Need

Effective coordination of the activities needed to progress the implementation of Ecologically Sustainable Development (ESD) within the fisheries and aquaculture sectors is essential. The concepts of ESD cover a variety of different disciplines including environmental, social, economic, legal and administrative. Furthermore, the stakeholders involved include the research agencies, fisheries management agencies, environmental agencies, the commercial, recreational and aquaculture industries along with the non-government organizations plus indigenous interests. Therefore, the standard jurisdictional, discipline or stakeholder consultative structures are not appropriate to meet this task.

A “Subprogram structure”, which has a reference group that acts both as a coordinating group and as method of increasing communication amongst the different parties, has proven an effective method of administering these activities for the past two years. The duration of the current ESD Reporting and Assessment (ESDRA) subprogram project will finish in June 2004. At this time, however, a number of ESD based initiatives will still be underway. Moreover, a number of new initiatives have only just been endorsed by the ESD reference group and the Ministerial Council for Natural Resource Management (NRMSC) and are likely to be funded in the coming round of applications. Therefore, to assist in the effective management and coordination of these activities (and any future developments) an extension of the subprogram for a further three year period will be required.

Objectives

1. Facilitate the discussion and coordination of ESD related issues amongst the various stakeholder groups
2. Coordinate and facilitate the development and evaluation of ESD related project applications submitted to FRDC
3. Coordinate the preparation and delivery of the ESD subprogram communications strategy
4. Facilitate travel of ESD Reference group members to the annual workshop and meetings

Summary

The second stage of the operation of the ESD Subprogram was successful, but compared to the focus during the first subprogram period, mostly in a consolidation manner rather than from the generation of significant new tools. This was necessary because it takes time to adopt and integrate significant changes to the methods of operation of agencies and industries. The policies must be there before any real activity can occur and we found that for the broader focused, cross fishery/cross sector applications of the framework, agencies were not in a position for much of the time to apply this.

There was also the need to get a level of harmonization of policy and processes amongst agencies - especially between fishery and environment agencies before these broader frameworks can be applied in an effective manner. Such discussions are now occurring in some jurisdictions and these regional types of frameworks are therefore becoming more relevant to their operations and it is likely that they will be used with increasing frequency over the coming few years.

The projects and processes undertaken through the ESD subprogram (and related activities) have overall, been successful. It has provided the basis to demonstrate whether management has credibility with the issues of resource sustainability, functional ecosystem relationships and habitat processes such as is needed to meet the requirements of the Commonwealth's EPBC assessment. Most jurisdictions are now using the tools and frameworks developed by the subprogram or related projects.

Need

Keeping Australia free of Crayfish Plague relies on quarantine restrictions recommended by the OIE which prohibits the importation of live crayfish from countries where the disease is either reported or its presence cannot be ruled out. However, in Europe where this strategy is also carried out, attempts to protect native stocks from Crayfish Plague by banning the importation of crayfish have been unsuccessful. Although quarantine protocols have so far excluded the disease agent from Australia, it is vital that an eradication and control strategy is in place in the event of a diagnosis of the disease.

This application seeks to provide the Australian freshwater crayfish industry with an efficient and successful eradication and control strategy for Crayfish Plague that can be immediately applied should a disease incursion occur. The strategy would be based on the experience of other countries affected by the disease, and current and applicable scientific evidence. Detailed knowledge of affected industries, the region and habitat, diagnostic laboratories and current methods is required and the strategy would be developed in consultation with stakeholder groups. The Crayfish Plague disease strategy manual would form part of the AQUAVETPLAN requirements for management of disease incursions as identified by the government under the Emergency Response Management Plan for aquatic diseases.

Summary

Crayfish plague is a serious disease of freshwater crayfish in Europe. The infectious agent, Aphanomyces astaci, is an Oomycete that produces hyphae and zoospores and is similar to a fungus. Studies have shown that Australian freshwater crayfish are susceptible to the disease but the disease has never been diagnosed in Australia.

The production of a crayfish plague disease strategy manual was prioritised for funding as part of the Emergency Management Planning Program of the Federal Budget Initiative 'Building a National Approach to Animal and Plant Health'. The project was administered by the Aquatic Animal Health Subprogram of the Fisheries Research and Development Corporation. The manual was developed with extensive consultation with key industry and government groups, including public meetings in Brisbane, Melbourne, Perth and Adelaide.

Need

Whichfish.com.au is the FRDC B2B portal which provides the results of the risk assessments of key Australian commercial species as well as those species which have are certified under a GSSI recognised scheme. It is important that external assessors apply and interpret information in a consistent way.
This requires a supporting document, a Guidance Document, to guide assessors on how to interpret the risk assessment criteria, the evidence to be used and on scoring. This Guidance will be used for both Australian species assessments (Whichfish.com.au) and New Zealand(openseas.org.nz).
This project seeks to develop that guidance document.

Following this project, any species undergoing risk assessments will have outcomes reported on the respective ANZ websites to ensure full transparency.

Need

Statistics on Australian fisheries production and trade seeks to meet the needs of the fishing and aquaculture industry, fisheries managers, policymakers and researchers. It can assist in policy decisions, industry marketing strategies and the allocation of research funding or priorities. The gross value of production for specific fisheries are used for determining the research and development levies collected by government. The neutrality and integrity of GVP estimates is therefore important due to their forming the basis for research levies for each fishery. At the international level, the Department of Agriculture through the Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES) contributes to a number of international databases. These include databases managed by the Food and Agriculture Organisation (FAO) and the Organisation for Economic Cooperation and Development (OECD). Information at the international level can assist in international negotiations on issues such as trans-boundary fisheries and analysis of trade opportunities.

Objectives

1. To maintain and improve the data base of production, gross value of production and trade statistics for the Australian fishing industry, including aquaculture.
2. To provide these data in an accessible form.

Summary

Since 1991 ABARES has published detailed production and trade data annually in Australian fisheries statistics, now renamed Australian fisheries and aquaculture statistics. The publication is designed to meet the needs of the fishing and aquaculture industries, fisheries managers, policymakers and researchers. The research undertaken for this edition produced data on the volume and value of production from Commonwealth, state and NT fisheries, and the volume and value of Australian fisheries trade by destination, source and product from 1998–99 to 2017–18.
