Need

ASSA has developed and published the Australian Seaweed Industry Blueprint Implementation Plan (Blueprint) that identified the critical path activities to industry growth. This proposal is for enhancing the knowledge and expertiese of the Australian seaweed industry through those visiting Korea to see and discuss that country's well developed seaweed industry which is currently at a size similar to what the Blueprint seeks to achieve for Australia in coming years. The proposal seeks to fill a major gap identified in the farm technology space with preliminery discussions with Korean seaweed industry representatives highlighting that the country uses a variety of 'in sea' and 'on land' seaweed culture systems. The information attained from the delegation's visit to Korea will be dissemenated by producing a final report and through planned workshops and meetings with the broader Australian seaweed industry.

Objectives

1. Gaining knowledge from viewing Korean seaweed R&D to commercial scale at sea and on land operations
2. Gaining knowledge from viewing seaweed supply chain activities from farm to market
3. Building and developing lasting relationships with Korean companies and R&D agencies
4. Disseminating the information captured by the delegation to the Australian seaweed industry

Need

This project provides the resources for ASSA to lead the NHN Program to help grow the Australian seaweed industry over the next 2 years (until 31 March 2025) which is the stipulated grant duration.

The FRDC project will provide the funding for ASSA to engage key program and technical capability to manage and deliver the activities required to conduct the following key activities:
- Finalise assessment of research partners and inform development of contracts between FRDC and research partners
- establish people and technical R&D capability relating to seaweed, especially Asparagopsis
- conduct due diligence and develop agreements with intellectual property holders of existing Asparagopsis hatchery techniques
- further develop hatchery and breeding techniques and technology
- production of hatchery protocols and manuals
- training and knowledge sharing activities
- undertake necessary governance, finance, HR, communications and stakeholder engagement activities associated with the national hatchery network

Objectives

1. Develop NHN Program Leadership and establish people and technical R&D capability relating to seaweed, especially Asparagopsis
2. Define scope of projects (including assessment of IP and negotiation on any licensing requirements).
3. Project manage the R&D work at the research hubs to produce hatchery protocols and manuals and further develop hatchery and breeding techniques and technologies.
4. Undertake training and knowledge sharing activities (extension).
5. Undertake necessary finance, HR, communications and stakeholder engagement activities associated with the national hatchery network.
6. Provide milestone reporting of technical and financial progress to FRDC against plans, identifying achievements and challenges, and budgets.

Need

This project provides the resources for ASSA to undertake key, critical path activities to help grow the Australian seaweed industry over the next 2 years (until 31 March 2025), which is the stipulated grant duration. The project will provide the funding for ASSA to engage key personnel to manage and deliver the activities required in three core areas:
- Governance, Reporting, Communications and Stakeholder Engagement
- Seaweed Policy Reform, including coordination and participation in a Working Group
- R&D Coordination and Optimisation, including maintaining a programmatic view of the R&D landscape, identifying and optimising extension opportunities and working with industry stakeholders and funding bodies to help ensure investment is optimised

Objectives

1. Develop detailed work plans for each stream (Comms and Engagement
Policy Reform and R&D Coordination)
2. Establish Governance Forums and TOR for governance of projects with FRDC
3. Work with FRDC to develop and complete reports for reporting of projects
4. Work with the Policy Reform Working Group, which comprises representatives of the State Government Aquaculture Regulators to progress policy reform
5. Develop and maintain a comprehensive portfolio view of all seaweed industry R&D initiatives around the country
6. Develop and maintain a database of all industry participants across industry, research, supply chain partners and government
7. Develop a Communications and Engagement Strategy and Action Plan.
8. Deliver communications and engagement events and activities in line with the Action Plan
9. Provide milestone reporting of technical and financial progress to FRDC against workplans, identifying achievements and challenges, and budgets
10. Work with the consultant employed by FRDC towards the end of the project to facilitate the production of a cost – benefit and impact analysis of relevant projects, particularly in helping coordinate researcher and industry engagement and input

Asparagopsis R&D review and implementation plan for a national seaweed hatchery network

Need

The project provides support for ASSA to undertake preparation activities in advance of receiving an $8.0m grant from the Federal government (late May/early June 2023). The duration of the grant is approximately 2 years and includes $6.18 million expenditure aligned to the NHN. Given the tight time frames for what is expected to be a relatively complex capital and human resource intensive NHN build, the earlier the consultation and planning phase can be completed the better. Currently there are a number of public and private research organisations conducting research on Asparagopsis aquaculture and the application of Asparagopsis derived products for methane reduction. In order to maximise the industry development impact of grant funding may have, it is imperative that the current research initiatives are compiled and reviewed to identify potential information and opportunity gaps prior to the grant being issued. Engaging a SME to review Asparagopsis R&D and provide expert consultation on the conceptualisation and NHN will improve the prospects for the eligible grant activities to be achieved within the stipulated grant duration (until 31 March 2025).

2. Develop a plan that details investments in the ASSA National Hatchery Network until 31 March 2025

Summary

The Federal Government has committed to an $8 million Seaweed Industry Development grant that will support ASSA to establish a National Hatchery Network (NHN) for Asparagopsis and deliver other supporting projects to grow the industry and achieve significant livestock emissions reductions over the next decade. The budget allocation for the grant is provided for activities to occur from 30 June 2023 – 30 March 2025 and will be managed by FRDC.

Summary

Asparagopsis has been gaining attention for its climate change mitigation potential since its methane reducing capabilities as a cattle feed were discovered in 2006. In the last three years, since the Australian Seaweed Industry Blueprint identified Asparagopsis as having significant potential as an emerging industry, many companies have entered the market and are working hard to achieve commercial production. However, Asparagopsis is still very much a nascent industry, with a lack of accessible knowledge and expertise resulting
in significant delays to market. A National Hatchery Network has been identified as having the potential to fast-track production and support current and emerging growers. Current state of knowledge was assessed against the major supply chain elements; wild population assessment, hatchery, cultivation, processing/manufacture of products and product and market development. Surveys and interviews with seaweed farming companies, state governments, and research groups actively working on Asparagopsis, identified a suite of knowledge gaps and challenges to the industry and opportunities for a National Hatchery Network (NHN).
