Voluntary behaviour change in recreational fisheries to support sustainability and amenity
This project responds to an FRDC identified opportunity to review and build on previous experiences aimed towards encouraging recreational fishers to voluntarily diversify their target species.
This project targets three outcomes in the FRDC R&D Plan 2020-25:
-Outcome 1. Growth for enduring prosperity
-Outcome 2. Best practices and production systems
-Outcome 4. Fair and secure access to aquatic resources
Our project consists of two phases, each addressing a discrete need identified through conversations with stakeholders.
Phase 1 – Developing a knowledge base and roadmap:
A robust knowledge base, including data on the the magnitude of behaviour changes achieved by previous initiatives, is required to support the use of voluntary behaviour change interventions for diversifying target species as alternatives to direct regulations. Phase 1 will consist of a backwards looking scan of past-experience to construct this knowledge base from case studies that have implemented an initiative to promote voluntary diversification of recreational target species. This will include a global literature scan, and interviews with stakeholders and managers in Australia to document case studies, identify their successes or failures and compile data on the magnitude of behaviour change achieved. The knowledge base will then be used to identify key knowledge gaps and develop a roadmap of research and information needed to support voluntary behaviour change strategies aimed at diversifying target species as genuine alternatives to direct regulations.
Phase 2 – Improving effectiveness:
Effective behavioural change interventions require careful targeting to ensure they are appropriate and acceptable within a specific context. Phase 2 will look forward with a focus on the future implementation of voluntary approaches that can confidently be applied to promote the voluntary diversification of target species for recreational fishers. This will include a forward-looking test of approaches identified through Phase 1 through interviews, focus groups and a survey of recreational fishers to delve deeply into which approaches are acceptable, where they are acceptable and which approaches are most likely to influence change. The outputs of Phase 2 will include clear advice on which strategies are likely to work in different situations relevant to Australian recreational fisheries.
A project evaluation will take place at the end of phase 1 to evaluate the feasibility of the remaining components, and guide case study selection and strategy for phase 2. This will be based on the interim short report based on phase 1 submitted to the FRDC in the milestone schedule below, as well as progress report 1.
To facilitate co-design and research impact, the research team have engaged with the Australian Fisheries Management Forum (AFMF), the AFSB Fisheries Management Committee (on advice from the AFMF), and the Australian Recreational Fishing Foundation (ARFF). Input from recreational fishing stakeholders into the project will be facilitated through an ARFF advisory panel, with representatives from different jurisdictions across Australia. The advisory panel plan to meet with the research team on 5 occasions across the project (front loaded to facilitate co-design). The model for input from fisheries managers is an on-going discussion but will likely take a similar advisory panel across jurisdictions.
Project risks:
The project relies heavily on the inputs of recreational fishing stakeholders and managers, with potential risks around a lack of availability to participate as well as lack of interest. To manage this risk the project team will work closely with the ARFF advisory group to identify and manage relationships with participants. A secondary project risk is the potential for sharing and disclosure of sensitive information from interviews and focus groups. To manage this risk, the research protocol will be subject to a human ethics review against the National Statement on Ethical Conduct in Human Research. Through this process, issues of anonymity, data management and retention and data sharing will be addressed in-line with national standards and carried throughout the project.
Capability and Capacity: Navigating leadership pathways in fishing and aquaculture
In a 2019 review of FRDC’s investment in people development, it was noted that significant variability exists across the industry in terms of leadership capability and capacity with most of FRDC investment focused on mid to higher levels of leadership (Lovett). While this past review is comprehensive, it is now 5 years old and pre-dates the ‘black swan’ event of COVID-19 that saw widespread disruptions to the economy, supply chains, and workforce, and has had consequences for leadership capacity and capability needs.
This project will review the current leadership development ecosystem, mapping relevant leadership programs, and identify potential opportunities for a diverse range of industry participants who will benefit from developing leadership capability and skills. Furthermore, acknowledging that leadership capability is not necessarily tied to formal positions of leadership, this project aims to identify different entry points for individual leadership development to ensure accessibility of opportunities. Any potential gaps in accessibility and potential new pathways will be identified. It is imperative that a lack of knowledge of learning and training opportunities to develop non-technical skills or low confidence levels to engage due to unclear entry pathways is not a barrier to any willing participant seeking to enhance their strengths and pursue an interest in making greater contributions that align with industry leadership capacity needs.
Our project combines a review of modern leadership definitions, theories, frameworks and practices, and through stakeholder engagement seeks to identify how these meet the context specific leadership challenges for the wild catch and aquaculture industries. Qualitative and quantitative research will be used to map and evaluate the current leadership development ecosystem for the wild catch and aquaculture sectors, identifying current pathways, recruitment processes, target outcomes, and the value and variety of alumni. Gaps in leadership capacity and capability will be identified and areas for potential changes investigated. Recommendations for improving return on investment in the existing leadership ecosystem will be made, including continuing development or improved integration of post program leaders into the industry. The current project has been designed to provide the breadth and depth of information that leads to practical implications for further industry engagement in leadership capacity and capability development.
Environment Social Governance (ESG) framework plan for fisheries and aquaculture
The Fisheries Research and Development Corporation (FRDC) is seeking support to plan and develop an Environmental, Social and Governance (ESG) framework for fisheries and aquaculture to address the requirements of several stakeholders (government, investor, consumers) and be a leader addressing key current and emerging ESG trends and expectations. The ESG Framework would cover all fisheries and aquaculture sectors (Indigenous, commercial, wild catch, and recreational).
The proposal sets our suggested approach to developing an ESG framework development plan for Australian fisheries and aquaculture. It includes our proposed methodology, budget and work plan, as well as information on our team and experience.
The overarching objectives of this engagement are as follows:
- Identify the unifying purpose of an ESG framework for Australian fisheries and aquaculture, the drivers that will shape it and the intended audience.
- Review relevant frameworks, standards and agreements to identify existing requirements and best practice related to ESG for Australian fisheries and aquaculture.
- Provide options for how the Australian fisheries and aquaculture sector could design and structure an ESG framework aligned to existing frameworks and systems, and reflecting monitoring and evaluation aspirations and the unique needs of fisheries and aquaculture.
- Prepare an ESG framework development plan which clearly outlines and prioritises the steps that need to be taken to establish and build a mature framework for Australian fisheries and aquaculture.

Establishing a national end of life fishing/aquaculture gear recovery system for Australia
Building on the circularity discussions and work being undertaken by FRDC and the industry, this project seeks to undertake the legwork required to establish a nationwide on-demand End of life (EOL) fishing gear recovery system for Australia and pilot it in key locations. The materials that many nets and ropes are made of are highly valuable and recyclable and in fact in many other countries, is already being recycled or remanufactured. Until now, having a national system has been cost prohibitive due to the large distances and need for economies of scale and limited local buyer interest. As a part of the national targets set by the Australian Government relating to plastics use and recycling, commercial fishing and aquaculture sectors have been exploring how to move to a circular economy model and reduce plastic inputs through a variety of projects run by FRDC and others. However, with fishing gear the biggest plastic polymer input, and contamination challenges, there has yet to be a suitable system established.
This project seeks to enable the opportunities that addressing EOL gear provides in Australia to the commercial fishing and aquaculture sector through the establishment of an effective EOL fishing gear recovery system for the country to reduce the landfill costs to industry. It seeks to build on the learnings from previous projects as well as the ten years of experience of our partner Bureo has in in operating an EOL fishing gear recovery program. Bureo currently have an EOL gear recovery system active in 9 countries.
The key objectives are:
● By the end of 2026 there is an effective end-of-life fishing/aquaculture gear recovery system implemented across key fishing ports, and key aquaculture centres benefiting regional communities and fisheries conservation and assisting the Australian Government to address plastic recovery/recycling targets.
● By the end of 2024, the enabling environment for an effective and fit for purpose EOL fishing/aquaculture gear recovery system is in place within Australia, with commencement of recycling underway in key pilot locations.
