Need

This project will provide a wholistic decarbonisation decision platform as the aquaculture industry builds its climate resilience. This will directly continue the work from existing projects (Climate Resilient Wild Catch Fisheries FRDC - Project Number: 2021-089) and offers both a ‘one stop shop’ approach for viable available options, as well as emerging solutions that are forecast.

The key activities are:

Seaweed National Hatchery Network (NHN) – Tropical Research Hub for Asparagopsis taxiformis

Need

This project provides the resources for JCU to establish and operate the Tropical Research Hub for the National Hatchery Network in collaboration with ASSA researchers for 18 months (until 31 March 2025) which is the stipulated grant duration.

This FRDC project will provide the funding for JCU to engage key technical capability needed to support the Hub and establish the facilities for exclusive and continuous use for the project over the grant period, as well as provide the facilities and services of the ASSA employees (~2) working at this Hub.

The core objectives of the Research Hub will be to:
1. Establish facilities and equipment required for the development of the Tropical Seaweed Research Hub
2. Deliver a focused research program to close the life cycle, of Asparagopsis taxiformis, with the goal of being able to produce spores and seedlings.
3. Develop biological contamination management techniques for seed production.
4. Collect and maintain a clean broodstock culture collection.
5. Develop hatchery technology and equipment needs through experimentation.
6. Contribute to the development of a Hatchery Manual and knowledge sharing and dissemination.

The establishment of foundational seaweed hatchery capabilities at a strategic location in the Tropics, alongside the accelerated availability of seedstock and the provision of guidance in hatchery design and techniques marks a pivotal advancement in the journey of the seaweed industry in Australia. The Tropical Research Hub at JCU will help ensure sustainable industry growth by addressing the emerging R&D challenges surrounding hatchery techniques, strain selection, and seed production of Asparagopsis taxifomis. Moreover, it will foster a collaborative relationship between industry stakeholders, governments, and research institutions, promoting the development and progress of seaweed cultivation.

Objectives

1. Establish facilities and equipment required for the development of the Tropical Seaweed Research Hub as well as maintain the facilities, equipment, and consumables. There by providing research capacity for the development of robust and repeatable hatchery production techniques.
2. Deliver a focused research program to close the life cycle, of Asparagopsis taxiformis, with the goal of being able to produce spores and seedlings. Undertaking R&D to fast track the life-stage process through life cycle manipulation and understanding the eco-physiology of the species.
3. Develop biological contamination management techniques for seed production.
4. Collect and maintain a clean broodstock culture collection. For use in current and future projects.
5. Develop hatchery technology and equipment needs through experimentation.
6. Contribute to the development of a Hatchery Manual and knowledge sharing and dissemination. Collect and collate relevant information to be stored on a grant provided databases available to interested industry people and researchers. Provide milestone reporting of technical and financial progress to FRDC against plans, identifying achievements and challenges, and budgets. Contribute stakeholder engagement activities associated with the Tropical Research Hub. Contribute to training and knowledge sharing activities (extension).

Need

We submit this EOI as a non-competitive sponsorship application.

The ASFB is the premiere professional Society promoting research, education and management of fish and fisheries in Australasia. Our capacity to facilitate these goals is dependent on the amount of financial support generated from ASFB members (via membership fees), conference sponsorship (from Government and industry stakeholders), and the FRDC.

We request a new round of funding support from the FRDC to allow us to continue delivering our annual conference and supporting students and early career researchers (ECRs) at a high level. We also request support from FRDC to help facilitate the following: i) real advancement in our Society’s engagement with, and inclusion of, First Nations peoples; ii) recognition and promotion of the value of the core principles of equity, diversity and inclusion in the fish and fisheries sector; iii) better engagement of fisheries managers with scientists; and iv) closer ties with our neighbouring Asian Fisheries Society.

Students and early career researchers represent the future of Australasia’s fish and fisheries sector. ASFB has a long and successful history of promoting and supporting student and ECR members as they undertake their research training, showcase their discoveries and ideas, and begin a career working with fish and fisheries. For the last 10 years, FRDC has been an invaluable partner in this endeavour through the provision of travel bursaries that enable students to attend our annual conference and awards that recognise outstanding achievements. We request FRDC funding to continue supporting our students and ECRs.

ASFB has been making steady progress in ensuring our Society actively supports and facilitates an equitable and inclusive environment that promotes the value of diversity. In 2014, our 40th annual conference (held in partnership with the Australian Society for Limnology; FRDC 2013-404) was built around the theme of ‘Indigenous participation in research and management of aquatic ecosystems’. We facilitated a workshop on Indigenous cross cultural awareness, and throughout the meeting, delegates had the opportunity to explore ways of meaningfully including indigenous peoples in the design, delivery and interpretation of scientific work. Ten years on, we believe there is still a clear need for ASFB to better engage with and include First Nations peoples in our Society. We seek financial support from FRDC to form an independent working group that includes strong indigenous representation, alongside ASFB representatives, to advise our Society on how we can enact meaningful actions that help achieve these goals. Whilst we do not seek to pre-empt the working groups recommendations, we see great opportunity for ASFB to promote the primacy of Indigenous Peoples around water and fisheries rights, facilitate the inclusion of cultural practices and knowledge into western science and management paradigms, and to build capacity of Indigenous Peoples in the sectors of fish, fisheries and aquatic natural resources.

Our Future of the Society Committee is currently drafting a policy document that promotes the importance of equity, diversity and inclusion in ASFB. At our 2016 conference, we held an important event titled ‘Women in Ichthyology’. This was borne from the acknowledgement that, while in recent decades we have made great strides in achieving higher representation of women in research, the job is far from done. Women are often equally represented at lower tiers of the research sector, such as postgraduate students and early career levels, but rapidly dwindle as the professional hierarchy increases to senior leadership roles. The 2016 event celebrated the key contributions of women to fish and fisheries science, and explored how we can all encourage gender equity in this area. We have seen a steady increase in the representation of women in senior roles in our Society (e.g., three of our last six presidents since 2012 are women; three of the last six winners of the prestigious K. Radway Allen Award were women). We believe that more can and will be done to address gender equity in our Society.

The ASFB endeavours to be free from all forms of discrimination, and welcomes all members regardless of age, cultural background, ethnicity, gender identity or expression, physical or mental differences, politics, nationality, religious affiliation or beliefs, sexual orientation, marital status, family or caring responsibilities, socio-economic background, career status, and work experience. The ASFB aims to continue to foster an inclusive environment where a diversity of people, ideas and perspectives can inspire members to advance fish and fisheries science and management. We seek FRDC support to host a plenary presentation and/or special session on the equity, diversity and inclusivity challenges and opportunities we face in the fish and fisheries sector at the 2024 annual science conference in Newcastle, NSW.

The annual conferences of ASFB provide a fantastic opportunity for fisheries managers from around Australia and New Zealand to meet up and experience networking opportunities with their peers and fisheries researchers. Our conferences provide a forum for managers to hear about the challenges faced in other jurisdictions and work together to develop solutions and innovations. Feedback from our members who are fisheries managers is that it is difficult for them to attend our conferences due to low levels of support from their employers for travel and registration costs, which is a poor outcome for fisheries managers. In turn, our broader membership suffers because they miss the opportunity to engage with managers in an environment conducive to knowledge sharing and collaboration. Furthermore, our students and early career researchers are not exposed to employment opportunities in a valuable sector of our industry. Here, we propose a new travel bursary program, co-funded by FRDC, ASFB and employers, to address the major financial barrier limiting manager engagement with our Society’s activities.

Lastly, we need a vibrant and viable Society to deliver on our project objectives. ASFB is now 53 years old. Throughout this time, the Society has successfully served its membership, and by extension, the broader fish and fisheries community in Australia. Our executive council and sub-committee members are all volunteers and collectively dedicate thousands of hours in-kind each year to ensure we provide effective leadership and deliver on our responsibilities (conservatively valued at $100,000 pa of salary). More recently, we have sought professional support to administer membership databases, facilitate conference logistics (they work for local volunteer organising committees), handle internal and external communications and maintain our website. These are all essential roles and beyond what can be expected from our volunteer office bearers. We are reviewing our current membership fee schedule to help cover some of these costs. We seek FRDC support to contribute to the management and facilitation activities of our Society so that we can continue to deliver excellent opportunities for all our members and successfully deliver on the important objectives outlined in this proposal.

Objectives

1. Provide a nationally and international relevant forum for researchers, managers and stakeholders to meet to discuss issues relevant to fish and fisheries science and management
2. Support, encourage and recognise achievements of early career researchers and students via sponsorship of targeted excellence and research awards
3. Support and encourage student participation at ASFB's annual science conference and key international conferences via sponsorship of travel bursaries, a specific networking event, and any other appropriate activities
4. Assist in setting up an independent working group with First Nations representation to help ASFB improve how we include and engage with First Nations peoples in our Society
5. Develop a co-funded bursary (alongside ASFB and home institutions) to support the attendance of fisheries managers at ASFB’s annual conference
6. Host a special session and/or plenary at a future conference addressing the importance of equity, diversity and inclusion in fish and fisheries

Understanding the feasibility of close kin mark recapture for Scalloped Hammerhead in Australia, SE Asia and the Western Pacific

Need

As a species listed under CITES Appendix II, SHH are harvested under a total allowable catch of 200t, which was implemented for Australia to meet its obligations under non-detriment findings. Further, the conservation status of SHH is currently being reassessed under the EPBC Act. A recent SHH stock assessment undertaken using data poor methods highlighted the paucity of data available for the species and, importantly, that informative data will almost certainly not be available in the foreseeable future. Therefore there is no expecation that current uncertainty will resolve with status-quo data collection strategies.

New approaches, such as CKMR, are required to gather informative data to better understand stock status and verify that the 200t catch limit is appropriate. The project proposed here aims to explore likely scenarios to determine the sample size, budget, and required sampling logistics in order to obtain either an estimate of spawning abundance of SHH stocks found in northern Australia, or to determine that the current catch limits will not be detrimental to the sustainability of the species. This project intends to utilise available fisheries observer data and the current understanding of population trends and demographic information to evaluate

(1) whether the species is a viable candidate for close-kin mark-recapture assessments, and

(2) the extent of sampling required to produce a precise estimate of population abundance and/or other population metrics useful for management.

Objectives

1. Expand recent stock assessment work to parameterise plausible alternative population models for the Australian/SE Asian region, accounting for uncertainty in catch history and stock structure
2. Explore sampling avenues for Australian as well as international jurisdictions, including stakeholder consultation on the feasibility of potential sampling scenarios
3. Estimate sampling / logistical costs of various sampling schemes. This would include information on achievable rates of sample accumulation and sequencing costs to deliver estimates of abundance with acceptable uncertainty (e.g. a coefficient of variation &lt
20%).
4. Determine the feasibility of CKMR for Scalloped Hammerhead in Northern Australia and the Indo-Pacific.

Design of a fishery independent longline survey for chondrichthyans in Northern Australia

Need

Catch Per Unit Effort (CPUE) from commercial logbooks is often used as an index of abundance in stock assessments. However, the use of commercial CPUE as an indicator of relative abundance can be problematic as the underlying assumption that commercial catch rates change linearly with abundance is often compromised. Although some factors that are reported in logbooks can be used to standardise CPUE, there are other sources of variation including:
• Modified fishing practices to target or avoid species to suit quota availability, meet market demands, or to comply with management arrangements.
• Differences in selectivity of fishing gear and use of bycatch-reduction devices.
• The combined impacts of multiple management restrictions on a fishery.
For example, gillnet operations in what was once the Northern Territory’s Shark Fishery now almost exclusively target Grey Mackerel. This change in practice has resulted in an index that is losing its relevance in assessing shark species.

Over 140 elasmobranchs are listed on CITES Appendix II, with the likely-hood that more species will be added in the future. Of the 11,082t of shark landed by the fishery since 2000, CITES listed Hammerheads comprise 17.25% of the shark catch. Other sharks caught by the fishery that were recently added to CITES Appendix II at the Nineteenth meeting of the Conference of the Parties Panama City (Panama), 14 – 25 November 2022 include: Grey Reef Shark, Dusky Whaler, Sandbar Shark, Lemon Shark, Whitecheek shark and all other members of the family Carcharhinidae (which include the Blacktip Shark complex that is the main shark species caught by the fishery - 4688t or 42% since 2000). These species will require a positive Non-Detriment Finding (NDF) and CITES export permit in order to be exported following the 12-month delay in implementation (i.e., December 2023). The fishery also catches Threatened, Endangered and Protected Elasmobranchs, some of which are also CITES listed.

Gillnet and longline effort has decreased since 2000 and there is significant latent effort in the fishery. There is a desire to utilise this latent effort, however, the CITES listing of the majority of sharks species caught in the fishery will increase scrutiny from State, Commonwealth and International environmental agencies, as well as NGOs. This heightened scrutiny will provide greater impetus to demonstrate that shark stocks are at sustainable levels and that fishing is being undertaken sustainably.

There is a strong need for independent survey methods to gain a better understanding of the abundance patterns of shark species over time that can contribute to the development of appropriate management of these species that meets environmental, fisheries, and conservation needs.

Surveying Northern Australia using longlining methods would provide a fishery independent estimate of relative abundance for sharks that would improve economic security and public confidence in sustainability. However, to make an informed decision of the feasibility of a survey a full understanding of the scope of work and cost required is needed. There is a need to look at existing long line surveys undertaken worldwide (e.g. in the USA and Bahamas), to understanding the methods undertaken and the time period required to develop accurate abundance estimates.
