Need

The ARFF Tackle Box project is funded through the ‘our marine parks’ grants funded by Parks Australia. The project aims to develop a recreational fishing app to collect data from scheduled recreational fishing competitions around Australia with the aim of being able to provide data on the interactions of recreational fishers with Australia’s Commonwealth Marine Parks. So far, the application has 1049 unique users, used for 9 fishing events, and has had data input for 1905 fish and 85 Photo only competition entries.
A real and meaningful opportunity exists for ARFF to lead the national recreational fishing community by introducing some simple retooling of the ARFF Tackle Box app and get on the front foot. There will be a push from some groups to keep people fishing but the reality is we need to be responsible right now. At this point, I think this is a moment FRDC can shine as well by supporting with funding as I am told there is considerable funds still available with the Rec Fish Research budget. Also, the government has subtly announced fiscal stimulus packages for sports and arts soon to keep the population engaged and there maybe potential to tap into both sporting/recreation and mental health funding. We have received offers of help to apply for these funding opportunities by professionals in these fields when they become available.
The proposal is to revise the current model and focus on the stash of data that exists already on people’s phones and keeping people engaged at home so that when the crisis passes, they are ready to go on our network. Capitalising on the low hanging fruit without fishers actively fishing and easily reach a user target of ten thousand people in a matter of weeks and potentially One hundred thousand users within 6 months without leaving home. This consists of 5 key elements:

• Fantasy/Photo only competition where people submit what they have on their phones from previous fishing trips before ARFF’s “quarantine at home/fish within the rules” policy came into effect.
• Community voting, engagement rather than “scoreboards”. It actively engages the community without the need to leave home.
• Keeping people connected with regular briefings and interactions with the states and regio

Objectives

1. To further develop the Tackle box project/application (funded by Parks Australia) to connect recreational fishers during the COVID-19 situation
2. To use the extended platform to educated recreational fishers on the relevance of Government measures to recreational fishing, ensuring those that should not be fishing don’t and those that can know under what conditions they can.
3. To extend FRDC information through the new platform including advertising of the current national social and economic survey and extending of results and information relevant as they become available. Extend other relevant project information in this time such as Tuna Champions, fish handling practices, habitat rehabilitation, safety etc.

Summary

This project examined the impact of Covid-19 on recreational fishing using a citizen science approach. The Australian Recreational Fishing Foundation (ARFF) teamed up with Infofish Australia Pty Ltd to use recaptures of tagged fish in Queensland and fishing competitions around Australia in novel ways to assess the impact by comparing data from 2020 with 2019.

Need

Hosting the WRFC in Melbourne will provide a unique opportunity to build capacity and leadership in the Australian recreational fisher, scientific and management communities, and develop skills in modern technology and methods. It will increase participation in recreational fishing by showcasing Victoria’s and Australia’s fishing and tourism experiences to leading and influential recreational fishing stakeholders from across the world.
The event is expected to attract hundreds of international visitors from at least 20 countries, as well as thousands of recreational fishers and fishing experts from across Victoria and Australia.
Hosting this major event requires support from key recreational fishing stakeholder groups. We would like to seek FRDC’s financial support to assist with operating costs including venue hire (Melbourne Convention Centre), guest speakers, advertising and promotion, and other logistics expenses for the WRFC.

Summary

The Victorian Fisheries Authority (VFA) was announced to host the next World Recreational Fishing Conference (WRFC) to be held in 2023 in Melbourne. The WRFC is the world’s most prominent gathering of the recreational fishing community and is held every three years for researchers, recreational fishers, angling organisations, governments worldwide to meet and exchange knowledge on hot topics in recreational fishing. The Victorian bid was prepared in partnership with recreational fishing organisations including VRFish and FutureFish Foundation, Women in Recreational Fishing Network (WIRF) and Australian Recreational Fishing Foundation (ARFF). The objective of hosting was to run a high standard international conference which attracted hundreds of Australia’s and the world’s best recreational fisheries scientists, managers and leaders to Melbourne to share and extend their knowledge to their peers and to inspire world’s best practice and increase participation in recreational fishing. FRDC’s specific objective was to deliver a successful WRFC which explores the challenges of recreational fishing in a changing world, shares the latest science, management and stakeholder knowledge, promotes inclusion and cooperation amongst diverse stakeholders and fosters best practice to maintain recover and protect the worlds recreational fisheries.

Need

South Australia’s Marine Scalefish Fishery (MSF) is currently undergoing a strategic review with the principal aim of restructuring the fishery in order to ensure its long-term sustainability and economic viability. The heterogeneous mixture of participants, fishing devices, licence conditions and regulations associated with this fishery makes the tasks of administering and managing it extremely challenging. These complexities intertwined within a highly dynamic fleet that is capable of shifting fishing effort amongst species and regions often alters the emphasis of its overarching management. Industry and Government are working collaboratively to address the inherent complexities of the fishery through firstly developing a mechanism to rationalise the fleet, then reforming its overall structure, and ultimately refining its future management. In order to optimise this structural reform, it is necessary to disentangle and understand the fleet dynamics of this extremely complex fishery. This project aims to explore the implications of strategic management options (e.g. regionalisation, licensing, ITQ’s and ITE’s) on the future structure and viability of the MSF, from resource sustainability, economic and social perspectives.

Objectives

1. To review the structure and function of multi-species, multi-gear fisheries around the world.
2. To disentangle the complexities of the South Australian commercial Marine Scalefish Fishery to describe long-term spatio-temporal trends in the composition, dynamics and socio-economic performance of the fishing fleet
3. To evaluate the possible strategic management options such as regionalisation, licensing, ITQs and ITEs on the future structure and viability of South Australia’s MSF
4. To determine the biological, economic and social 'carrying capacity' of the MSF across key regions of the fishery.

Summary

This study was undertaken by the South Australia Research and Development Institute (SARDI) in collaboration with PIRSA Fisheries and Aquaculture, BDO EconSearch, the Marine Fishers Association (MFA), Fishwell Consulting and University of Canberra. This project guided the reform of South Australia’s commercial Marine Scalefish Fishery (MSF) by providing scientific advice and analyses to underpin its implementation. The MSF is a multi-sector, multi-gear and multi-species fishery, making any management reform a complex and difficult process. Both the sustainability of key stocks and commercial fishery’s economic performance have been deteriorating over a 20-year period; significantly influenced by fishery overcapitalisation. Simply put, there were too many fishers and not enough fish to support a vibrant and sustainable commercial fishery. This was addressed through the three ‘pillars’ of the reform: regionalisation, unitisation and rationalisation. These pillars were reflected in the reform with: 1) the creation of four new zones of management; 2) implementation of individual transferable quotas (ITQs) for appropriate ‘Tier 1’ stocks; and 3) rationalisation of the commercial MSF fleet by removing one third of licences through a voluntary licence surrender program (VLSP). These pillars were supported by research on the biological, economic and social carrying capacity of the fishery. The reform was implemented on 1 July 2021 resulting in a fishery that has regional management with appropriate output controls and a reduced fleet size.
