Need

Most Australian fisheries policies require that fisheries management take account of the cumulative effect of all human users of marine resources, including professional, recreational and Indigenous Australian fishers. The triple bottom line (TBL) approach is the general framework used to assess performance against economic, social, and environmental dimensions. TBL requires articulation of these broad values, but these may be qualitatively assessed. Significant progress has been made in incorporating some of these elements into fisheries management decision, particularly prioritising different objectives of fishery management [e.g. 1, 2]. In some cases, development of semi-quantitative approaches have been used to assist in decision-making across these multiple dimensions [e.g. 3], including in some cases indigenous value [e.g. 4]. Recent research has also extended this focus to develop a robust articulation of Indigenous Australian customary fishing values to enable their inclusion when developing fisheries management policies [5].

Optimal decisions require the trade-off between costs and benefits to be considered. TBL approaches do not explicitly consider this trade-off, resulting in challenges in identifying optimal outcomes. Where these costs and benefits are expressed as explicit monetary values, assessing the trade-off requires deducting the expected costs from the expected benefits (commonly referred to as cost-benefit analysis (CBA)).

However, in fisheries, many costs and benefits do not have an explicit monetary value. Hence, decisions about the use and management of marine resources increasingly requires objective information on the non-market value of benefits (and costs). Some attention has been focused on the estimation of non-market values of recreational fishing [e.g. 6, 7], although only limited attempts to-date have been made to use these values in supporting management decision making [e.g. 8]. Many other values have not been quantified, and their use in fisheries management has not been fully explored.

Objectives

1. To support robust and defeasible evidence based decision-making in fisheries and aquaculture decision making that is understood and supported by key fisheries and aquaculture managers.
2. To provide managers with an understanding of the resources available to account for non-market values in fisheries and aquaculture decision making

Summary

This study examined the issues around non-market values requirements and identified potential sources of robust and defensible estimates of key values, including those generally viewed as difficult to measure.  
The project identified thirteen types of non-market values that fisheries and aquaculture managers considered as potentially important to their decision making. Of these, the top four involved values related to users of the fisheries resources, including fisher satisfaction, values to Indigenous Australian fishers, and the value of fish and experience to recreational fishers. The next four involved impacts of fishing on others, including habitats, species, local communities and other users of the marine environment.
The gap analysis identified that recent values for most of the values of potential use to fisheries and aquaculture management were unavailable. This limits the role of benefit transfers and identifies a need for further primary studies of non-market values.

Need

In developing the 2020-25 Strategic Plan, FRDC identified five outcomes and associated enabling strategies, including Outcome 4: Fair and secure access to aquatic resources. In developing Outcome 4, FRDC realized that it did not have a shared appreciation of the different beliefs and values that underpin perceptions of fairness and security. Furthermore, it was acknowledged that such values differ within and between different sectors of the fishing and aquaculture sector and can be the source of tension and conflict.

The FRDC is therefore seeking to understand contrasting and complementary values among Indigenous, commercial, and recreational fishing sectors. The proposed project will provide valuable information towards building trust across the industry through an improved understanding of the social, economic and ecological values within and among the three sectors. It will also provide FRDC with the basis for monitoring progress towards the achievement of Outcome 4.

The primary objective of the project is to collect, analyse and report on the values held by the Indigenous, commercial and recreational sectors. Findings from the project will be used to inform resource management and support for fair and secure access to aquatic resources. The findings will also be valuable to regulators’ through an enhanced understanding of values across the different sectors leading to more efficient and effective consultation processes.

Objectives

1. To collect, analyse and report on the values held by the Indigenous, commercial and recreational sectors using a robust and systematic methodology that is repeatable (i.e., using Q-methodology).
2. To identify complementary and contrasting values among Indigenous, commercial and recreational sectors through an extensive survey.
3. To report findings and provide recommendations for efficient and practical data collection mechanisms to FRDC. Findings from the project will be used to inform resource management and to support fair and secure access to aquatic resources. Summary

This study explored the extent to which values are shared (or not shared) by fishers across three key sectors (i.e., Indigenous, commercial and recreational). The study was run online using Q-Method Software (https://qmethodsoftware.com), a semi-quantitative technique used to explore human perspectives in a systematic and repeatable manner.
Fishers across the three sectors were required to sort and rank the pre-listed value statements. Participants were recruited through emailed invitations, social media posts and newsletters from key fishing sector representative bodies as well as snow-ball sampling. In response to a very low response rate from the Indigenous sector, additional participants (n = 6) were recruited by a member of the project team at a conference held in Far North Queensland. A total of 116 fishers completed the Q study. The collected data was analysed using inverted factor analysis to allow for the identification of distinct sub-groups of people whose responses are highly correlated. Through examining the Q-methodology outputs, five distinct sub-groups emerged: Sub-group A – “social-value fishers” (n = 39); Sub-group B – “economic-value fishers” (n = 19); Sub-group C – “environmental-value fishers” (n = 24); Sub-group D – “traditional-value” fishers (n = 10); and Sub-group E – “fish-focused” fishers (n = 15). Each subgroup comprises fishers who ranked the value statements similarly in terms of those statements they felt were very important to them and those that were less important to them. As such, the analysis provided information about complementary and contrasting values among different groups of fishers. 

This study indicated that values (i) do not “neatly” align to the different industry sectors; and (ii) do not differ based on the different industry sectors. However, the Q-methodology analysis indicated that there were five distinct groups based on how values were ranked. 
Across the five distinct groups the top four complementary values were: (1) fishing is environmentally sustainable, (2) accountability for industry participants who break the rules, (3) having access to fish and fishing, and (4) access to the ocean/sea. Environmental sustainability was the highest ranked value even among the sub-group that was dominated by economic type values (sub-group B), suggesting that even for productivity-based research and development (R&D), the focus should be on R&D that drives productivity and/or profitability improvements without reducing/ compromising environmental sustainability. Environmental sustainability is also key driver of production and there seem to be general appreciation of its importance across the fishing sectors.
 
The three lowest ranked values across the five distinct groups were cultural values: (1) fishing’s support of cultural practices and requirements, (2) fishing provides a connection to ancestors/previous generations, and (3) opportunity to barter and trade goods. Some of the social values not considered to be important by any of the sub-groups included catching lots of fish or large fish, and spending time fishing alone. 
 
In terms of contrasting values across the five sub-groups, economic type values were generally not highly ranked except by one group which was dominated by commercial fishers (sub-group B). Statements like fishing’s economic returns and employment/income from fishing, industry innovation and advancement, fishing’s contribution to the local economy were not considered to be important by the remaining groups.
 
The use of Q-methodology to identify values for the different sectors revealed that online survey may not also be practical and effective. For example, there was very limited responses to the online survey by Indigenous sector participants and further effort was required to capture their values in a face-to-face approach. It is recommended that future research should seek to include face-to-face data collection methods to improve efficiency in capturing views of diverse groups.
 
Values play a key role in decision-making and in creating public policy. One of the primary implications of the current study is that it would likely be ineffective and inefficient to make decisions or set policies based on sectoral classifications in the fishing industry such as Indigenous, commercial and/or recreational. The project findings strongly demonstrate that the values held by fishers cannot be neatly delineated into standard industry sector classifications. However, the project findings also show that there are a number of values shared by all fishers across sectors that may provide ‘common ground’ and ‘common language’ that in turn would provide a basis for better engagement and communication both between the sectors and between researchers, fisheries managers, Government and Australian fishers. 
 
Dissemination of the findings that all sectors have several complementary values will help improve engagement and communication between the sectors and enhance effective and efficient implementation of future fisheries policies. Notably, the dissemination of the findings of this study is a step towards building a shared understanding of complementary values among different sectors and contrasting values within individual sectors. The shared knowledge will help improve trust among the sectors and between regulators and resource users. The improvements in trust among the various stakeholders will further enhance effective decision-making processes, particularly co-management and resource access.

Need

The IRG has raised a need to synthesise the key messages from previous projects that they have supported. In order to ensure that the data and information from these projects are accessible and easily understood for various audiences (includes Indigenous, commercial and recreational stakeholders, researchers, policy makers and the general public), the IRG has identified a need to create succinct materials that can be useful to those that seek to develop policy and stimulate community driven engagement.

Objectives

1. To gain an understanding of the materials and formats that policy-makers and key fisheries organizations need in their utilization of research to develop policy.
2. To improve general stakeholder awareness of the key research findings in of FRDC and IRG projects.

Summary

What the report is about
This project identifies, synthesises and summarises the key messages of eight projects that have been funded by the Fisheries Research and Development Corporation (FRDC) and the Indigenous Reference Group (IRG) on fisheries. These key messages have been presented through a series of materials including a synthesis report, summary booklets and an infographic, all of which were developed as a way of raising awareness of the latest research findings regarding the Indigenous fisheries in Australia. They are presented in a manner that is useful and accessible to a wide-range of audiences including Indigenous communities, decision makers and other fisheries stakeholders.
The materials have specifically developed with the aim of empowering Aboriginal and Torres Strait Islander communities by providing them with resources that they can use to engage government and non-government agencies. This project also involved a two-way learning component which entailed engaging an Indigenous student as a researcher for the duration of this project.
Background
In 2011 the Fisheries Research and Development Corporation (FRDC) and the Indigenous Reference Group (IRG) on fisheries held a national forum to discuss issues around Indigenous involvement in fishing and seafood based Research, Development and Extension (RD&E). Participants at the forum included Aboriginal and Torres Strait Islander people with experience or expertise in fishing, seafood, or natural resource management across Australia as well as a small number of non-Indigenous participants (Calogeras et al. 2012). In 2012, participants from the forum reviewed and endorsed the work and confirmed that the outputs and the outcomes aligned with the desires of the group. Through this process, the IRG developed a set of five priorities to guide RD&E for and about Indigenous fishing in Australia (Calogeras et al. 2012).
The FRDC-IRG have supported a number of projects focused on Aboriginal and Torres Strait Islander fisheries that focus on elements of the RD&E priorities (Calogeras et al. 2012). These projects have information that the IRG needs to communicate with Indigenous, commercial and recreational stakeholders, researchers, policy makers, agencies and the general public. Their findings bridge certain knowledge gaps about the Indigenous fisheries and highlight key issues and priorities of Indigenous fishing communities in terms of access and use of their fisheries.
Aims/objectives
This project was undertaken in response to the need identified by the IRG to ensure that the research findings from the previous eight projects are made accessible and easy to understand. The project consisted of the following objectives:
  1. To gain an understanding of the materials and formats that policy makers and key fisheries organisations need in their use of research to develop policy.
  2. To improve general stakeholder awareness of the key research findings in of FRDC and IRG projects.
  3. To provide Aboriginal and Torres Strait Islander communities with material that they can use in their engagement with government and non-government agencies.
  4. To develop succinct fact-sheets and a report that integrate the key messages of eight previous IRG projects in a user-friendly and culturally appropriate way.
Methodology
The project team conducted a desk-top review of eight project reports, their appendices, conducted phone meetings with the principle investigators of each project and liaised with the IRG. Project materials were subsequently developed with the use of qualitative data analysis software NVIVO and designed through Canva, a graphic design program.
Aboriginal or Torres Strait Islander artwork was used for the materials produced and where appropriate the artist engaged was from the region that the original project was for or about. An Indigenous student was also recruited as an employee of Land to Sea Consulting for the purposes of two-way capacity building.
Results/key findings
The project findings echo the key messages drawn from the eight recent FRDC-IRG projects that took place on country through participatory and ethical research methodologies. The five themes identified provide an insight into Indigenous priorities for:
  1. Indigenous fisheries
  2. Governance and management
  3. Legislation and policy
  4. Economic empowerment
  5. Capacity building
These five themes have been developed as a way of understanding the key messages of recent FRDC-IRG research and for providing a step forward in offering fisheries stakeholders with in-depth insights into the challenges and opportunities facing the Indigenous fisheries sector. They support and align with the IRG RD&E principles and priorities while emphasising the particular findings and core assertions of the research projects analysed.
Implications for relevant stakeholders
The significance of this project lies in the materials created to communicate with Indigenous communities, fisheries managers, policy makers and other stakeholders involved in the Australian fisheries. They are short, easy-to-read and accessible versions of eight comprehensive research projects and clearly summarise their findings and synthesise their key messages.
The also provide Indigenous communities with material that they can use to engage decision makers. For policy makers and managers, they provide a synthesised and summarised version of recent research bout Indigenous fisheries from which proactive policy can be built and based upon.
Recommendations
The five key messages that have been created through the synthesis of the FRDC-IRG projects have come to shape the very core of this project. Therefore, it is ultimately inevitable that these are the same messages that must embody the recommendations of this project. They are particularly aimed at policy makers and the direction for further development in the Indigenous fisheries sector.

Summary

Indigenous communities in Australia have utilised, shared and traded marine resources since time immemorial. These communities continue to hold strong connections and knowledge to aquatic ecosystems and biological resources, and fishing remains embedded in their cultural, social and economic lives.
Since the early stages of colonisation, the ability of Indigenous fishing communities to access their fisheries for both cultural and commercial purposes has been disrupted by external factors, including the policies and practices of the Australian state. In recent history international agreements have been put in place to protect Indigenous rights to access and manage their fisheries worldwide. The Australian government has an obligation to ensure the protection of Indigenous peoples access to their land and sea. Yet there still remains a gap in the aspirations of Indigenous community for their fisheries and formal fisheries management arrangements.
Presently, the Commonwealth, States and Territories define and recognise Indigenous fisheries through different legislation, policy and practices. In turn, there is an identified need for a comprehensive set of national principles to guide the development, implementation and monitoring of Indigenous fisheries policy across all jurisdictions.
The key messages that have been identified through the findings of recent FRDC-IRG research projects present opportunities for various levels of government to proactively assist and support Indigenous fishing communities to access and utilise their fisheries in ways that align with Indigenous aspirations.

Need

Fisheries Research Development Corporation Indigenous Reference Group (FRDC-IRG) has identified the following need:-
Indigenous business development opportunities and impediments in the fishing and seafood industry, the components that have been detailed by the FRDC-IRG include understanding opportunities and impediments for business development, identify the supply chain and research business structures to build enterprise development.

The indigenous fishing sector have commenced the important work of building businesses that can provide product needed by the market and communities; develop employment opportunities for indigenous people; community development through economic development and; recognition of the value of indigenous people and their knowledge and skills.

Additionally this project will address needs developed through the FRDC Indigenous Reference Group principles developed in Cairns in 2012. This project address Principle 4 RD&E - Leads to Improved Capacity That Empowers Aboriginal and Torres Strait Islanders.

Against the IRG document the project will also address the following identified concepts:-
• Provide Resourcing Options in a User Friendly and Culturally Appropriate Manner to Encourage Greater Aboriginal and Torres Strait Islander Involvement
• Leads to Agencies Developing Capacity to Recognise and Utilise Aboriginal and Torres Strait Islander Expertise, Processes and Knowledge
• Leads To an Increased Value for Aboriginal and Torres Strait Islanders (Economic, Social, Cultural, Trade, Health, Environmental)

This project will also address a number of key areas in the Federal Governments ‘Our North, Our Future – White Paper.’ Specifically it will move some way to addressing these areas:-
• Making it easier to use natural assets, in close consultation with, and the support of,

• Investing in infrastructure to lower business and household costs
• Reducing barriers to employing people
• Improving governance.

1. An analysis tool to assess the success elements of indigenous fishing businesses and non-fishing indigenous businesses
2. A gap analysis of skills available and skills needed to develop and/or enhance the skills of people involved in indigenous fishing businesses.
3. Draft and finalise a Business template with conversation and workshop materials to enhance the indigenous communities connected to indigenous fishing
4. Enhance the business skills of indigenous fishing communities through the delivery of workshops, community conversations and virtual information sharing sessions

Summary

The Business Nous Project (BN) research and outputs have been finalised in November 2019 with the completion of the website and workshop outputs and the project evaluation. The project delivered successfully on three of the four objectives with the workshop component of the project is being held in abeyance until specific groups and/or communities are identified.

Twenty-two individuals from twenty-one existing, closed or about to commence businesses were interviewed. These twenty-two people were drawn from a range of locations but were from Northern Territory, Queensland, New South Wales and Tasmania.

Interviewees were drawn from many age groups, but the highest percentage were from the 55+ age group. Both males and females were interviewed the gender bias was skewed to males. Interviewees were from both fishing and non-fishing businesses and most were sole traders.

The interviewees were generous with their information and were able to provide insight into the skills and knowledge they had used to build and grow their businesses. The interviewees were also able to detail the areas of knowledge that all business owners should have been commencing or running a business.

The findings from twenty-one interviews were the base for developing the information presented on the Business Nous website. However, it should be noted that this output was modified from a decision-making tree. The working group presented the decision-making tree to the Indigenous Reference Group (IRG) and the consensus was that the decision-making tree would either be too complex or too simplistic in assisting Indigenous fishers with relevant fishing business nous.

The key findings suggest that to manage and/or own an Indigenous fishing business, standard principles need to be followed and structures implemented. Business concepts that most business owners understand such as:

Payroll
Book-keeping
Regulations
Cash-flow
Staff Management
Planning and marketing

All of the interviewees indicated that they understood and adopted many of the above and one business embraced all standard business practices covered by the questionnaire.

Additionally, the Indigenous business owners interviewed highlighted a second layer of expectations that were regularly considered when planning for and opening a business. This additional layer of requirements included consideration for:

Community expectations.
Cultural obligations.
Guidance from Elders. 
Consideration of Traditional Knowledge.

The above and other expectations highlighted one of the fundamental questions the working group considered - Is it different for Indigenous people to plan and operate a successful fishing business?

The BN project has developed materials that will assist people think through the essential elements when operating a fishing business.

Need

More than 25% of the NT Population identify as Indigenous - the highest proportion in any state or territory. Indigenous people also own approximately 84% of the NT coastline. Participation of Indigenous people in industries and businesses that align closely with cultural values such as in natural and cultural resource management have been shown to have beneficial social, economic and health outcomes.

There is a need to expand the proportion of Indigenous people participating in all aspects of the NT commercial fishing and seafood industry. This includes through capacity building activities, traineeships, employment, research, education and extension services.

Currently there is a silo approach across local, Territory and Commonwealth agencies and programs to achieve this and poor integration across sectors. Julian Morison from EconSearch, the Principal Investigator for this proposed project, is currently leading two projects in the NT that are designed to address the problems largely arising from this silo approach. One is the lack of current economic information about the NT Seafood Industry. The second involves providing advice on fishing and aquaculture industry market opportunities, through an economic assessment of the current value and nature of opportunities in the NT market with a particular focus on the market size, value and opportunities that are present in East Arnhem Land.

These two studies which are due for completion in March and May 2017, respectively, will provide a solid basis for the proposed project. The primary aim of this project is to conduct research and stakeholder consultation to identify ways to promote and increase participation and employment of Indigenous people in NT fishing and seafood industries.

The project is to be managed under the auspices of Developing East Arnhem Limited (DEAL). DEAL is a not-for-profit development body established in November 2014 to act as the front door to the region for industry and business. DEAL facilitates connections between private enterprise, industry, community and government agencies to support economic diversification and growth in the East Arnhem region for the benefit of the regional population.

Objectives

1. Identify five programs or initiatives (at least two short term and at least two longer term) to promote and increase participation and employment of Indigenous people in NT fishing and seafood industries.
2. Directly involve decision makers in the communities and related fisheries in the conduct of the project through their participation in the development of the programs and initiatives.

The lack of participation in any real market economy by people in Indigenous communities has ramifications for the social and cultural security of indigenous people. Aquaculture can, in specific settings, provide a genuine business or subsistence opportunity. In order to that Indigenous Aquaculture workshop achieves its objectives by contributing to developing local, regional and national capacity and empowerment, it requires to offer travel and conference registration bursary to 10 key people driving mainstream, commercial indigenous aquaculture business ventures.

1. Support 10 key members of the indigenous aquaculture sector to participate in the DAFF funded Indigenous Aquaculture Forum
2. Increase social capital and knowledge sharing amongst key members of the indigenous aquaculture sector

Summary

This report explores results from the 2020 stakeholder survey conducted by Intuitive Solutions. This survey focussed on the following stakeholder groups: 
 
Stakeholders directly involved with fishing and aquaculture sectors (described as being active seafood businesses);
Stakeholders who are supply chain partners; and
Stakeholders who we describe as non-business stakeholders. This will include:
▪ Federal, state and territory governments, including fisheries and natural resources
managers, along with
▪ The research community, including universities, government fisheries organisations,
and private research providers.
 
Contents of the survey explore aspects of stakeholder engagement with FRDC.
