Environment Social Governance (ESG) framework plan for fisheries and aquaculture
The Fisheries Research and Development Corporation (FRDC) is seeking support to plan and develop an Environmental, Social and Governance (ESG) framework for fisheries and aquaculture to address the requirements of several stakeholders (government, investor, consumers) and be a leader addressing key current and emerging ESG trends and expectations. The ESG Framework would cover all fisheries and aquaculture sectors (Indigenous, commercial, wild catch, and recreational).
The proposal sets our suggested approach to developing an ESG framework development plan for Australian fisheries and aquaculture. It includes our proposed methodology, budget and work plan, as well as information on our team and experience.
The overarching objectives of this engagement are as follows:
- Identify the unifying purpose of an ESG framework for Australian fisheries and aquaculture, the drivers that will shape it and the intended audience.
- Review relevant frameworks, standards and agreements to identify existing requirements and best practice related to ESG for Australian fisheries and aquaculture.
- Provide options for how the Australian fisheries and aquaculture sector could design and structure an ESG framework aligned to existing frameworks and systems, and reflecting monitoring and evaluation aspirations and the unique needs of fisheries and aquaculture.
- Prepare an ESG framework development plan which clearly outlines and prioritises the steps that need to be taken to establish and build a mature framework for Australian fisheries and aquaculture.

Fisheries Management: From Science to Sustainable Practices (program development)
Valuing Victoria's Wild-catch fisheries and aquaculture industries
A study which measures the contribution of Victorian wild-catch and aquaculture fisheries to community wellbeing will meet multiple needs:
• Generate detailed, spatially-defined knowledge on the economic and social contributions of fisheries to community wellbeing, and elicit where contributions could be enhanced
• Inform government (local, state) of the importance of fisheries and likely impacts of policy or management decisions on regional and metropolitan communities
• Enhance community engagement and support for fisheries through demonstrating the benefits that flow from professional fishing and aquaculture sectors into communities
Audience: 1) industry representative organizations; 2) government; 3) general public. Currently, very little data exists about the economic and/or social benefits of professional fisheries to communities in Victoria. Existing data only calculate total value of production (beach/farm gate price x volume), and the number of business owners or fisheries employees identified in the Australian Bureau of Statistics (ABS) Census. There is no reporting of the multiplier effects in communities of having businesses based there, through service industries or seafood product going into markets. The lack of sophisticated information about the contributions of professional fishing puts the industry as a group at a disadvantage compared to competing resource users which do have such reporting and have been persuasive in negotiations.
Information on social contributions dovetails with economic contributions to build a picture of the overall contributions fisheries make. This can help address the lack of community support for fisheries and consumer influence on the regulatory environment, which has grown to constitute a threat to the continued viability of fisheries. While information generated via this project will not fix the problem – relationships between industry and community must be improved via sustained, strategic engagement – credible data on the social and economic contributions commercial fisheries make to Victoria is useful for boosting the industry’s ‘social license to operate’.

FRDC Fish Tank: building the research communities capability and capacity (Seafood Directions 2024/2026)
The FRDC Communications team has identified a need to engage with our research partners in more frequent and positive ways. Through discussions between FRDC's research and investment team and FRDC's stakeholder engagement team, it was decided that Seafood Directions 2024 and 2026 provided an excellent opportunity as an event platform to engage with our research partners to build capability and capacity.
EVENT
The FRDC FishTank campaign has been created to help researchers undertaking FRDC projects communicate their research outputs in creative and engaging ways. The FishTank campaign will encourage our research partners to think more deeply about the way they communicate their research and provide training for them to develop engaging and creative research presentations that will be delivered at Seafood Directions 2024. The costs of the FishTank campaign will be covered by FRDC and include professional presentation training by Scientell to advance the finalists’ research communications skills in unique and innovative ways. The aim of this project is to help researchers develop innovative presentations that will boost audience engagement and help extend the research to other relevant audiences, after Seafood Directions. In discussion and agreement with the FRDC Research Portfolio Managers, FRDC FishTank finalists may be able to use their Seafood Directions FishTank presentation to replace a milestone report from their FRDC Project.
The FishTank campaign will help build communication capability and capacity to enable change in the way research is presented and perceived. Participants supported by a 2024 Seafood Directions bursary or similar (including NSILP, ARLP, or Nuffield) will not be eligible to receive travel assistance via this project. Recipients of a 2024 FishTank bursary will not be eligible for 2026 FishTank bursaries.
PROCESS
Prior to the FishTank campaign being announced, an EDM (see EDM and other communication outputs in attached Strategic Plan Seafood Directions 2024 FRDC FishTank), will be sent to all FRDC current Principal Investigators, inviting them to submit a pitch video to FRDC for a chance to be part of this project. The EDM will outline the pitch video requirements, i.e. Researchers to provide a 3 to 5-minute ‘mock-up’ presentation pitch, which showcases at least three different innovative and creative communication executions (e.g. pictures, video, animations, props).
The group of individuals who can assess all applications throughout the entire process includes:

PI’s will have four weeks from the first EDM being sent out to submit their applications. The selection panel will have two weeks to assess all applications. All applicants will be notified if they were successful or not. FRDC’s Managing Director, Patrick Hone, may also record a video snippet, that could be attached and promoted to PIs through the EDM. This could be part of two follow-up EDM’s sent prior to the public FishTank campaign announcement.
PROCESS FOR FRDC FISHTANK FINALISTS
After assessing and determining the six successful pitches, applicants will be notified followed by a an EDM outlining:
- Allocated budget $4,000 pp (up to $2,000 AUD for travel/accommodation & $2,000 AUD for materials)
- Training information (who the provider is, the dates & the format [online or in-person] - PI’s will be given 4 weeks to do this training.
- The email will also provide instructions on how to finalise their successful bursary application in fishnet. Each researcher will enter into an individual bursary agreement, so that FRDC can pay their bursary.
The bursary agreement will also stipulate that successful researchers will engage with bursary finalists for 12 months after Seafood Directions to provide guidance on future similar initiatives.
TRAINING INFORMATION
Principal Investigators will be asked to work with Scientell to complete a science presentation training program. This offer can be extended to a member of the PI’s project team. However, if they extend this offer to a project team member only this person can present as a finalist at FRDC FishTank. A PI and a research team member cannot BOTH complete the training, it can only be undertaken by one person within a project team.

Determinates of socially-supported wild-catch and aquaculture fisheries in Australia
In order to secure the future of Australian wild-catch and aquaculture fisheries, it is increasingly clear that, alongside effective and responsible management and production, building and maintaining societal support is vital.
There are a number of recent examples in Australia where wild-catch and aquaculture fisheries have been threatened, even shut down, as a result of not having a ‘social license to operate’. This is despite having good ecological, economic and management credentials. Examples include: the 2016 closure of the Victorian small scale Port Phillip Bay net fishery as a result of pressure from the recreational fishing sector; the environmental controversy over mid-water trawling (‘super trawlers’) for small pelagic species despite scientifically-determined healthy stock status; and environmental non-governmental organisations (eNGOs) campaigns against Tassal’s proposed fish farm operations in Okehampton Bay on Tasmania’s east coast.
The wild-catch and aquaculture industries are increasingly and acutely aware of the need to garner societal support. But, they are unsure of how to address poor societal support at its root, who needs to be involved to address the problem, and effective pathways to improving societal support. From an industry perspective, there are gaps in knowledge in terms of 1) identifying the determinants of poor/high societal support; 2) identifying stakeholder groups to target who determine societal support and outcomes for wild-catch and aquaculture fisheries (e.g. other resource user groups, eNGOs, decision-makers and government, consumers, other publics); and 3) appropriate, effective and innovative pathways to improve societal support through engagement strategies and interventions.
However, there is a wealth of information available that is not directly or easily transferable currently. It requires collation and synthesis to address the knowledge gaps, including learnings from other industries, international wild-catch and aquaculture fisheries, as well as historical case studies of successes and failures within Australia. This project will draw together knowledge from existing literature and documentation and also use key informant interviews to address the above gaps.
