Need

Building on the circularity discussions and work being undertaken by FRDC and the industry, this project seeks to undertake the legwork required to establish a nationwide on-demand End of life (EOL) fishing gear recovery system for Australia and pilot it in key locations. The materials that many nets and ropes are made of are highly valuable and recyclable and in fact in many other countries, is already being recycled or remanufactured. Until now, having a national system has been cost prohibitive due to the large distances and need for economies of scale and limited local buyer interest. As a part of the national targets set by the Australian Government relating to plastics use and recycling, commercial fishing and aquaculture sectors have been exploring how to move to a circular economy model and reduce plastic inputs through a variety of projects run by FRDC and others. However, with fishing gear the biggest plastic polymer input, and contamination challenges, there has yet to be a suitable system established.

This project seeks to enable the opportunities that addressing EOL gear provides in Australia to the commercial fishing and aquaculture sector through the establishment of an effective EOL fishing gear recovery system for the country to reduce the landfill costs to industry. It seeks to build on the learnings from previous projects as well as the ten years of experience of our partner Bureo has in in operating an EOL fishing gear recovery program. Bureo currently have an EOL gear recovery system active in 9 countries.

The key objectives are:
● By the end of 2026 there is an effective end-of-life fishing/aquaculture gear recovery system implemented across key fishing ports, and key aquaculture centres benefiting regional communities and fisheries conservation and assisting the Australian Government to address plastic recovery/recycling targets.
● By the end of 2024, the enabling environment for an effective and fit for purpose EOL fishing/aquaculture gear recovery system is in place within Australia, with commencement of recycling underway in key pilot locations.

Objectives

1. By March 2025 the feasibility of and logistical requirements are understood to establish a national end of life recovery system for commercial fishing and aquaculture gear in Australia and an enabling pathway for roll out created.
2. By the end of 2026 there is an effective end-of-life fishing/aquaculture gear recovery system for Australia implemented across at least 5 key fishing ports, with measurable benefits being delivered to regional communities, industry, conservation, while contributing towards the Australian Government’s recycling targets.

Whale entanglement mitigation program – understanding whale population dynamics, entanglement dynamics and gear modifications to reduce entanglements in WRL gear

Need

Whale entanglement in fishing gear has posed a major threat to the Western Rock Lobster (WRL) industry over the last decade. Adverse media attention has to date been avoided, but 2020 saw the first entangled whale appear dead on a WA beach entangled with gear from the state's fisheries. Similarly, several "public" rescues were undertaken of entangled whales which is extremely dangerous. Attempts to disentangle whales has led to the death of responders previously in both Canada and New Zealand. Such events have the capacity to provide a significant threat to the activities of the WRL industry through erosion of their social license.
A program to direct entanglement mitigation research over the next four years will increase the strategic focus of research and increase the efficiency of the application and granting process, thus leading to a more rapid implementation of outcomes into the management of the fishery. Critically, broad dissemination of the outcomes of these project will assist in creating a more resilient social license. This will be important when adverse media attention is focused on the industry as the result of either the death of a whale or responder attempting to disentangle the whale.

Objectives

1. Understand the inter-annual shifts in the humpback whale migration along the WA coast
2. Determine the dynamics and WRL gear involved in humpback whale entanglements
3. Determine the population size of the Western Australian (Stock D) humpback whale population.
4. Investigate novel mitigation measures to minimise entanglements in WRL gear.
5. Support WRL gear disentanglement operators through provision of equipment and new technologies.

Need

- Develop a land based platform guide to include: structural materials on the market, suitability of different platforms in different aquatic environments, different stakeholder user needs (e.g. wheelchair access), engineering standards/ requirements. The guide outlines and addresses the current barriers to installing land based platforms (in WA) and aims to identify and address the knowledge gaps of land based platform developments. The guide will include a start to finish process identifying major steps and considerations that are needed to deliver a fishing structure.
- Develop a catalogue and map of land based fishing priorities for Western Australia (marine and freshwater) so the the guide can be used by Recfishwest, Local and State Government to further invest in innovative, cost effective best practice jetty developments
- Develop a case study understanding the social value of Esperance Jetty via surveys of recreational fishers to develop a narrative for the role jetties play in the recreational fishing sector (Esperance Jetty has recently been rebuilt and has a historical fishing value and the new build includes fishing specific design features)

Need

Many aspects of marine systems, including diverse species, habitats, and environmental issues, need expansive research to better understand and manage sustainability of the fishing and aquaculture industry. Unfortunately, data collection is one of the most resource-intensive aspects of science and can hinder the progression of commodity-specific research and development (R&D). This project will develop best practice guidelines for the creation, execution, evaluation, and evolution of citizen science projects that specifically address research data collection in the Australian aquaculture industry, which will contribute to research outcomes that facilitate long term productivity and sustainability of the industry. For more than 50 years, formal citizen science programs have proven to be an effective way for communities to contribute to R&D by collecting scientific data that drives decision making and creates innovative solutions.
This project involves a four-stage approach to enhancing R&D practices for recreational fishers, fisheries scientists, and fisheries managers by providing researchers with industry-specific information to design citizen science projects that actively engage recreational fishers. The approach provides flexibility and agility to ensure the project can achieve high quality deliverables, on time, and in budget:
1. Consultation with industry stakeholders to determine current barriers and opportunities to developing, implementing, evaluating, and evolving citizen science projects targeted at recreational fishers.
2. Desktop review and global “environmental scan” to best characterise citizen science programs, projects, and frameworks relevant to recreational fishing.
3. Development of researcher citizen science guidelines for recreational fishing that provides detailed information pertinent to industry challenges and opportunities. The guidelines will be led by the results of Stages 1 and 2, and will be intuitive, user-friendly and easily updated in the future.
4. Industry communication of the guidelines to ensure streamlined adoption by researchers and improved return on investment for this project.
Strategies to amplify collaborative and sustainable citizen science opportunities identified during this project will enhance FRDC R&D outcomes 3 (a culture that is inclusive and forward thinking) and 5 (community trust, respect, and value). The guidelines will help build an environment where researchers work directly with recreational fishers, which will promote inclusivity with stakeholders, harness the wealth of local ecological expertise and foster a solution-driven culture throughout the supply chain.

1. Characterisation of citizen science programs, projects, and frameworks relevant to recreational fishing in Australia.
2. Facilitating the identification, design, and impact measurement of marine-based citizen science programs that are of benefit to recreational fishers in Australia.
3. Provision of guidelines to citizen science practitioners to optimise community engagement and outcomes in marine-based citizen science projects.

Need

Recognising that harvest strategies are not particularly effective in meeting the needs of the recreational fishing sector, there is a need to identify the correct vehicle(s) for appropriately considering the objectives of the sector in management frameworks. This will require intensive engagement with stakeholders through national and State peak bodies and fishery managers to establish a shared understanding of the limitations of current fisheries management frameworks and promote innovation in formulating alternative systems.

The need to develop a systems model for the recreational sector has been identified as critical to ensuring fisheries management frameworks effectively recognise recreational fishing considerations. The model would provide a framework for fisheries managers and recreational sector stakeholders to collaborate in designing and implementing the intensive consultation and technical processes necessary to ensure recreational fishing drivers are understood and information, data baselines and monitoring needs are agreed. Addressing this critical gap will enable the development of fishery management tools which are better able to achieve fishery management goals and are supported by all stakeholders.

This project will undertake intensive engagement with the recreational fishing sector and fisheries managers to build a consolidated understanding of the recreational sector and the values, goals and motivators of model identified segments within the fishery which will provide important inputs in fisheries management frameworks. It will examine the pre-conditions for recreational sector objective setting and design a systematic process to ensure objectives are rigorously formulated and effectively integrated into fisheries management plans and harvest strategies, with consideration of the needs of all resource users.

The key output will be a systems model which defines objective setting processes and outputs prior to the commencement of management planning processes. This will establish clear guideposts and criteria, from which managers and stakeholders can confidently progress to management plan and harvest strategy development in a responsible manner.

Objectives

1. Critically analyse the effectiveness of contemporary fisheries management frameworks as vehicles for driving fishery management for returns to the broader/recreational community with consideration of all resource users.
2. Recommend any changes in current approaches that better recognise recreational fishing considerations in fisheries management frameworks.
3. Development of a model framework that defines systems and processes for adoption and delivery of recreational fishing objectives into management plans and harvest strategies with consideration of the cost of implementation including data collection.
