore Grouper Iridovirus (SGIV) in high risk imported uncooked barramundi and grouper collected from seafood retail outlets throughout Australia, using PCR.

Summary

Presently, the Australian Barramundi farming industry enjoys freedom from numerous internationally significant diseases including all from the Megalocytivirus genus of iridoviruses. These diseases are known to be causing severe impacts on farmed Barramundi and other species in southeast Asia and elsewhere. Australia’s biosecurity system is the primary barrier to keep such disease risks offshore. The importation of Barramundi and other finfish commodities for human consumption from countries where these diseases have been reported had not been fully assessed as a risk pathway for disease incursion prior to this project.
