Need

The success of FRDC supported breeding and hatchery production programs has demonstrated to industry that faster growing disease resistant oysters can be bred and distributed. Industry has now established a company, SOCo, to accept responsibility for the management, future development and distribution of the SRO breeding lines. Initially the company undertook management and coordination of the sales of faster growing seed and now wishes to expand its role to determine the future of the breeding program. To ensure the successful adoption of technology, a previous FRDC review of oyster hatchery and breeding programs (Benzie et al., FRDC 2001/213) strongly emphasised the need to inform, equip, and assist industry to understand and adopt this technology. Accordingly, there is a need to 1) conduct an independent assessment of current selection practices and their relevance to ongoing breeding line maintenance and improvement, 2) establish the genetic status of the current breeding lines with respect to the natural populations of SRO and 3) assist in the development of cost effective strategies and technology for the maintenance of selected lines and their genetic integrity. The outcomes of these assessments need to be presented in a form that is suitable for incorporation in the company’s business plan and that would be of value to other industries undertaking or contemplating breeding programs.

Objectives

1. To survey industry breeding requirements and establish the economic values of different SRO traits in order to determine the market sustainability of developing and marketing multiple lines and to determine the optimum breeding objectives of different lines.
2. To evaluate alternative methods for selection for the most desirable traits, as identified by industry (faster growth, QX, disease resistance, winter mortality resistance etc).
3. To review breeding program designs and apply the best approach to develop a new 10 year breeding strategy for SRO, in consultation with industry.
4. To develop a risk assessment and reduction model against the loss of broodstock.
5. To determine the best methods for use and protection of existing & future intellectual property for industry development.
6. To prepare a technical manual for the continued operation of an SRO breeding program.
7. To prepare fully costed options for funding a breeding program for the next 10 years.
8. Review the genetic status of the current breeding lines by examining genetic variation.

Need

There is a need to develop capacity within industry in order to progress future co-management initiatives in the Bass Strait Central Zone Scallop Fishery (BSCZSF). Central to future co-management initiatives will be industry’s ability to collect data in a systematic and scientific manner that is robust and reliable to inform management decision making. Industry needs to be trained to coordinate and collect data. This data may also deliver cost savings when compared to the current pre-season biomass surveys.

The unprecedented impacts of the COVID-19 pandemic have forced industry and management to review existing research and management processes to ensure the on-going viability Australia’s fishing industry. Whilst the scallop fishery has to date been largely shielded from the impacts (a seasonal effect) there is tremendous uncertainty about the coming fishing year and markets. There is now a need to re-think the data collection processes for this fishery and provide the industry with the opportunity and capacity, under a co-management approach, to cost-effectively collect data to inform management decisions.

The coming season provides the perfect opportunity for the first steps into a new co-management paradigm. The biomass in western Bass Strait waters are significant, with many in the industry saying it’s the highest in over 40 years of fishing. Based on the 2019 TAC, the maximum harvest fraction last season was less than 9% of the surveyed biomass, noting it was even lower, as the TAC remained under-caught. Furthermore AFMA have recently announced that the formal pre-season biomass estimation survey will not proceed in 2020 due the uncertainties surrounding the impacts of COVID-19.

This project will investigate industry’s capacity to coordinate in-season biomass surveys and provide the opportunity for industry to understand the requirements to undertake formal scientific studies.

Need

Butchers have apprenticeships, so do bakers and, for all we know, candlestickmakers do, but not the commercial fishing industry. To be a commercial fisherman all one has to do is enter the Department of Fisheries, put down $80 and that's it. You can then get on any fishing vessel, go to see for days - even months, work with winches, trawl boards, haulers, pots, nets and other gear in all weathers, process fish and even navigate the vessel, all without any qualifications at all. This MUST change if the industry is to be taken seriously. WAFIC intends the industry to be fully professional.

Fishermen were interviewed in the field and then completed an online survey. Respondents were asked to rank in order of importance core units and competencies within the Certificate 2, 3, & 4 Fishing Operations and the Diploma of Marine Studies they thought were important to include in a Professional Fisherman’s Certificate. Interestingly most respondents did not value competencies that would aim to address some of the public perception issues and put more value on improving and developing vessel and deck skills, although deckhands were more likely to see the benefit of including public perception issues in the certificate. There was considerable support to including units from the current maritime training package STCW 95 course.

While there was almost unanimous in principle support for a Professional Fisherman’s Certificate, only 25% of fishermen indicated they would be willing to undertake further training or assessment to obtain certification. Most respondents felt the certificate should be aimed towards deckhands while those deckhands interviewed felt skippers would also benefit. Most skippers thought they already had experience on-the-job and did not see the value for them, unless they received the certificate through “grandfathering”.
