Need

Co-management is an arrangement whereby responsibilities and obligations for sustainable fisheries management are negotiated, shared and delegated at appropriate levels between government, recreational fishers, Aboriginal traditional fishers, the commercial fishing industry and other key stakeholders such as conservation groups (Neville 2008).

The Minister’s Recreational Fishing Advisory Council (MRFAC) was formed to improve dialogue and communication between recreational fishers and Government. The primary role of the MRFAC is to provide feedback and advice to government on recreational fishing development issues, initiatives and policies that impact the recreational fishing sector. The MRFAC strives to pursue opportunities to improve the co-management arrangements for the recreational fishery.

In 2010/11 an engagement project was undertaken by PIRSA to better understand what recreational fishing means to people and what future they want for their sector. Discussions generated consistent themes and issues of concern to recreational fishers, including sustainable fishing, ongoing access, funding and leadership, governance, education and promotion of the sector.

The outputs from this project identified opportunities for incorporating 'grass roots' input from the recreational sector into fisheries management processes in South Australia (Rowling et al. in prep) must include public consultation opportunities and participation in (1) technical working groups; (2) regional recreational committees; & (3) community forums.

This project aims to enhance these jurisdictional-based opportunities by increasing national-level capacity building opportunities for members of the South Australian community. In addition to the personal development aspect, the ability to create connections and links to the recreational community leaders from other states and territories will be invaluable to the future stewarding of the South Australian Recreational Fishing community.

Need

In developing the 2020-25 Strategic Plan, FRDC identified five outcomes and associated enabling strategies, including Outcome 4: Fair and secure access to aquatic resources. In developing Outcome 4, FRDC realized that it did not have a shared appreciation of the different beliefs and values that underpin perceptions of fairness and security. Furthermore, it was acknowledged that such values differ within and between different sectors of the fishing and aquaculture sector and can be the source of tension and conflict.

The FRDC is therefore seeking to understand contrasting and complementary values among Indigenous, commercial, and recreational fishing sectors. The proposed project will provide valuable information towards building trust across the industry through an improved understanding of the social, economic and ecological values within and among the three sectors. It will also provide FRDC with the basis for monitoring progress towards the achievement of Outcome 4.

The primary objective of the project is to collect, analyse and report on the values held by the Indigenous, commercial and recreational sectors. Findings from the project will be used to inform resource management and support for fair and secure access to aquatic resources. The findings will also be valuable to regulators’ through an enhanced understanding of values across the different sectors leading to more efficient and effective consultation processes.

Objectives

1. To collect, analyse and report on the values held by the Indigenous, commercial and recreational sectors using a robust and systematic methodology that is repeatable (i.e., using Q-methodology).
2. To identify complementary and contrasting values among Indigenous, commercial and recreational sectors through an extensive survey.
3. To report findings and provide recommendations for efficient and practical data collection mechanisms to FRDC. Findings from the project will be used to inform resource management and to support fair and secure access to aquatic resources. The findings will also be valuable to regulators’ through an enhanced understanding of values across the different sectors leading to more efficient and effective consultation processes.

Summary

This study explored the extent to which values are shared (or not shared) by fishers across three key sectors (i.e., Indigenous, commercial and recreational). The study was run online using Q-Method Software (https://qmethodsoftware.com), a semi-quantitative technique used to explore human perspectives in a systematic and repeatable manner.
Fishers across the three sectors were required to sort and rank the pre-listed value statements. Participants were recruited through emailed invitations, social media posts and newsletters from key fishing sector representative bodies as well as snow-ball sampling. In response to a very low response rate from the Indigenous sector, additional participants (n = 6) were recruited by a member of the project team at a conference held in Far North Queensland. A total of 116 fishers completed the Q study. The collected data was analysed using inverted factor analysis to allow for the identification of distinct sub-groups of people whose responses are highly correlated. Through examining the Q-methodology outputs, five distinct sub-groups emerged: Sub-group A – “social-value fishers” (n = 39); Sub-group B – “economic-value fishers” (n = 19); Sub-group C – “environmental-value fishers” (n = 24); Sub-group D – “traditional-value” fishers (n = 10); and Sub-group E – “fish-focused” fishers (n = 15). Each subgroup comprises fishers who ranked the value statements similarly in terms of those statements they felt were very important to them and those that were less important to them. As such, the analysis provided information about complementary and contrasting values among different groups of fishers. 

This study indicated that values (i) do not “neatly” align to the different industry sectors; and (ii) do not differ based on the different industry sectors. However, the Q-methodology analysis indicated that there were five distinct groups based on how values were ranked. 
Across the five distinct groups the top four complementary values were: (1) fishing is environmentally sustainable, (2) accountability for industry participants who break the rules, (3) having access to fish and fishing, and (4) access to the ocean/sea. Environmental sustainability was the highest ranked value even among the sub-group that was dominated by economic type values (sub-group B), suggesting that even for productivity-based research and development (R&D), the focus should be on R&D that drives productivity and/or profitability improvements without reducing/ compromising environmental sustainability. Environmental sustainability is also key driver of production and there seem to be general appreciation of its importance across the fishing sectors.
 
The three lowest ranked values across the five distinct groups were cultural values: (1) fishing’s support of cultural practices and requirements, (2) fishing provides a connection to ancestors/previous generations, and (3) opportunity to barter and trade goods. Some of the social values not considered to be important by any of the sub-groups included catching lots of fish or large fish, and spending time fishing alone. 
 
In terms of contrasting values across the five sub-groups, economic type values were generally not highly ranked except by one group which was dominated by commercial fishers (sub-group B). Statements like fishing’s economic returns and employment/income from fishing, industry innovation and advancement, fishing’s contribution to the local economy were not considered to be important by the remaining groups.
 
The use of Q-methodology to identify values for the different sectors revealed that online survey may not also be practical and effective. For example, there was very limited responses to the online survey by Indigenous sector participants and further effort was required to capture their values in a face-to-face approach. It is recommended that future research should seek to include face-to-face data collection methods to improve efficiency in capturing views of diverse groups.
 
Values play a key role in decision-making and in creating public policy. One of the primary implications of the current study is that it would likely be ineffective and inefficient to make decisions or set policies based on sectoral classifications in the fishing industry such as Indigenous, commercial and/or recreational. The project findings strongly demonstrate that the values held by fishers cannot be neatly delineated into standard industry sector classifications. However, the project findings also show that there are a number of values shared by all fishers across sectors that may provide ‘common ground’ and ‘common language’ that in turn would provide a basis for better engagement and communication both between the sectors and between researchers, fisheries managers, Government and Australian fishers. 
 
Dissemination of the findings that all sectors have several complementary values will help improve engagement and communication between the sectors and enhance effective and efficient implementation of future fisheries policies. Notably, the dissemination of the findings of this study is a step towards building a shared understanding of complementary values among different sectors and contrasting values within individual sectors. The shared knowledge will help improve trust among the sectors and between regulators and resource users. The improvements in trust among the various stakeholders will further enhance effective decision-making processes, particularly co-management and resource access.

Indigenous fishing subprogram: mapping livelihood values of Indigenous customary fishing

Need

The need for this project was identified at the National Forum (Cairns 2011) (see Principles 1,2,3,5,6,7,8,10 - FRDC 2010/401). While commercial and recreational fisher values are fairly well understood, Indigenous values remain elusive to the development of fishing management strategies and policies. Similarly, Indigenous engagement in contemporary fisheries remains limited. These gaps result from a paucity of documented information in a format accessible to fisheries managers, and a shortage of Indigenous leaders and practitioners seeking to engage in fisheries and fisheries management.

These challenges are recognised in national R&DE plans and by the national FRDC IRG in calls for research to facilitate greater Indigenous engagement in fisheries, as well as more effective inclusion of Indigenous livelihood values in fisheries planning. Livelihood values include social, cultural and economic components. Achieving the longer term national goal of a comprehensive assessment of Indigenous fishing effort and development of catch allocation models will require lead up investment in Indigenous capacity to engage, as well as in documenting Indigenous livelihood values in fishing.

Significant progress has been achieved in mapping Indigenous values and building Indigenous engagement in related areas of natural resource management - particularly in water planning and land and sea management. The Indigenous capacity and expertise from these endeavours are relevant to the challenge of improving engagement of Indigenous people and knowledge in contemporary fisheries. In short, this project brings together Indigenous and non-Indigenous expertise from successful Indigenous natural and cultural resource management endeavours to map Indigenous values of aquatic biological resources and build capacity for greater Indigenous participation in fisheries. Further changes to regulations regarding Indigenous access to fisheries have been foreshadowed in two of the jurisdictions during the timeframe of the study. As such the study may allow investigation of the impacts of these changes to Indigenous satisfaction with their level of engagement in fisheries management and fishing activity.

Objectives

1. Identify cultural, social and economic values of Indigenous fishing at selected case study communities
2. Articulate connections between established Indigenous land and sea management regimes and Indigenous aspirations in fisheries

Summary

This report contains the results of the largest research project into Indigenous fishing values to date, documenting how and why use and management of marine resources is valued by and benefits Indigenous peoples and communities in three very different parts of Australia. The Indigenous Reference Group (IRG) of the Fisheries Research and Development Corporation (FRDC) financed the Native Title Research Unit of the Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS) to conduct this research, in collaboration with Aboriginal organisations based in three regions:
  • the Far West Coast Aboriginal Corporation RNTBC (Far West Coast SA),
  • the Crocodile Islands Rangers of the Milingimbi and Outstations Progress Resource Association (Northeast Arnhem Land, NT), and
  • the NSW Aboriginal Fishing Rights Group (South Coast NSW)

The research team interviewed 169 Aboriginal people from these three regions between October 2015 and July 2017, collecting qualitative data on the perceived cultural, social, economic and health significance and benefits of customary fishing practices (activities related to the use of fish and aquatic invertebrates). Data was also collected on perceived barriers to customary fishing practices and the aspirations people held for marine resource use and management in their communities’ futures.
The results show that for many Aboriginal peoples, customary fishing practices are of immense value and multi-faceted importance; being able or unable to access customary fisheries can have profound repercussions for the cultural, social, economic, physical and mental health of individuals, families and communities. Recognising and facilitating the values and aspirations of Aboriginal peoples in the management and use of their sea countries has the potential to generate substantial positive flow-on effects for overall health, wealth and wellbeing.

Around the world Indigenous peoples see aquatic resource use as part of their identities and crucial to their political, cultural and economic self-determination. Many Aboriginal and Torres Strait Islander peoples continue to seek greater engagement in fisheries and fisheries management in order to meet their cultural and socio-economic needs and long term objectives.

Consistent with previous research, this project found that the Aboriginal people who were interviewed valued fishing and related practices greatly, and for a wide range of reasons. These varied both between and within regions, but general findings that were consistent across all three case study regions included:

  • Fishing is governed by widely recognised cultural laws and norms.
  • Fishing is one of the primary ways of living and practising culture, maintaining a connection with country and passing on cultural knowledge.
  • Sharing catch is a strong norm; often a small number of regular fishers provide for many people.
  • Sharing catch strengthens and maintains social ties within and between families and communities.
  • Sharing catch creates a social safety net that supports vulnerable members of the community.
  • Fishing is an important social and leisure activity.
  • Subsistence fishing and the trade and barter of catch increase discretionary incomes by substituting purchased goods.
  • Certain marine and coastal species are used medicinally.
  • Fishing improves diets, through regular access to healthy foods which are otherwise unavailable or unaffordable.
  • Fishing keeps people physically active.
  • Fishing helps people to relax and deal with stress.
  • Practising culture and providing for their families in this way gives people a sense of pride.
  • Fishing is part of people’s individual and cultural identities, and thus their sense of self-worth.

The converse of these extensive benefits is that restrictions and barriers to customary fishing practices can have far-reaching negative consequences for the health, wealth and wellbeing of Aboriginal people and communities. The nature and scale of the barriers and restrictions nominated by interviewees varied considerably between regions, but many stemmed from fisheries management and environmental protection legislation, regulations and enforcement decisions. These included regulations not properly accommodating the unique aspects of Aboriginal ways of fishing (leading in some cases to their effective criminalisation), unfair targeting and harassment of Aboriginal fishers by enforcement officers, inadequate respect for and understanding of the rights of native title holders, and apparent long term declines in local fish stocks attributed to overfishing by commercial operators.

Across all case study regions there was significant interest in greater Aboriginal involvement in commercial fishing, aquaculture and other on-water industries. Jobs created by these industries were seen as highly desirable, because in addition to an income source they potentially entailed working out on sea country, using and passing on cultural knowledge and skills, and reduced the need for people to move off country. Most existing opportunities in commercial fishing and aquaculture were said to be in practice inaccessible to most Aboriginal people. Existing Aboriginal-owned commercial ventures were highly regarded partially because many were seen as directly incorporating local non-economic values. This was also the case for many of the aspirational commercial ventures which interviewees proposed.

Aboriginal people interviewed in all case study regions strongly desired greater involvement in the management of local seas and fisheries. This included at the decision making level, and through more Aboriginal fisheries enforcement officers and Indigenous land and sea management rangers, the latter potentially with enforcement powers.

Additional research by or with Indigenous communities, particularly freshwater and Torres Strait Islander, to collate more detailed local fishing values sets and to add to and verify the broad baseline set established here, should be a priority. This would in turn allow research to quantify the total catch and effort of Indigenous fisheries and the estimated monetary value of both economic and non-economic fishing values. Better appreciation of the total value of Indigenous fisheries would inform negotiations over recognition and support for Indigenous fishing values and aspirations in management.

Need

The objective of this foundational work is to collaborate with industry to produce a Fishing and Aquaculture Workforce Capability Framework. The Framework will be used by fishing and aquaculture sectors / communities for workforce planning and career mapping. It will support a more strategic and consistent approach to workforce planning. This in turn, will enable industry to build its capacity through better understanding of capability needs.

In addition to the universal challenges associated with a tight labour market (e.g. attracting people, barriers to entry, addressing skills needs), the industry is operating in a changing environment. Other challenges and opportunities for the fishing and aquaculture sectors include:
• Adapting to climate change
• Biosecurity
• Managing resources efficiently
• Meeting sustainability standards / social license to operate
• Moving to a circular economy
• Managing global supply chains (developing traceability, addressing counterfeit)
• Competing with other proteins
• New markets through free trade agreements
• Adopting digital technology, and;
• Attracting and retaining people to drive responses to changes that impact on the F&A community.

The AgriFood Supply Chain Resilience report (KPMG, 2022) identified ‘labour supply, wellbeing and succession’ as one of the significant stresses for seafood supply chains. Other significant stresses were weather and climate change, cold chain and freight space availability, sustainability and social licence, pests and disease and market access.

Fish Forever (2030 vision for Australia’s fishing and aquaculture community) highlights opportunities for the F&A community and contains outcomes under each of the following missions:
1. Growth for enduring prosperity
2. Best practices and production systems
3. A culture that is inclusive and forward thinking
4. Equitable and secure resource access
5. Society and consumers trust, respect and value.

This project will identify the capability needs (current and future) to address these challenges and opportunities. Further, it will support industry, to attract and retain people and to provide pathways to build capability. Sectors will be better informed as to how to address capability needs.

Addressing these needs will ensure industry is better equipped to respond to changes, challenges and opportunities that impact the fishing and aquaculture communities. The fishing and aquaculture map (FRDC website) highlights the “complex systems behind Indigenous, commercial and recreational fishing and aquaculture in Australia and how the elements are connected”. It also highlights how issues or events in one part of the system can have impacts on other sectors. Therefore, industry needs to be prepared for changes.

This project will engage with all key F&A sectors to ensure the capability framework is industry-driven and collectively owned. In addition, the project approach is designed to utilise existing sector/industry plans and not replace existing frameworks. RMCG will work collaboratively with industry.

Summary

In 2023 RM Consulting Group (RMCG) was contracted by FRDC to develop a Fisheries and Aquaculture (F&A) Workforce Capability Framework (hereafter referred to as the Framework) that would be used as a high-level, standardised tool across all F&A sectors. The FRDC and other groups in leadership roles for Australia’s F&A sectors have highlighted workforce development as a key opportunity and priority.
We have created a comprehensive Framework that captures the enablers (the internal and external systems and culture that either help or hinder employees and businesses to thrive and support growth in people’s capability) and the people capabilities (knowledge, skills, abilities and behaviours) that should be considered as a starting point in F&A workforce planning.
The intention of this project was to collaborate with industry to produce a F&A Workforce Capability Framework. This has been achieved, as demonstrated through the many and diverse stakeholders engaged and the attached Framework. The stakeholders interviewed and engaged had some interest and/or experience in workforce issues so were able to add value to the development of the Framework. They will also be able to champion the subsequent  implementation of projects that emerge from the Framework.
The Framework is a step towards addressing the above challenges and opportunities. It provides a broad, high-level approach to thinking about how to  meet the needs and aspirations of businesses and organisations.
The case studies included in this document offer real-world examples of where innovative thinking has been used to solve issues around workforce  planning, attraction and retention of staff, and broader geographical and social challenges.
The research and the development of this Framework emphasises the need to think differently, innovate and enable collaboration.

Measuring non-commercial fishing catches (traditional fishing) in the Torres Strait in order to improve fisheries management and promote sustainable livelihoods

Following the initial groundwork to assess community support and approaches for a non-commercial fishery monitoring program in the Torres Strait (Bedford et al 2021 - https://www.pzja.gov.au/sites/default/files/final_report_-_monitoring_the_non-commercial_catch_in_torres_strait_update_06042021.pdf ), the following five steps were proposed:
1. Community consultation and sign on (engaging community re support for the suggested monitoring method).
2. Assess self-reporting web-based tool/APP platform design and development options (including data collection and storage options), through co-design with communities and Government to meet stakeholder needs.
3. Develop self-reporting web-based tool/APP platform, database and data flow infrastructure.
4. Community rollout – pilot (in some communities).
5. Community rollout – full-scale (to all communities).

The Torres Strait Scientific Advisory Committee (TSSAC) recommended that steps 1 and 2 (above) be undertaken first and they form the scope of this proposal.

As also noted in the TSSAC committee meeting of June 2021, the project was an initiative of the quota working group subcommittee of the Torres Strait Regional Authority Board, and identified as a priority by the Traditional Inhabitants (https://www.pzja.gov.au/sites/default/files/tssac_79_meeting_record_final.pdf). In particular, by ‘improving estimates of non-commercial catch of commercial species to inform stock assessment and set sustainable catch levels, as well as determine the catch sharing between the sunset sector, and how much to allocate for community consumption, in order to protect Traditional non-commercial catches and help ensure sustainable management.’

As noted in the ‘Opportunity’ section of this proposal, this project help fill a range of needs for Torres Strait communities, including:
• More accurate assessment of the Recommended Biological Catches of commercial species from all sources of fishing in the Torres Strait
• Reliable assessments of ongoing catches from the substantial non-commercial sectors in the Torres Strait, including knowledge of future change in catches that may be due to pressures from fishing, coastal industry, climate change, other ecosystem regime change
• Stronger ownership of marine resource management by Torres Strait communities, including ownership of non-commercial catch information, and supported by improved knowledge of the temporal and spatial dynamics of non-commercial catches.

The previous project also concluded that a non-commercial fishery monitoring program would have the best chance of success by gaining broad and committed acceptance by local communities and their leaders, with a strong co-design component. The need for this level of consultation was re-iterated by Traditional Inhabitants in several PZJA fishery management fora, including the TSSAC. This project is designed to meet that need.

The proposed project aligns strongly with the Torres Strait Fisheries Strategic Research Plan (https://www.pzja.gov.au/sites/default/files/tssac_srp_2018-2022_post_tssac_final.pdf). In particular:
• Theme 1: Protecting the Torres Strait marine environment for the benefit of Traditional Inhabitants; which is based on improving effective management of fishery stocks in order to support Traditional Inhabitant social and economic needs; which is an expectation of the improved fishery data outputs from the project.
• Theme 2: Social and Economic Benefits; which promotes social and economic benefits for Traditional Inhabitants from Torres Strait fisheries; for example, through increased capacity required to manage the program and increased knowledge of any future changes in catches through space and time in the Torres Strait.
• Theme 3: Technology and Innovation; which promotes the development of technology to support the economic, environmental and social benefits from the fishing sector.

This research project is co funded by the Australian Fisheries Management Authority of the Australian Government. Project co- investigators are Kenny Bedford, David Brewer and Timothy Skewes.

Objectives

Summary

Traditional fishing in the Torres Strait Region has, and continues to be, important for livelihood sustainability for all Torres Strait Islander communities, providing a source of kai kai or food, nutrition and other social, cultural and spiritual benefits. Protection of the marine environment and maintenance of traditional activities, such as traditional fishing, are key pillars of the Torres Strait Treaty (1985).  

The long-term sustainability of all fisheries in the Torres Strait region requires reliable catch data from all sectors, including commercial and non-commercial (traditional and recreational). This data is not only a priority for managing key commercial species, such as Spanish Mackerel (Scomberomorus commerson), coral trout (Plectropomus spp) and Tropical (Ornate) Rock Lobster (Panulirus ornatus), also caught by traditional and recreational sectors, but also for the many other traditionally fished species that communities rely on. Commercial fisheries have management programs in place and data contributes to assessments that are central to management decisions. However, fish catches from the traditional and recreational fishery sectors are largely unquantified, except for some historic snapshot surveys and are either currently not monitored, or only in a very limited way. Torres Strait Islanders have expressed concern for their traditional fisheries and the need to protect them to ensure food security needs. Monitoring traditional fishing catches from both traditional and recreational fishing sectors has also been identified as a high priority in numerous Protected Zone Joint Authority (PZJA) fisheries committees over recent years. This project aimed to contribute knowledge to support a future monitoring program to address these data gaps. 

The project presents two primary recommendations. The first applies to the development and support of a pilot program for a bespoke traditional fishing app in the Torres Strait (separate from the recreational fishery program); and the second, to support concurrent promotion of the Queensland Government recreational fishing monitoring app (currently using the Qld fishing 2.0 app) program to monitor the Torres Strait recreational fishery.

Need

Fisheries Research Development Corporation Indigenous Reference Group (FRDC-IRG) has identified the following need:-
Indigenous business development opportunities and impediments in the fishing and seafood industry, the components that have been detailed by the FRDC-IRG include understanding opportunities and impediments for business development, identify the supply chain and research business structures to build enterprise development.

The indigenous fishing sector have commenced the important work of building businesses that can provide product needed by the market and communities; develop employment opportunities for indigenous people; community development through economic development and; recognition of the value of indigenous people and their knowledge and skills.

Additionally this project will address needs developed through the FRDC Indigenous Reference Group principles developed in Cairns in 2012. This project address Principle 4 RD&E - Leads to Improved Capacity That Empowers Aboriginal and Torres Strait Islanders.

Against the IRG document the project will also address the following identified concepts:-
• Provide Resourcing Options in a User Friendly and Culturally Appropriate Manner to Encourage Greater Aboriginal and Torres Strait Islander Involvement
• Leads to Agencies Developing Capacity to Recognise and Utilise Aboriginal and Torres Strait Islander Expertise, Processes and Knowledge
• Leads To an Increased Value for Aboriginal and Torres Strait Islanders (Economic, Social, Cultural, Trade, Health, Environmental)
• Leads To Benefit Sharing

This project will also address a number of key areas in the Federal Governments ‘Our North, Our Future – White Paper.’ Specifically it will move some way to addressing these areas:-
• Making it easier to use natural assets, in close consultation with, and the support of,
• Indigenous communities
• Investing in infrastructure to lower business and household costs
• Reducing barriers to employing people
• Improving governance.

Objectives

1. An analysis tool to assess the success elements of indigenous fishing businesses and non-fishing indigenous businesses
2. A gap analysis of skills available and skills needed to develop and/or enhance the skills of people involved in indigenous fishing businesses.
3. Draft and finalise a Business template with conversation and workshop materials to enhance the indigenous communities connected to indigenous fishing
4. Enhance the business skills of indigenous fishing communities through the delivery of workshops, community conversations and virtual information sharing sessions

Summary

The Business Nous Project (BN) research and outputs have been finalised in November 2019 with the completion of the website and workshop outputs and the project evaluation. The project delivered successfully on three of the four objectives with the workshop component of the project is being held in abeyance until specific groups and/or communities are identified.

Twenty-two individuals from twenty-one existing, closed or about to commence businesses were interviewed. These twenty-two people were drawn from a range of locations but were from Northern Territory, Queensland, New South Wales and Tasmania.

Interviewees were drawn from many age groups, but the highest percentage were from the 55+ age group. Both males and females were interviewed the gender bias was skewed to males. Interviewees were from both fishing and non-fishing businesses and most were sole traders.

The interviewees were generous with their information and were able to provide insight into the skills and knowledge they had used to build and grow their businesses. The interviewees were also able to detail the areas of knowledge that all business owners should have been commencing or running a business.

The findings from twenty-one interviews were the base for developing the information presented on the Business Nous website. However, it should be noted that this output was modified from a decision-making tree. The working group presented the decision-making tree to the Indigenous Reference Group (IRG) and the consensus was that the decision-making tree would either be too complex or too simplistic in assisting Indigenous fishers with relevant fishing business nous.

The key findings suggest that to manage and/or own an Indigenous fishing business, standard principles need to be followed and structures implemented. Business concepts that most business owners understand such as:

Payroll
Book-keeping
Regulations
Cash-flow
Staff Management
Planning and marketing

All of the interviewees indicated that they understood and adopted many of the above and one business embraced all standard business practices covered by the questionnaire.

Additionally, the Indigenous business owners interviewed highlighted a second layer of expectations that were regularly considered when planning for and opening a business. This additional layer of requirements included consideration for:

Community expectations.
Cultural obligations.
Guidance from Elders. 
Consideration of Traditional Knowledge.

The above and other expectations highlighted one of the fundamental questions the working group considered - Is it different for Indigenous people to plan and operate a successful fishing business?

The BN project has developed materials that will assist people think through the essential elements when operating a fishing business.
