Need

Although the use of data and analytics is becoming more widespread across agricultural industries and institutions, the sector is held back by the lack of a consolidated data platform that combines multiple data sets from multiple data sources in real time. Other technology
and data challenges compromising the strength of the Australian agriculture industry include:

Businesses often need to access multiple data systems/datasets which are stored across various platforms and functions and are not well integrated. Aggregating and reconciling these datasets require manual intervention, is rife with errors/duplication and require significant effort to ensure uptake across the business in order to lead to tangible analytics outcomes. This interoperability challenge is commonplace across the industry today.

Data is not shared between the various stakeholders within the industry at times leading to analysis been taken place with incomplete datasets and other times for duplication of efforts with varying results. Data sharing/collaborating culture which would be backed by an established data governance framework including protocols/policies for data access, privacy, definition and standards, would uplift the industry analytical capabilities.

Challenges in understanding where to prioritise efforts to best support the industry. With significant opportunities for data-driven use cases across the value chain, defining the prioritisation of funding and efforts to build capabilities is a critical challenge for industry bodies and governments. The OzAg DX could enable consolidated, integrated and standardised data, to help reduce the labour intensive effort of collecting and analysing data to make better informed prioritisation decisions on deployment of limited support resources and capabilities.

A slow take up of digital technologies is slowing agricultural productivity growth. As Australia looks to achieve the target of $100 billion farm gate output by 2030, digital agriculture is expected to contribute up to an additional $20 billion annually to the gross value of agricultural production.

Objectives

1. Exchange data efficiently on agreed terms with trusted service providers or other interested parties such as government and researchers
2. Enable Australia's agrifood sector to access and take full advantage of the huge amounts of data that is being generated and efficiently transfer their data across the value chain
3. Reduce costly inefficiencies, poor collaboration, wasteful use of critical managerial time and loss of opportunities caused by disparate, siloed and proprietary data systems

Summary

Pain point:
The delay in exchange and reconciliation of catch data by fishers and processors means that there is a delay in quota accounting which impacts planning due to lack of timely information. Furthermore, with no access to pre-fishing information data to the processors means they are unable to plan logistics for efficient transportation. In addition, longer term ambitions of an end-to-end product traceability system will require a reliable data exchange between inputs, production and logistics.

Experiment:
To demonstrate the timely flow of pre-fishing information, quota accounting data, and product (catch) data from WA DPIRD (Fisheries management agency) to Fishers and Processors in a secure and permissioned manner to allow for better logistics planning, and data from Fishers and Processors to DPIRD to enable timely quota consumption accounting.

Need

FRDC requires mechanisms to assess and govern the data for which it is custodian or may become custodian of. FRDC requires a data governance framework that builds on the concepts of the NFF Farm Data Code and other Agricultural data best practices for use by FRDC data stakeholders. A data governance framework will ensure that FRDC BAU and project data is captured, managed and distributed with accountability, consistency, security and meets defined standards throughout the data lifecycle. As a coordinating industry body, it is essential that FRDC leads the way with a robust, considered approach to data management. This will place FRDC as a best practice example, it will enable consistent discussion and guidance to stakeholders and data partners and will provide a consistent foundation for overall trust and capability in the use of data as well as providing a foundation for the FRDC to maximise the value of data created through the Australian innovation system. It is expected that subsets of the FRDC data governance framework will be developed in the future to extend support to FRDC stakeholderss.

Need

During a recent national Fisheries Statistics Working Group meeting, data managers from all Australian states highlighted and discussed the likely high prevalence of inaccurate or fraudulent data supplied by fishers and accrued through data-entry errors. Current data quality control measures in each jurisdiction are largely heterogeneous, undocumented and often rely on manual checks by clerks or analysts that are labour intensive and costly and not routinely executed. Because many of these checks occur during manual data entry of paper-based records, these are likely to become obsolete as reliance on electronic reporting increases, with data entered directly by fishers through online portals or mobile applications.

There is a need to develop automated data cleansing and diagnostic procedures that can be applied post-hoc or retrospectively to large fisheries databases to detect and flag errors and outliers and provide subsets of reliable catch and effort data for stock assessments and other analyses. This project will contribute towards addressing these issues, by developing automated processes to routinely assess newly entered fisheries catch and effort data for errors, retrospectively quantify error rates in existing data and assess their likely influence on the outputs of stock assessment analyses. The outcomes will help improve the quality and accuracy of catch and effort data used in routine stock assessments, and in turn lead to more sustainable management of wild capture fisheries resources.

Objectives

1. Review existing data quality control and cleansing processes applied to fisheries catch and effort databases in all state and commonwealth jurisdictions.
2. Develop a suite of generic algorithmic and statistical approaches to detect and flag different error types (e.g., anomalous, missing and outlying values) in fisheries catch and effort relational databases.
3. Trial the above approaches with several case-study fisheries datasets to assess the performance of different data cleansing approaches, quantify error rates and types and assess the sensitivity of catch and effort statistics to these errors and outliers.
4. On the basis of the above findings, recommend a standard national approach for data cleansing and validation of fisheries catch and effort data.
5. Customise and integrate the generic approaches into NSW fisheries database systems to implement automated data cleansing processes.
6. Extend the results of the project to fishers and industry representatives to encourage greater accuracy in fisheries catch and effort data reporting.

Need

Regulatory efficiency and compliance across agricultural supply chains is hindered by inefficient, incompatible or unavailable data and systems that prevent creation of robust, interoperable traceability solutions. The Australian AgriFood Data Exchange (AAFDX) will solve this challenge by creating a secure, cloud-based platform enabling government, industry and other participants to share, re-use and merge data from disparate systems in a secure, controlled manner. The AAFDX will be a modern, efficient, internationally recognised data infrastructure enabling regulators and industry to better manage compliance, stimulate innovation and supply chain performance, assure consumers, coordinate biosecurity and export market access, through enhanced traceability. The funding will build the minimal viable product, with expansion to specific traceability and compliance applications. The AAFDX will endure beyond the funding period with partner co-investment and a user pays revenue stream

The project application is based on the findings of the recent survey of Australian fisheries jurisdictions commissioned by the AFMF regarding current and possible future use of industry digital systems. It is also an outcome of the combined expertise of the members of the AFMF Digital and Data Working group developing and using digital fisheries technologies including vessel monitoring systems (VMS), electronic logbooks (E-logs), on-line quota trading and electronic monitoring (E-monitoring).

The project will develop a national fisheries digital strategy that considers the use of digital technologies, data sharing and data governance as they relate to government fisheries agencies, fishing industry sectors and eNGOs with an interest in fisheries. It will consider past initiatives, the current state of the industry and future directions.

More than Machines will initially use the findings of the Current & Future Digital Data Systems in Australian Fisheries survey as a basis for the development of the digital strategy and rely heavily on Fishery and industry stakeholder consultation and co-creation to further develop the Fisheries digital strategy and to achieve the desired future ready outcomes. While the strategy will be designed to guide Fisheries it is acknowledged that the ultimate customers are the industry stakeholders so their consultation is essential.

The project will consider the current state of digitisation of the Australian Fisheries industries, current activities as well as Fisheries and industry projects already underway to put forward investment priorities, activities and the principles against which opportunities may be evaluated. While the content of the strategy will be driven by consultation, the strategy will ensure outcomes that enable and promote:

Collaboration and Interoperability
Acknowledging and further understanding current challenges with sharing data within Fisheries and between Fisheries and their industries, the strategy will consider whole of sector approaches to data sharing, API development, fishery data platforms, specifications and investments that encourage interoperability and build trust sharing and leveraging data between fisheries, within supply chains, between industry organisations, with industry statutory bodies and with government.

Standards and Governance
Through stakeholder consultation the strategy will prioritise and provide strategic alignment for the development of enabling Australian fisheries digital standards for data that also consider the needs and requirements for working within global markets. This will include consideration of a national fisheries digital governance framework aimed at building trust and providing the policies and procedures for data management that will provide consistency of use, security and quality of data to build data owner trust across the sector.

Development of enabling platforms.
The strategy will consider the opportunities for fishery collaboration to develop core enabling digital infrastructure. This will be approached through the lens of understanding fisheries requirements, identifying commonalities and providing common investment opportunities. Additionally, ongoing initiatives currently underway across Australian Agriculture such as the Australian Agrifood Data Exchange data sharing platform will be considered and proposed where relevant.

Improved efficiencies, removing duplication, optimised use of available funding.
The development of the strategy will include consideration of projects already in flight and opportunities to remove current areas of duplication as well as specifically providing future investment priorities that will de-duplicate effort and optimise the use of available funding to force multiply outcomes across fisheries.

Digital Capability
Finally the development of overall digital capability across fisheries will be considered to ensure the workforce is prepared for and capable of intrinsically using digital technologies, identifying opportunities and business cases for the adoption of digital technology and able to receive the benefits that digital technologies can provide. The strategy will consider the investment priorities and partnerships that will need to be developed to achieve this.

It is intended that the strategy is endorsed by the AFMF Digital and Data Working group and AFMF stakeholders. The strategy will be a core Fisheries document, guiding jurisdictional collaboration, priorities and investment across industry and government to force multiply effort and provide a step change in digital adoption across Australian Fisheries.

Using information for 'data-rich' species to inform assessments of 'data-poor' species through Bayesian stock assessment methods

Need

Over 300 species are caught in the SEF, of which around 100 have commercial value. Twenty five species comprise around 90% of the landed catch. Each year, however, quotas are set for only around 17 species. There are 10 of these species for which there is (or has been) some formal stock assessment (that may not occur every year). For all of the remaining quota species and some of the more important non-quota species, no formal assessment is undertaken and the only assessment that can be made is based on investigation of trends in catch and effort and size distribution and anecdotal input from scientists and industry. There is simply not enough resources to undertake formal stock assessments for the wide range of commercial species landed in the SEF. Yet, each of these species is an important component of the catch of fishers. If the fishery is to continue to operate in its current form and meet the strategic assessments required under the EPBC Act, some form of formal assessment is required.

A recently completed ARF project (Production parameters from the fisheries literature for SEF-like species - Project no R99/0308) demonstrated the utility of using information for "similar" species when conducting assessments for SEF species. Using key parameters such as the virgin biomass, the rate of natural mortality, and the “steepness” of the stock-relationship relationship, a simple formula was developed for identifying “similar” stocks / species and an algorithm was developed for constructing prior probability distributions for these parameters. The resultant distributions can be used in Bayesian stock assessments and as the basis for sensitivity tests when applying other methods of stock assessments. The current project will refine the prior distributions for the production parameters and develop and test methods of stock assessment that use the results of assessments for well-studied species in a formal manner to inform assessments of ‘data-poor’ species. If successful, the methods developed would lead to significant benefits not only for the assessment and management of "data poor" SEF low priority, by-product and by-catch species, but also for a range of new and developing fisheries in Australia.

1. Expand the database of production parameters for SEF-like species
2. Develop prior probability distributions for steepness and the coefficient of variation about the stock-recruitment relationship using Bayesian meta-analysis
3. Develop a Bayesian framework within which the results for data-rich species can 'inform' assessments for data-poor species.
4. Apply the framework to three case-studies to determine the robustness of the framework.

Australian fisheries data is currently stored in a segregated manner and connectivity is minimal between sources, leaving data to be relatively inaccessible. The majority of Australia's wild catch fishers continue to complete their catch and effort reporting via paper log books that then require data entry capacity to ensure these can be utilised by the appropriate users - stock assessments, SAFS, etc... The move to electronic, real time data reporting would enable a higher level of data to be collected but would also allow fine scale management of fishing operation and ultimately greater sustainability of fish stocks. As a result of this, corresponding jurisdictional management agency investment in improving infrastructure is also often segregated. Harmonising fisheries digital data could derive not only efficiencies in the data use (data can be collected once and used many times) but also in infrastructure investment. Harmonised investment in infrastructure as well as innovative change in regards to how a range of services and information are utilised in fishing and aquaculture could deliver greater profit and improve timeliness of decision making. It is however important that and framework proposed has the confidence and support of both government and industry. This project seeks to ensure that industry is involved in progressing the data framework, and that suit a framework suits their needs. In May 2018 FRDC hosted a workshop of jurisdictional peak body representatives to discuss an Industry Digital Data Framework. Attendees agreed that there was an opportunity to communicate to industry why proactive adoption of digital opportunities is good, and socialise case studies where digital technology is already being utilised in fishing operates.
