Need

The operating environment within which Australian fisheries and aquaculture are positioned is complex, comprising economic, social and political institutions and organisations that are continuously being re-shaped by multiple external and internal drivers.

Addressing these specific drivers requires understanding of the human dimensions of fisheries and aquaculture, along with the biophysical. Human dimensions refers to the social, economic and cultural factors that affect outcomes for both the seafood community and in terms of public good. This includes the attitudes, processes and behaviours of individual people, companies, management agencies, communities, organisations, consumers, and markets. Human dimensions research has been successfully applied to understand how to enable better outcomes for Australia's fisheries and aquaculture (e.g. improved social acceptability, resilience through shocks, inclusive growth, economic productivity), and what are the effective strategies to achieve this (e.g. market based mechanisms, behavioural approaches). It brings together research capability from a broad range of disciplines.

Historically, achieving the level of coordinated investment required to effectively deliver against this need has been hampered by a range of factors, which have included:
• effective integration of human dimensions RD&E with biophysical sciences; and
• research capability and expertise capable of undertaking such research to ensure end user needs are met.

The FRDC has invested substantively in human dimensions R&D capability in recognition of this need. Ongoing coordination and strategic development of human dimensions R&D activities will support the FRDC to deliver its Fish Forever 2030 vision: Collaborative, vibrant fishing and aquaculture, creating diverse benefits from aquatic resources, and celebrated by the community.

The FRDC considers Coordination Programs as critical to delivering relevant outcomes of the R&D Plan. With respect to Human Dimensions, it is evident that a planned R&D outcome can be achieved more successfully if expertise and related activities are developed and managed in a coordinated manner.

Objectives

1. Identify and coordinate the development of human dimensions R&D priorities through review and consultation with key stakeholders, and assist to develop scopes to address those priorities
2. Ensure quality and relevance of human dimensions R&D through technical and extension advice and support for FRDC management and project teams
3. Support management of external partnerships delivering human dimensions R&D across FRDC
4. Support development of FRDC human dimensions data and analytics
5. Inform FRDC and stakeholders of state of knowledge and capability, and emerging needs, in key human dimensions R&D areas relevant to the FRDC's R&D Plan outcome and enabling strategy areas
6. Support extension and adoption of R&D in key human dimensions R&D areas relevant to the FRDC R&D Plan outcome and enabling strategy areas
7. Develop and foster R&D collaboration on international initiatives in human dimensions research of relevance to Australian fisheries and aquaculture

Need

“Futures of Seafood” is an 18th month multi-disciplinary study co-designed with industry and government. It will draw from existing data, complementary work underway or concluded, and importantly will involve a suite our outputs that can be used by a variety of stakeholders in formats that are fit for purpose.

The study will provide a contemporary description on the state of play of Australia’s seafood system, the supply chain, markets and its reach into communities. It will identify and report on trends, insights, forecasts and cumulative impacts that are impacting (positive and negative) the industry. It will include the first in-depth spatial and descriptive profile of the seafood industry by sector and jurisdiction through spatial mapping and productivity reporting since Marine Matters in 2003. Beyond seafood, it will also identify, describe and map other ocean uses (new, emerging and transitioning), including assumptions about current growth plans / policies / rights completed / taken up, looking towards 2040.

Drawing from information collated, the study will include scenario modelling to model and scrutinise the cumulative impacts of these trends and produce associated impact reporting against productivity and sustainability (social, economic, environmental and governance) metrics for a series of ten scenarios.

It will synthesise the study findings, as well as curate across other studies underway or completed, to develop a series of industry-specific assets (reports, tools, frameworks and systems) that aim to improve knowledge and support ongoing participation in the ocean estate policy conversation. This includes supporting priority contemporary frameworks to support transitions to future states and de-risking industry/sectors.

‘Futures of Seafood’ will support a shared understanding of the potential pathways and opportunities that lie ahead for Australia’s seafood stakeholders during this time of rapid change and transformation. It will furthermore provide a foundation for industry, Government and policy makers to make better decisions, navigate changes, and ensure industry and stakeholders are well-equipped to adapt and hopefully flourish in a dynamic environment.

This study and its intended outputs are consistent with and seeks to promote action against local, national, and global strategic initiatives, including those of the High-Level Panel for a Sustainable Ocean Economy, the Biodiversity Framework within the Convention on Biological Diversity, the Paris Declaration, the United Nations Sustainable Development Goals and associated Forward Faster Initiative.

WORK PACKAGE SUMMARY

In short, this is a novel study that describes, maps and models the spatial, economic and social impacts of Government targets and decisions, provides evidence-based insights and charts a course for Australia’s futures of seafood alongside other ocean uses for the coming 10-15 years.

It will be delivered through a series of four work packages. These are founded on an enduring data collation platform, undertaken by a series of expert commissions and overseen and supported by a strong and inclusive governance framework.

Work Package 1: State of Play
• Identify data system to support mapping and describing the current state of the industries/sectors – i.e. locations, GVP, employment, production, jurisdiction input/output.
• Identify social and economic values i.e. contribution to regional communities, nutrition + value of supply chain.
• Deliver a contemporary description on the building blocks and state of play of Australia's ocean food system, its supply chain and markets alongside the other uses of the ocean estate.
• Investigate and report the trends, forecasts and cumulative impacts (positive and negative) on Australia's seafood industry. i.e. Nutritional security; spatial squeeze; working in a changing climate i.e. resilience, adaptation, emergency response; Industry transitions i.e. decarbonisation; Jurisdiction i.e. policy/strategy, production v consumption; Workforce + training; Nature based solutions & investment, sustainable food systems i.e. ESG and sustainability

Work Package 2: Future Estate
• Map and overlay impacts of new and emerging transitioning industries in the ocean estate.
• Identify and describe the trends, forecasts and cumulative impacts affecting the seafood industry.
• Map/measure/describe the implications of trends, forecasts and cumulative impacts of these industries and impacts (positive and negative) on Australia's seafood industry.
• Describe other uses of the ocean estate.

Work Package 3: Scenario Modelling
• Design and develop tool to test future state scenarios for commercial, recreational and indigenous fishing.
• Undertake a series of impact scenario examples: i.e. spatial squeeze/crowded ocean, a changing climate, a regulatory reset, sector case studies and cumulative pressures.
• Use the scenarios to deliver impact reporting on productivity, nutrition and sustainability metrics to include: spatial mapping, heat maps, regulatory options, socio-economic attributes, community sentiment, nutrition, consumer and market impacts and opportunities.

Work Package 4: Synthesis
• Synthesis of research from WPs into a complete report and communications assets.
• Develop a Futures of Seafood Roadmap to navigate the likely impacts of the futures scenarios.

Governance Framework
• This collaboration will bring together leaders from industry sectors and government portfolios of agriculture, energy and environment.
• A strong and inclusive governance model is proposed to capture the breadth of stakeholders and ensure oversight of the study, strategic relevance and timely input from data and information contributors.

Need

The Department of Agriculture, Water and Environment require relevant information be collated on marine mammal populations that interact with fisheries classified as 'export' under the provisions of the US Marine Mammal Proection Act.

The Department of Agriculture, Water and Environment have listed several marine mammal species for which mortalities have been recorded in Australian fisheries and require an estimate of Nmin, Rmax and Fr for each of these species in order to determine for which a PBR approach is currently feasible. Data deficiencies that prevent PBR being calculated for a given species need to be determined and potential approaches to obtain relevant information identified.

If PBR is not a feasible approach to be undertaken for any of the marine mammal species identified, other relevant data for each species and 'export' fishery will need to collated in order for NOAA to be able to determine if a comparability finding for that fishery can be granted. This could include information on the level of monitoring in that fishery, temporal or spatial overlap with the marine mammals species and existing management of interactions such as fishery specific bycatch management strategies.

Objectives

1. Where possible provide estimates of maximum potential population growth rate (Rmax), minimum estimate of abundance (Nmin) and recovery factor (FR) for each species of marine mammal listed by the Department of Agriculture, Water and Environment.
2. For each marine mammal species compile requested information on listed status under Australian and US legislation, including temporal and spatial overlap with relevant fisheries or jurisdictions, information on population structure and behavioural traits of that species that make it more or less likely to interact with fishing operations, and existing bycatch management strategies.
3. Given existing data, determine the ability to calculate PBR for marine mammal species as a means of applying bycatch limits in Australian fisheries, and, if PBR cannot be calculated, investigate specific fisheries management arrangements, including bycatch monitoring regimes, and other information available for each ‘export’ fishery where interactions with marine mammals have been recorded, and provide an assessment of the potential level of impact of interactions for each species and / or population. Where appropriate, identify additional information that could be collected, for each marine mammal species and ‘export’ fishery, that in lieu of PBR, could assist the US in determining a ‘comparability rating’ for that fishery.

Summary

Recent changes to legislation in the United States (US) requires that nations importing seafood must demonstrate that they have a regulatory program for reducing marine mammal bycatch that is comparable in effectiveness to the US standards under the ‘Fish and Fish Product Import Provisions’ of the Marine Mammal Protection Act 1972 (MMPA). A comparability finding means the marine mammal protection provisions in the relevant fishery are recognised to be equivalent to that of the United States.
Several Australian commercial fisheries have received an ‘exempt’ classification under the MMPA import provisions which means they have been determined to have a remote likelihood, or no known incidental mortality of marine mammals. The remaining fisheries that are seeking a comparability finding have been classified as ‘export’ fisheries as they were determined to have more than a likelihood of incidental mortality to marine mammals. For each of these fisheries, the US requires information on monitoring programs in the fishery, levels of marine mammal bycatch, the species and ‘stocks’ (populations) involved, and the management strategies in place to mitigate bycatch.
This report synthesises the required information for 15 Australian Commonwealth managed commercial fisheries or fishery subsectors, and 29 Australian State and Territory commercial fisheries that are seeking a comparability finding under the US MMPA. Reports and / or observations of marine mammal interactions in Australian commercial fisheries that are not seeking export approval are also synthesised as this information is also required as part of the comparability finding process.
