Exploring the occurrence and potential associated risk factors for Pilchard Orthomyxovirus (POMV) in Tasmanian farmed Atlantic Salmon

Following basic epidemiology principles, no infectious disease occurs ‘randomly’ and its occurrence follow logical and predictable patterns. The presence of an infectious agent is unlikely sufficient to explain these patterns and most aquatic diseases result from the complex interaction between the agent, the host and its environment. Therefore, the targeted outcome for a POMV control plan is threefold:
1. Decrease transmission between infected and susceptible fish groups – this requires identifying risk factors associated with the introduction, spread, and maintenance of the pathogen within the industry;
2. Decrease the number of susceptible fish – this mainly requires identifying risk factors associated with the susceptibility of the host (e.g. husbandry-related stress) and the development of a safe and effective prophylaxis;
3. Decrease the amount of virus in the environment - this requires detecting infected fish cage(s) early to implement timely control strategies.
Diagnostic capacity to confirmed POMV outbreak has been developed and is currently used in routine by the industry. A vaccine against POMV is currently under development at the Tasmanian Aquatic Animal Health and Vaccines Centre of Excellence and will be available in the future. However, little is known about risk factors specific to POMV and about its full economic impact. We define as a ‘risk factor’ any attribute of the agent, the host or its environment that increases the risk and intensity of a disease outbreak. Most of the environmental risk factors (including farming practices) facilitate the introduction, transmission, or maintenance of the pathogen; while the host risk factors affect the susceptibility of the host and its capacity to become diseased. Like the closely related ISAv, the magnitude and occurrence of POMV outbreaks appeared to be highly variable. This supports the existence of additional factors other than the POMV infection that contribute to the intensity of an outbreak. It is anticipated that by identifying and intervening on some of the manageable risk factors, the frequency and the severity of POMV outbreaks can be reduced.

During a recent national Fisheries Statistics Working Group meeting, data managers from all Australian states highlighted and discussed the likely high prevalence of inaccurate or fraudulent data supplied by fishers and accrued through data-entry errors. Current data quality control measures in each jurisdiction are largely heterogeneous, undocumented and often rely on manual checks by clerks or analysts that are labour intensive and costly and not routinely executed. Because many of these checks occur during manual data entry of paper-based records, these are likely to become obsolete as reliance on electronic reporting increases, with data entered directly by fishers through online portals or mobile applications.

There is a need to develop automated data cleansing and diagnostic procedures that can be applied post-hoc or retrospectively to large fisheries databases to detect and flag errors and outliers and provide subsets of reliable catch and effort data for stock assessments and other analyses. This project will contribute towards addressing these issues, by developing automated processes to routinely assess newly entered fisheries catch and effort data for errors, retrospectively quantify error rates in existing data and assess their likely influence on the outputs of stock assessment analyses. The outcomes will help improve the quality and accuracy of catch and effort data used in routine stock assessments, and in turn lead to more sustainable management of wild capture fisheries resources.

Objectives

1. Review existing data quality control and cleansing processes applied to fisheries catch and effort databases in all state and commonwealth jurisdictions.
2. Develop a suite of generic algorithmic and statistical approaches to detect and flag different error types (e.g., anomalous, missing and outlying values) in fisheries catch and effort relational databases.
3. Trial the above approaches with several case-study fisheries datasets to assess the performance of different data cleansing approaches, quantify error rates and types and assess the sensitivity of catch and effort statistics to these errors and outliers.
4. On the basis of the above findings, recommend a standard national approach for data cleansing and validation of fisheries catch and effort data.
5. Customise and integrate the generic approaches into NSW fisheries database systems to implement automated data cleansing processes.
6. Extend the results of the project to fishers and industry representatives to encourage greater accuracy in fisheries catch and effort data reporting.

With the advent of the Status of Australian Fish Stocks (SAFS) process, there is now a requirement to provide a stock ‘status’ determination in addition to the annual TACC determination. The ‘status’ reflects changes in the overall biomass, the fishing mortality, or in their proxies. This has led to disagreements among researchers, managers and industry, largely due to uncertainty around how best to derive a meaningful overall stock status indicator to meet the requirements of the SAFS reporting process. These higher-level reporting processes are an important demonstration of sustainable management of Australian fisheries, but only if stock status determinations are accurate and defensible.

Australian abalone fisheries primarily use harvest control rules based around CPUE (Kg/Hr) to set TACC. However, with abalone, stable catch-rates may not indicate stable biomass and/or stable density. Catch-rates are frequently criticised because the effort needed to take a quantity of catch may be influenced by density but also by density independent factors such as conditions at the time of fishing, experience, and the ability of fishers to adjust their fishing strategy to maintain catch rates (diver behaviour driven hyper-stability). While there are many issues with the assumption that CPUE is a reliable proxy for abundance, it is assumed to be so despite the absence of robust data to validate use of CPUE in this way. In some jurisdictions CPUE is supplemented by sparse fishery-dependent size and density data. There is an urgent need to review common assumptions, methods and interpretations of CPUE as a primary indicator, and to determine whether inclusion of spatial fishery data could provide a ‘global’ indicator of stock status for abalone fisheries.

“Public engagement and consultation activities will be required to facilitate Federal and State approval processes associated with a variety of relevant legislation including EPBC Act 1999 – (Strategic assessment and program report development) Biological Act 1984 and its mirrored state legislation, Agricultural and Veterinary Chemicals Code Act 1994.

It is proposed to align timing of the mandatory public consultation for each piece of legislation to minimise the potential for ‘consultation fatigue’ across interested stakeholders and the broader community. (See EPBC Strategic Assessment Process Appendix A, Mandatory public consultation required under legislation – Appendix B).

In addition to the required mandatory public consultation, the FRDC project team will be engaging in a rigorous round of stakeholder engagement and consultation throughout the development of the plan, to ensure it delivers the best possible environmental outcomes.

The aim of the plan is to maximise the long-term cost effective reduction of carp populations while minimising disruption to industries, communities and the environment should a carp herpesvirus release go ahead.”

Critical to the public engagement and consultation activity will be an effective and targeted communications program which can underpin all activity and garner the community and industry’s support and endorsement of the recommendations contained in the final report.

Need

With the number of SAFS species set to increase to 200 by 2020, it will become increasingly more difficult and time consuming to conduct thorough integrity checks on all data fields in all chapters, meaning the data provision and integrity frameworks must be resolved ahead of time. Before the 2018 SAFS, a conversation around how to improve SAFS data provision, particularly how to account for confidentiality as well as anticipated timelines must occur. This workshop represents a conversation between both FSWG members and SAFS authors to best inform the direction to move towards in regards to SAFS data provision.

Objectives

1. Establish a timeline in regards to SAFS data provision
2. Establish SAFS data provision framework (i.e. resolution, variables)
3. Garner FSWG support for SAFS draft chapter template/chapter template to take to SAFS advisory group

Need

With an estimated 740,000 people enjoying recreational fishing in Western Australia every year the recreational fishing industry in WA is extremely important social and economic contributor to Western Australia.

The World Recreational Fishing Conference is being held in Victoria, British Columbia, Canada from July 16-20 2017. The conference unites the global recreational fishing community providing an essential forum to discuss current research. Held every three years, this is the only international conference focused solely on recreational fisheries.

The conference theme this year is : Balancing Values - The Future of Recreational Fishing around the World and key issues that will be addressed include:

1. Use and challenges of catch & release fisheries
2. Understanding angler behavior through human dimensions and economics research
3. Fishers driving fish habitat outcomes
4. Genetic and genomic applications towards improved management practices
5. Management strategies, policy development and governance
6. Integrating social-ecological systems for sustaining fisheries
7. Monitoring and assessment of fisheries
8. Social and economic values of fisheries
9. Citizen science
10. Adaptive environmental management of fisheries
11. Reconciling stocking, management and conservation
12. Engagement of fishers in the management process
13. Recreational fisheries as complex adaptive systems
14. The role of recreation in global fisheries
15. Managing wild stock fisheries under uncertainty
16. Expanding fisheries in economies in transition
17. Allocation issues in fisheries: recreational, commercial, aboriginal, subsistence, artisanal

Western Australia faces many of these issues and learning's from the conference will be directly transferable to Western Australia. This project supports the People Development Drivers, Challenges and opportunities outlined in section 2.2 of the WA Research Advisory Committee RD&E Plan. The objectives of this project also address every one of the FRDC's People Development Program priorities.
