Need

A White Spot Disease R&D Needs Workshop held in Brisbane on Wednesday 18 October 2017 providing a forum to unpack research and other issues amongst industry with respect to the detection of WSSV. The government and industry response at the meeting demonstrated gaps in the wild harvest sector’s knowledge of biosecurity concepts.

There is a need to greatly increase industry capacity to respond to biosecurity threats. This project proposal is a people development project aimed at extending the work of the BILO and significantly boost industry preparedness.

The purpose of this project application is to address the information and education gaps identified amongst the wild catch commercial fishing sector. In consultation with industry stakeholders and the QSIA, Millstream Productions have been approached to developed a series of video clip production plans (attached to this application).

The Biosecurity Act 2014 (Qld) section 23 sub-sections states that industry businesses have an obligation (a general biosecurity obligation) to take all reasonable and practical measures to prevent or minimise the biosecurity risk. This project will help industry to do this by offering an information platform that is tailored to industry needs and will provide video and written material to educate industry regarding its biosecurity obligations.

This project has broad based support from industry, biosecurity experts and government (letters of support attached).

2) Biosecurity experts – Dr Matt Landos and Dr Ben Diggles.
3) Government – Dr Stephen Wesche, Planning and Policy Manager, White Spot Disease Program, Biosecurity Queensland, Department of Agriculture and Fisheries.

The project compliments the work developed by the BILO. The linking of paper and video material will provide industry with multiple platforms to engage on the critical issue of biosecurity.

Objectives

1. Increase the Queensland and national wild capture fisheries preparedness in the event of biosecurity emergencies.
2. Provide an information and education platform (using QSIA's web presence) to industry.
3. Provide video biosecurity material to industry to enhance BILO written biosecurity material.
4. Deliver biosecurity information developed by industry, government and biosecurity experts.

Summary

This report addresses an information and education need amongst the wild catch commercial fishing sector regarding biosecurity preparedness. In doing so, the project has led to the production of three information/education videos. The first and second videos focussed on the importance of biosecurity from a wild harvest and post-harvest perspectives featuring commentary from industry, researchers and government. The final animated video focuses on identifying key terms, industry responsibility as it relates to biosecurity, the role of the State and Federal governments.
The report outlines the process used to develop the videos. Combined, the videos lay a foundation for a better understanding of biosecurity issues from a seafood supply chain perspective.

Need

From television cooking shows to social media, an intensified media focus on food has increased public visibility of issues of food provenance and sustainability in recent years. This has profoundly changed the communications landscape in which Australian food industries operate. There is now increased scrutiny and criticism of food industry activities not just from the ‘usual suspects’ (such as environmental activists), but also from a range of new players: celebrity chefs, food bloggers, social media ‘clicktivists’, and other media influencers. On the issue of sustainable seafood, these influencers have often been successful in securing a greater share of media ‘voice’ than industry itself. This is concerning because influencers’ messages are not always aligned with industry claims or with Government sustainability assessments. We know from international research that food celebrities and food media can either encourage or deter seafood consumption depending on the message (Bowman & Stewart 2013), but we don’t yet know what the impact is of Australian media, and media influencers, on consumer purchasing intentions, their attitudes and beliefs regarding the sustainability of Australian seafood, and the social acceptability of the industry. Aligning with National Priority 1 and its focus on industry communications strategy, this project will examine media coverage of Australian domestic fisheries sectors to identify: the messages about sustainable seafood prominent in Australian media; the media influencers, strategies, and professional networks underpinning their circulation; and how these messages are understood and interpreted by consumers. This knowledge will be used to inform communication strategies that will ensure clearer sustainability messages, reduce consumer confusion, and improve consumer trust in the Australian seafood industry.

Objectives

1. To identify the role and preferred mechanisms of media influencers in shaping media messages about the sustainability of Australian produced seafood and the Australian domestic seafood industry that are successful in achieving the greatest share of media ‘voice’, and to evaluate the impacts of this on consumer perceptions.
2. Contribute to the ongoing development of National Priority 1 Communications Strategy.
3. Offer best-practice strategies for dealing with the divergent messages from industry, and media influencers, and in doing so, boost the profile of the Australian seafood industry achievements in relation to sustainability initiatives.

Summary

Influential individuals, such as chefs, industry figures and media content producers, are increasingly important to how food and sustainability issues are publicly framed, and to how these issues and industries may be perceived by consumers. This research has identified best practices for media engagement when communicating sustainability messages by analysing the media messages circulating about the sustainability of Australian seafood, the roles and attitudes of media influencers in circulating these messages, and the perceptions of seafood consumers when engaging with these messages.

Need

Given increasing complexity in fisheries management and additional scrutiny on managers, there is a need for fisheries managers from the different jurisdictions to meet as a group to exchange ideas and initiatives and build networks. The Australian Fisheries Management Forum (AFMF), comprised of the respective heads of Commonwealth and State/Territory management agencies, supports the need for such a forum.

Similar cross-fertilisation forums exist between researchers through the Australian Society for Fish Biology (ASFB) and the National Compliance Committee for compliance officers.

It has been a considerable period since fisheries managers workshops were last held. Previous workshops occurred in the 1980s and early 1990s. In March 2014, a two-day national fisheries management workshop was held in Adelaide at the South Australian Aquatic Sciences Centre. This workshop was overseen by the AFMF’s Fisheries Management Sub-Committee (FMSC), with funding support from the Fisheries Research and Development Corporation (FRDC). Recommendations arising from this workshop included convening a subsequent fisheries managers workshop in 12-24 months and the formation of an Australian Professional Fisheries Management Society.

As an interim arrangement pending the potential formation of a professional fisheries managers society as a chapter of ASFB, the FMSC has agreed to hold another fisheries managers workshop, which Queensland will host in October 2017.

Future workshops will be held to coincide with ASFB annually (starting in 2018).
