Need

This travel bursary application is to attend a 3-day workshop, ““Data Management and Local Knowledge: Building a Network to Support Community-Based Research and Monitoring" to be held in Boulder, Colorado, U.S.A, on November 15, 16, 17, 2011. The purpose of the workshop is to bring together researchers, industry and community members, organizations, and projects working on issues surrounding data management for both Local and Traditional Knowledge (LTK) and information from community and industry-based research and monitoring. They are interested in projects and initiatives that work with LTK and are addressing data management issues in some way – from asking questions about how we can archive our data and information for future generations, to fully operational data management systems. The organisers have written to invite me to attend (pdf attached) in order to exchange experiences and information on how we can better gather, utilise and acknowledge important information that is held within our marine industries and communities.

Formally incorporating fisher knowledge into our assessment and management frameworks has never been so critical. Fishers need to alter what they do in response to marine ecosystem changes (i.e. adaptation), yet many fishers do not acknowledge climate change or trust traditional scientific information about climate change. We need platforms that collect and display information fishers trust -their own industry information.

Objectives

1. Hear presentations from a diverse group of projects working on community or industry-based research and monitoring, with emphasis on data management (challenges, issues, questions, systems, etc.)
2. Discuss and identify key topics on the theme of data management, local knowledge, and community or industry-based research - how can we formally incorporate and value industry and community data into assessment and management frameworks?
3. Explore the potential for an international network on data management and local knowledge through collaboration and partnership.
4. Guest edit a special journal issue on community-based research and data management, based on papers arising from the workshop

Need

Project funding will provide the PI with additional resources that enable him to focus on achieving the requirements and objectives of his research and PhD completion to a high standard and on-time.

The project funding application covers four key areas:

1. Additional stipend: to provide an adequate living allowance.
2. Travel: attendance of international conferences is a key vehicle to build skills an experience in the international policy and diplomacy fields as well as providing the opportunity to collect valuable research data. These skills and networks will ultimately benefit the Australian fishing and aquaculture community through the sharing of knowledge and networks.
3. Training: Facilitation training has been identified as an opportunity for development
4. Communication and content creation: developing content to assist with promoting and communicating the results of the research.

Having members and advocates of the Australian fishing and aquaculture community informed and skilled in the way international governance agreements are developed and then translated into domestic policy is extremely important, and a current gap in our capability and capacity.

Objectives

1. Research and describe the genesis of the High Level Panel for a Sustainable Ocean Economy as novel multilateral governance intervention.
2. Research and describe the operation, function and objectives of the High level Panel for a Sustainable Ocean Economy.

Need

In order to secure the future of Australian wild-catch and aquaculture fisheries, it is increasingly clear that, alongside effective and responsible management and production, building and maintaining societal support is vital.

There are a number of recent examples in Australia where wild-catch and aquaculture fisheries have been threatened, even shut down, as a result of not having a ‘social license to operate’. This is despite having good ecological, economic and management credentials. Examples include: the 2016 closure of the Victorian small scale Port Phillip Bay net fishery as a result of pressure from the recreational fishing sector; the environmental controversy over mid-water trawling (‘super trawlers’) for small pelagic species despite scientifically-determined healthy stock status; and environmental non-governmental organisations (eNGOs) campaigns against Tassal’s proposed fish farm operations in Okehampton Bay on Tasmania’s east coast.

The wild-catch and aquaculture industries are increasingly and acutely aware of the need to garner societal support. But, they are unsure of how to address poor societal support at its root, who needs to be involved to address the problem, and effective pathways to improving societal support. From an industry perspective, there are gaps in knowledge in terms of 1) identifying the determinants of poor/high societal support; 2) identifying stakeholder groups to target who determine societal support and outcomes for wild-catch and aquaculture fisheries (e.g. other resource user groups, eNGOs, decision-makers and government, consumers, other publics); and 3) appropriate, effective and innovative pathways to improve societal support through engagement strategies and interventions.

However, there is a wealth of information available that is not directly or easily transferable currently. It requires collation and synthesis to address the knowledge gaps, including learnings from other industries, international wild-catch and aquaculture fisheries, as well as historical case studies of successes and failures within Australia. This project will draw together knowledge from existing literature and documentation and also use key informant interviews to address the above gaps.

Objectives

1. To provide a nuanced definition of societal support for wild-catch and aquaculture fisheries in Australia
2. To identify determining factors (social, economic, environmental and political) affecting societal support for wild-catch and aquaculture fisheries in Australia
3. To identify means by which to detect, assess and monitor societal support for wild-catch and aquaculture fisheries in Australia using a risk-based approach

Need

Aboriginal wild catch is aspirational, seasonal and culture-dependent. For these reasons, it does not compete well against large-scale, industrial fishing operations. Addressing the FRDC’s Indigenous Sector strategy to improve understanding and engagement that ‘best support individual and community economic development’ (FRDC 2015), this project aims to develop a niche market of boutique seafoods, together with investigating how the arts and tourism sectors can foster fisheries management for greater Indigenous community benefit.

A Tasmanian Aboriginal engagement framework in fisheries has not yet been developed by government (Lee 2016, in press). This project will create the conditions for extensions development, based upon resetting engagement terms between Indigenous peoples and government, providing a toolkit of self-determining strategies for regional development. Economic models for future development of fisheries can build upon the capacity of Indigenous communities to translate value into benefit in subsequent projects, such as employment opportunities within the network chain of wild catch procurement to presentation.

There is a need to provide best practice guidance that demonstrates Australia’s commitment to international obligations, such as 2007’s UN Declaration on the Rights of Indigenous Peoples. In Australia, building on the growing jurisprudence that affirms native title rights to land, the High Court in 2013 extended such rights to commercial fishing in the Torres Strait in its Akiba v Commonwealth decision (Butterly 2013). However, judicial recognition of Indigenous fishing or other marine-based rights does not in itself provide specific guidance on how those environmental resources should be managed culturally and economically.

Objectives

1. Adapt successful terrestrial model to marine environments, investigating specific conditions of Tasmanian Government policy relating to Indigenous peoples.
2. Assess cultural fishery extensions within commercial operations and determine best practice for government and industry partners.
3. Explore the network chain opportunities for Indigenous involvement in food tourism.
4. Develop postgraduate Indigenous research capacity and broaden scope of marine studies in academia.

Summary

The FRDC project, ‘Wave to Plate’: establishing a market for cultural fisheries in Tasmania, is the first time that an Aboriginal Tasmanian postdoctoral researcher has engaged with marine research in Tasmania. Indigenous-led research has delivered a raft of outcomes that can be considered important social shifts for Tasmanian Aboriginal fisheries in over a generation, and, at the time of writing, the Tasmanian Government is actively working to implement the outcomes of the project in relation to access to resources and good governance.
This project has been successful in highlighting the barriers to participation and engagement in cultural fisheries, specifically the current regulatory and policy frameworks that impede progress towards regional development and the contributions that cultural economies of Aboriginal Tasmanians can make to the Tasmanian state. It has identified gaps in knowledge and posited future research directions that are Indigenous-led and centred upon connections to sea country. The project has also been successful in publicly demonstrating the appetite for cultural fisheries through the trialling of the ‘Wave to Plate’ concept with commercial partners.
 
There has been increased understanding from government, Aboriginal communities, industry and research stake holders and partners to the potential of new markets and developmental fisheries from making centre and core Aboriginal Tasmanian connections to sea country. New collaborations with food tourism interests have resulted from the project to inject cultural strengths into Tasmanian fisheries.
This report outlines several key areas that must be considered for establishing a market for cultural fisheries in Tasmania. These include:
  • access to marine resources for Aboriginal Tasmanians;
  • the governance forms, such as a proposed Indigenous Fisheries Advisory Committee and cultural marine planning unit, to assist in decision-making that provide fairness, equity,transparency and opportunities for Aboriginal Tasmanians to develop cultural fisheries that suit local conditions;
  • the models for Indigenous rights to resources and business enterprise that provides a best fit for Aboriginal Tasmanian regional development and fisheries management;
  • the research directions that require a multi-disciplinary focus; and
  • the types of partnerships that can aid in the establishing a market for cultural fisheries.
The report demonstrates that there is a vast array of good will towards Aboriginal Tasmanian aspirations and a variety of means upon which the direction of fisheries can deliver mutual benefit. Above all, there is a breadth and depth of Aboriginal Tasmanian community expertise to create a new industry based upon ancient traditions.
