Increase the participation and employment of Indigenous people in the NT commercial fishing, management and seafood industry
More than 25% of the NT Population identify as Indigenous - the highest proportion in any state or territory. Indigenous people also own approximately 84% of the NT coastline. Participation of Indigenous people in industries and businesses that align closely with cultural values such as in natural and cultural resource management have been shown to have beneficial social, economic and health outcomes.
There is a need to expand the proportion of Indigenous people participating in all aspects of the NT commercial fishing and seafood industry. This includes through capacity building activities, traineeships, employment, research, education and extension services.
Currently there is a silo approach across local, Territory and Commonwealth agencies and programs to achieve this and poor integration across sectors. Julian Morison from EconSearch, the Principal Investigator for this proposed project, is currently leading two projects in the NT that are designed to address the problems largely arising from this silo approach. One is the lack of current economic information about the NT Seafood Industry. The second involves providing advice on fishing and aquaculture industry market opportunities, through an economic assessment of the current value and nature of opportunities in the NT market with a particular focus on the market size, value and opportunities that are present in East Arnhem Land.
These two studies which are due for completion in March and May 2017, respectively, will provide a solid basis for the proposed project. The primary aim of this project is to conduct research and stakeholder consultation to identify ways to promote and increase participation and employment of Indigenous people in NT fishing and seafood industries.
The project is to be managed under the auspices of Developing East Arnhem Limited (DEAL). DEAL is a not-for-profit development body established in November 2014 to act as the front door to the region for industry and business. DEAL facilitates connections between private enterprise, industry, community and government agencies to support economic diversification and growth in the East Arnhem region for the benefit of the regional population.

SafeFish 2018-2021
Maintaining and enhancing market access for Australian seafood is critical for future industry growth. SafeFish makes a significant contribution to this by carrying out three types of projects:
1. Food safety incident responses. The SafeFish partners come together during each incident to provide industry and government with immediate technical information required to respond to the incident. Subsequently, technical input is provided to update policies for prevention of similar incidents and respond to them should they recur. Appropriate technical responses reduce the impact of food safety incidents and ensure better outcomes for future management.
2. Technical input to inter-government consultations on food regulations and market access. It is essential for the Australian seafood industry to participate in consultations such as Codex to ensure that proposed new, or modified, regulations are pragmatic and cost-effective for the Australian seafood industry. It is far easier to influence standards under development than after they have been finalised. Similarly, it is essential for the seafood industry to stay in close contact with Food Safety Australia and New Zealand (FSANZ) when domestic food safety regulations are reviewed.
3. Proactive research, risk analyses and training. The safety of Australian seafood is not negotiable in domestic and international markets. Over recent years SafeFish has conducted many activities to assist the industry anticipate and minimize food safety risks. The objective of the activities has always been to identify and mitigate risks before they cause a problem, or to grow knowledge to enable us to improve our risk management in a cost effective manner.

Assess new technologies and techniques that could improve the cost-effectiveness and robustness of recreational fishing surveys
It is proposed that a national workshop is needed to: (1) explore options to improve the precision and cost-effectiveness of recreational fishing surveys; (2) consider the use of emerging technologies to support recreational fisheries science; and (3) identify engagement strategies.
Although all States are expected to benefit from the outcomes of the proposed workshop, South Australia is particularly reliant on the shared expertise, transfer of knowledge and advice regarding the execution of scientifically robust, routine recreational fishing surveys. The South Australian Government is committed to undertaking a recreational fishing survey every five years. All previous surveys have been carried out by interstate experts, however, there is a commitment by PIRSA/SARDI to develop recreational fisheries science capability at a sufficient level to undertake all future State-based surveys. It is expected that the workshop will establish South Australia’s role as an active participant in the national assessment of recreational fisheries, increase data harmonisation opportunities across the jurisdictions, and contribute in advancing recreational fisheries science.
Final report
Currently, the most significant gap in our knowledge in assessing the status of community-shared fisheries is determining the relative contribution by the recreational sector. To explore this issue, a two-day national workshop was held from 10-12 July 2018 at the South Australian Research and Development Institute (SARDI). The key focus was advancing the ‘best practice’ approach in design, execution, and analysis of recreational fishing surveys as described in Georgeson et al. (2015; FRDC 2007-014). This project also builds on recent work by Griffiths et al. (2014; FRDC 2011-036) and Moore et al. (2015; FRDC 2012-022.20). The overarching aim of this workshop was to assess the usefulness of new technologies and techniques for enhancing the cost-effectiveness and reliability of recreational fishing surveys. The attendees included recreational fisheries scientists, managers, a national peak body representative, an international expert, representatives from Deckhand© and a Fisheries Research and Development Corporation (FRDC) representative.
The specific objectives of the workshop were to:
1. explore options to improve the precision and cost-effectiveness of recreational fishing surveys;
2. assess whether emerging technologies can be feasibly integrated into future surveys; and
3. identify strategies that positively engage the recreational sector in fisheries science and management.

Sustainable Fishing Families: Developing industry human capital through health, wellbeing, safety and resilience
By developing an evidence-based health and safety training program for Australian fishing communities, this project meets the needs of the commercial wild-catch and aquaculture industry identified in FRDC’s RD&E Program 3, ‘Communities’ and particularly theme 10, which promotes resilient and supportive communities who are able to adapt to the social impacts of change in industry business environments.
The project will address a national need, identified by VicFRAB, to better understand the social and economic contribution of commercial fisheries, by identifying and addressing potential losses incurred through the poor health and wellbeing of the industry’s human capital.
Fishers tend to work in rural and remote communities, which means they have higher rates of mortality, disease and health risk factors than urban dwellers, further impacted by reduced access to primary health care services. Fishers are at particular risk of certain kinds of illnesses (eg. skin and diet-related), as well as injury (fatality rates are more than double those in the agricultural sector). Mental health concerns are higher than average in the fishing industry, exacerbated by uncertainties within the industry including often high debt and insecurity of tenure and licencing. While both women and men are at risk, 86.9% of fishers are male, a factor placing them at greater risk of suicide.
Fisher ‘attitudes’ also impact health, such as the culture of self-reliance, particularly among males. This may make fishers resilient, but also makes them less likely to adopt preventative health practices or to use health services, and they will usually wait longer before seeking medical assistance, particularly for issues of chronic poor mental health.
The Sustainable Fishing Families project will benefit fishing families’ health, safety and resilience by promoting a self-awareness of the value of the industry’s human capital, and building their health capacity.
