Need

It has been clearly identified by industry members that there is a need for improved and/or alternative processing methods for crustacean species in Australia. Developments in international trade and food standards indicate that a review of current and alternative processing methods is required. Any improvements in the yield and quality of the cooked products will result in a significant market advantage and increased profitability.

Initial studies will focus on western rock lobster as this is a high value market in which a significant portion of the catch is processed. It is proposed that further complementary projects will be initiated to extend this work to other species of crustacea and other technologies over the next few years.

The western rock lobster industry turns over $300 million annually, with 70% of the catch currently marketed as processed product. The major issues with western rock lobster cooking are weight recovery and melanosis reduction. Melanosis occurrence is related to cooking methods (FRDC 2001/235). Currently sulphites, are widely used in the seafood industry to alleviate melanosis, but high levels of sulphites results in a negative impact on flavour and health (McEvily and Iyengar ,1992). Other antibrowning agents, such as Everfresh (4-hexylresorcinol), have not found wide application. For some decades, western rock lobster processors have attempted to refine their traditional cooking method (batch boiling), but to no avail. Recent advances in alternative cooking methods offer the possibilities to improve yields. For example, when compared to boiling, Laitram Machinery Inc., reports typical yield increases of 2% for steamed homarid lobster. A 2% improvement in cooked weight recovery would bring an additional return of approx. $2.6 million per season to the western rock lobster industry. There is a need to address a number of questions regarding the impact of alternative cooking methods on weight recovery and melanosis rates for the western rock lobster. For the first time, these impacts can be assessed objectively using key information gathered in FRDC project 2001/235.

Objectives

1. To determine the standard processing protocol for three alternative cooking method (steam, steam plus pressure and microwave cooking)
2. To investigate factors impacting on uptake of water and antibrowning agents during drowning of rock lobster, correlated to associated weight recovery and melanosis development
3. To evaluate the impact of alternative cooking methods, (microwave cooking, steam, and steam plus pressure) on weight recovery and melanosis rates
4. To evaluate the postproduction sensory quality of rock lobster processed by alternative cooking methods in comparison to rock lobster processed using standard practise (boiling)

Summary

This project has identified the processing parameters required to optimise rock lobster processing using atmospheric steam cooking to ensure increased weight recovery, reduced melanosis and improved post processing sensory quality. 

The information arising from this project enables processors to maximize their cooked weight recoveries whilst ensuring reduced melanosis through the use of the identified steaming protocol. This will lead to increased profitability and efficient use of the resource is possible through minimising costs of cooking and maximising financial returns due to improved yield and sensory appeal. The product will also be more competitive on the international market due to the improved sensory appeal and ability to reduce use of undesirable chemical treatments (sulphites).

Need

The rocklobster industry was the most valuable seafood industry in Australia valued in excess of $550 million per annum in 2001-02. An estimated $200 million per annum has been lost nationally in the last 3 years from the market value of Australian rocklobster due solely to a decline in market price.

The major Australian rocklobster industries face a number of common national and international marketing issues. Specifically if informed market development investments are to be made at the sector level, the following need to be canvassed, understood and addressed:

1. the benefits and costs of market development based on regional, State, species, and national approaches
2. the value of accreditation and options for establishing traceability
3. cultured lobster – opportunity or threat
4. the benefits and costs of syndicating market development activities with other seafood sectors
5. the benefits and costs of linking with other food and beverage sectors
6. linkages with SEA, NAC and NFIS in relation to market development and
7. industry market development structures, funding and management.

In summary there is an immediate need for funding support to the national rocklobster industry to deal with a series of important market related issues if it is to effectively engage in a range of local and national initiates which will be finalised in 2005.

A restructured Congress presents as the ideal vehicle to deal with these strategic challenges. The opportunity exists in 2005 if cost effective and operationally feasible, to link with Seafood Directions.

Objectives

1. To expose industry members to key national and international market development issues and advances.
2. To develop a strategic approach to national rocklobster market development.
3. To update industry members on other key issues of strategic national importance.

Summary

Two years on from Congress 3 in Fremantle 2003, lobster prices are 30% lower, the SA Northern Zone has adopted quota, lobster propagation is developing and product quality is a given in markets. As well,  lobster markets, marketing, market development, Marine Stewardship Certification, supply chain standards,  national seafood promotions, country of origin labeling, European Seafood Expo and the National Food Industry Strategy, are all opportunities for national lobster industries.  

The Congress posed the questions “Should the industry work together on these opportunities and if so which ones and how?”

The Congress was hosted by the Tasmanian Rock Lobster Fishermen’s Association in conjunction with Southern Rocklobster Limited, with support from industry in each lobster producing state.  The location was Hobart and the Congress was held from 11th – 13th October, 2005.

The Congress was also important for the dissemination of information from the FRDC Rocklobster post harvest and Rocklobster enhancement and aquaculture subprograms and on key marketing issues. Presentations were made by 21 speakers, with over 170 people attending various parts of the program.

The key message from the Congress was that action is required that would involve the respective Australian State rocklobster industries, as well as the NZ industry, and communication should be upgraded and formalised through the engagement of the industry executive officers and members across Australasia.

An area of particular interest to Australia includes lobster ecosystem models and assessment. There is a need in all of Australia’s lobster fisheries to address ecosystem issues for both Environment Australia and forthcoming ecological sustainable development requirements. In association with these requirements there is a need for Australia’s premier fisheries export industry to obtain and maintain industry accreditation for current and developing markets. Several Australian States, with the support of the FRDC Rock Lobster and Aquaculture Subprogram are investigating the potential for a rock lobster aquaculture industry. To aid this development there is a need to be abreast of the latest developments around the world.

The conference will also provide an opportunity to hear of the application of new technology and to form partnerships with experts pioneering new developments.

Need

RESEARCH RELEVANCE AND ACCEPTANCE

FRDC is continually asked to fund a wide range of projects in the rock lobster post harvest area. These include studies of post-capture handling, transport, live holding cooking, packing, storing, freezing, Australian and international shipping, etc. To ensure that the investment in R&D results in significant profits for the industry it uses the Subprogram to assist it to measure the quality of science of the application, plan the research with industry partners to ensure improved outcomes, develop a comprehensive extension program, and ensure a high level of adoption of the results.

The Subprogram has achieved a high degree of research coordination between the States and an effective communication strategy to ensure service delivery to the industry. The Subprogram has added value to the FRDC's research investment by managing its project portfolio in this manner. This could not have been achieved without an independent Subprogram Leader and a highl responsive Steering Committee that is represented by industry members across Australia.

RESEARCH EFFICIENCY

Because of the Subprogram there have been substantive savings in the operation of projects and in the funding approved for new projects. The Subprogram ensures that the projects are appropriately costed, involves the industry in the projects where ever possible, and coordinates travel and workshop budjets to ensure a more efficient use of limited research funds.

NEW PROJECT DEVELOPMENT

As an indication of needs. The Subprogram is currently examining projects looking at:

1. Designing improved baskets for transporting both western and southern rock lobster lobsters. This project will be developed mainly with non FRDC funding.

Basket designs vary widely in the industry. The were developed add-hock all over different parts of the fisheries and all over Australia. In recent years there have been many modifictions to original designs as fishers attempted to transport ever increasing numbers of lobsters in a condition 'suitable for live export'. A better designed basket could provide financial savings to fishers and processors, and perhaps make them an interchangable item, similar to the use of wooden pallets in other industries. In addition, a better basket could assist with health and saftey issues, becuse many of the present baskets in use result in excessively heavy loads being carried, which may cause back damage.

2. Solving the “pink lobster” problem (2003/243)in western rock lobsters which is causing problems for both the wild fishery and processors.

Lobsters with pink flesh are difficult for processors to sell and the definiely get a reduced price. This is also a problem for fishers who, knowing of the processors problems, often tend to discsrd these lobsters at sea. It is mainly a western rock lobster problem but it does occur on a small scale in southern rock lobsters in SA.

3. Value adding the southern rock lobster catch by optimising flesh quality of uder valued large lobsters for the sashimi market (2003/242).

Large southern lobsters are difficult if not impossible to sell and if the are sold it is a very low prices. The possibility of value adding to these lobsters by 'preparing them' for the sashimi market is to be examined.

4. Production a booklet assisting sales of rock lobsters by advising overseas buyers how best to hold live rock lobsters; and documenting the operations of the market in Hong Kong for southern rock lobsters to assist Australian marketers from South Australia, Victoria and Tasmania.

5. The cooking project 2001/235 will lead to dramatic new projects after completing of this study. Progress in this project has impressed the industry and clearly indicated that significant improvements improvements can be made in this area. The cooking techniques in practice can greatly improved. Innovate methods such an microwave cooking will be investigated.

Other projects will be developed after identification and consultation with industry. In all cases the Subprogram seeks quality scientific studies using innovative approaches, with maximum cost effectiveness.

Objectives

1. Coordinate the FRDC Rock Lobster Post-Harvest Subprogram
2. Conduct an annual research workshop to present outcomes from the Subprogram to industry and the public, and to define research objectives for subsequent years
3. Facilitate travel of the Subprogram principal investigators, industry members and Subprogram Leader to biannual scientific committee meetings

5. Coordinate the preparation of Subprogram media releases and workshop publications

Summary

An independent Subprogram Leader, and a highly responsive Steering Committee, that is composed of industry experts from across Australia have provided an effective and efficient system for directing relevant research activities to ensure continued and increased profitability for the Australian rock lobster fisheries. The Steering Committee, under the Subprogram Leader’s direction, worked as an integrated group, rather than a collection of individuals, and carefully selected and recommended projects for funding, and then followed their progress and offered advice to principal investigators in the national interest. The industry representatives on the Steering Committee have also acted to provide research facilities within the industry as the best locations to conduct research, and ensuring the uptake of successful projects as soon as they occur.

The research conducted by the Subprogram has continued to significantly improved Australia’s understanding of the physiology and biochemistry of lobsters, from the time of capture through to processing in a variety of product forms. This is of considerable assistance in investigating methods of better handling, cooking, and/or processing lobsters for live export.

Summary

Perth, Western Australia was the Host State for the third Seafood Directions Conference. The conference is held bi annually and is the premier conference for members and associated parties of the seafood industry. The conference was previously held in Brisbane (2001) and Adelaide (1999), Sydney will host the conference in 2005.

The Rock Lobster Congress 3 hosted by the Western Rock Lobster Council was held on Tuesday 16 September prior to Seafood Directions for the first time.  By holding the congress prior to the conference encouraged attendance by fisherman at Seafood Directions 2003, and this was a delegate base the conference was keen to have attend.

The Women’s Industry Network Seafood Community Conference was a one-day conference held on Wednesday 17 September.  The organising committee believed it was of importance to incorporate this conference into Seafood Directions and also offered a discounted rate to WINSC delegates to attend Seafood Directions on the Thursday.

Need

The need for targeted research to support management of the NE QLD lobster fishery has arisen as a result of the recent and dramatic increase in catch and concern that the increase is unsustainable. In response to this concern the Queensland Fisheries Service (QFS) issued an investment warning for the fishery on 31 May 2001. Also, the NE QLD lobster population is likely part of a wider distributed stock, shared by Australian and PNG fishers in Torres Strait and now these fisheries are over-exploited and managers are taking measures to ensure sustainability. In NE QLD, there is an urgent need to gain biological and fishery information to allow implementation of management measures that will ensure catches are sustainable. The commercial catch is monitored by the QFS with a logbook program but no formal stock assessment has been undertaken using this data. However, effort and catch has doubled over the past three years, whilst CPUE has tended to decline. There is also a need to collate existing and new information on the biology of the NE QLD lobster population to assess current impacts of fishing on the stock and so that future research can be prioritised and properly designed to ensure its cost-effectiveness. Future research would likely include field studies to assist stock assessment, breeding population studies, targeted oceanographic studies and efficient observer programs. A critical need is knowledge of the extent of the breeding population and the fate of larval recruits on the NE QLD coast. There is currently pressure from the industry to open areas south of 14°S. However, for informed management decisions it is important to establish how well stocks are connected. Existing allozyme genetic data could not detect stock structure in this species. However, due to the slow mutation rates of allozymes and low variability especially in lobsters, this is not sufficient to conclude that the NE QLD fishery operates on the same genetic stock as the Torres Strait population. It is likely, given the long larval life of lobsters (6 months) that the NE QLD coast, Torres Strait and the eastern Gulf of Papua are source areas and larvae spawned there mix in the NW Coral Sea gyre and provide recruitment to these regions as well as to sink areas south of 14°S. If this is true, fishing occurs in the source area but not on the sink population; biological and genetic information is required to resolve this contrary situation.

Objectives

1. The overall research objective is to collate fishery and biological information on the NE QLD lobster population to permit an assessment of the status of the fishery, recommend sustainable management measures and identify future research priorities to fill information gaps that preclude sustainable and long-term management of the fishery.
2. Collate historical research information on adult and juvenile lobster geographic and size distribution, spawning and settlement grounds and map spatial data using Arcview software.
3. Collate information collected by the fishery on size and sex distribution, and distribution of breeding lobsters.
4. Recommend sustainable management measures
5. Identify information gaps precluding efficient and sustainable management and prioritise future research to address these gaps.
6. Develop an oceanographic model of the mesoscale circulation in the NW Coral Sea.
7. Determine trajectories of larvae released by the NE QLD lobster population and assess the fate of these larvae.
8. Determine the potential boundaries of the source and sink populations.
9. Identify and prioritise future oceanographic research to assist sustainable management
10. Collate, validate and analyse all catch and effort data available from QFS logbook entries.
11. Validate logbook information through an observer program and recommend a cost-effective protocol for future programs.
12. Assess catch and effort trends of the NE QLD lobster fishery and develop a stock status methodology.
13. Recommend future logbook data collection.
