Need

The Australian prawn farming industry is rapidly expanding and APFA has identified the need for assistance to manage the APFA/FRDC IPA as efficiently and effectively as possible to ensure full realisation of benefits for the RD&E investment by industry and the Board of FRDC.
Specifically a position is needed to undertake the following tasks needed by APFA:
• Where and when appropriate, fully expend APFA IPA funds annually to address highest priority R&D issues required by APFA members;
• Identifying additional sources of funding for research activities to maximise the leveraging of APFA IPA funds;
• Applying for additional grants and funding for research activities;
• Increasing people development through workshops/presentations;
• Coordinating successful research activities in a collaborative manner;
• Guiding and assisting the development of applications that align with APFA R&D strategic planning;
• Managing project milestones and inform the R&D committee;
• Managing communication and extension of R&D activities and outcomes to industry and to FRDC;
• Liaising with, and assisting, project stakeholders to ensure outcomes for the industry and FRDC;
• Ensuring the best use of resources and best practice;
• Ensuring effective and rapid dissemination, extension and update of the outcomes of RD&E;
• Assisting the APFA R&D committee to perform their duties through coordination of research applications to APFA and monitoring progress to ensure outcomes;
• Coordinating R&D committee meetings; and
• Developing an annual industry report for FRDC and industry.

Objectives

1. Coordinate development of RD&E projects in line with APFA/FRDC IPA.
2. Manage communications with APFA members.
3. Promote confidence by APFA farm members and researchers in APFA’s RD&E investment for betterment of the industry.
4. Coordinate projects in line with the APFA RD&E Strategic Plan.
5. Promote RD&E investment confidence through an annual industry workshop and presentation at the APFA conference.
6. Promote people development.

Summary

This report describes the outcomes from a five-year Industry Partnership Agreement (IPA) between Fisheries Research and Development Corporation (FRDC) and the Australian Prawn Farmers Association (APFA). The project was led by APFA Executive Officer, Kim Hooper with assistance from members of the APFA Management Committee and Chair of the APFA R&D Subcommittee Tony Charles. The primary objective of the IPA was to coordinate R&D related to Australian prawn farming funded through FRDC and other sources. To ensure involvement of members in the development, execution, and extension of research for members of the APFA.
This project worked within the framework of the APFA Strategic Management plan 2020, to conduct
research in the following key priority areas:
• Animal Health and Performance
• Industry Biosecurity and Border Protection
• Human Capital and Emerging Technologies
• Broodstock-Sourcing, Quality and Supply
• Environmental Sustainability and Compliance
Throughout this project, APFA undertook 14 projects, 4 of which are now complete or near completion. Projects supported by the IPA were consistent with the priorities in the APFA Strategic Management Plan 2020-2025 and FRDC priorities (Appendix A & B). All the projects have delivered benefits to the industry.

Need

Integration of recreational fishing (RF) into harvest strategies (HS) is necessary for many fisheries in Australia, to account for catches that can equal or exceed commercial catch for some key species and to address biological and experiential objectives of the RF sector. Both the Productivity Commission’s report Marine Fisheries and Aquaculture (2016) and the ICES Report from the Working Group Recreational Fishing Surveys (2018) recommend formal integration of RF into stock assessments and harvest strategies. Failure to do so puts sustainable management goals and legislated state and Commonwealth fisheries requirements at risk.

Equitable and quantitative inclusion of RF in harvest strategies is rare. This stems from a traditional focus on the commercial sector and budgetary challenges involved with representatively sampling RF. It is therefore unclear: 1) what types of RF data and monitoring best service stock assessments, (2) which data also track indicators of recreational objectives (often related to the fishing experience), and (3) how to integrate harvest strategy components for multiple sectors. The need to address these knowledge gaps was highlighted by the FRDC priority research call in 2018 - “Integrating recreational fishery data into harvest strategies for multi-sector fisheries in New South Wales”. NSW provides an important test case for addressing issues around RF integration that are faced by most jurisdictions.

Harvest strategy development for multi-sector fisheries requires a transparent and defensible process due to complexities in addressing diverse objectives and apprehension among stakeholder groups. Structured workshops that use easily-understandable, interactive decision support tools and involve independent experts and stakeholder representatives are likely to provide best outcomes. ‘FishPath’ is a leading harvest strategy decision support tool and “bottom up” engagement philosophy that allows experts and stakeholders to interactively contribute to harvest strategy development in a transparent workshop setting. However, it requires additional development in recreational and multi-sector contexts.

Objectives

1. Obtain information on recreational fishing objectives and facilitate improved understanding among recreational fishers of the role of harvest strategies.
2. Identify types of recreational fishing data and monitoring that provide reliable measures of both the biological and experiential performance of fished populations.
3. Interrogate and extend the FishPath decision support software tool to better characterise and integrate recreational fishing information into harvest strategy development for multi-sector fisheries.
4. Develop guidelines and recommendations for the integration of recreational fishing information into harvest strategies for multi-sector fisheries.
5. Develop draft harvest strategies for key multi-sector fisheries using outcomes from Objectives 1-4.

Need

In 2017-18 the FRDC undertook a new approach to the Bi-Annual Seafood Awards. The goal was to create debate around seafood, raise its profile and use this as a vehicle to promote information about sustainability, fisheries management and the R&D being undertaken to underpin it. The approach worked very well generating over 90,000 votes, hundreds of media articles and millions of consumer views of that media coverage.

There is a need to ensure that the base that developed in the first two years is not lost and that the FRDC build on it further.

The initial trial delivered positive results, however their is a great deal of opportunity to still capitalise upon. Delivering content to the 60,000 subscribers and showcase to consumers how sustainable the Australian seafood industry has become.

In 2019 the other driver is the Biennial Seafood Directions conference and National Seafood Awards are on again - with fish and chips again a category.

There is also a need for FRDC to demonstrate how an activity such as the Awards can deliver tangible results - to do this the FRDC are looking to drive opinion with consumers and behaviour with shops.

1. Improve consumers awareness of the sustainability of the Australian seafood industry
2. Raise awareness of Fishfiles as a source of seafood information
3. Develop a database of fish and chip shops and consumers
4. Test page effectiveness through A-B testing of design layouts
