Need

Education and community understanding are pivotal in cultivating a thriving seaweed industry. The portal will serve as a knowledge hub, offering comprehensive resources for educators, media, and the public, promoting informed discussion and enhance industry’s social licence to develop and operate . The aim is to elevate public understanding and acceptance of seaweed aquaculture, addressing misconceptions and highlighting the environmental and economic benefits of the industry.

The portal will have two sections one for educational resources one for regulatory and the permitting process (see Project 2023/194) and housing it under one “digital roof”. This One-Stop-Shop will ensure a focus on the individual portals while achieving additional benefits, including reducing redundancy and optimising resource use, simplifying user access and navigation and supporting the industry's operational needs while promoting awareness and understanding, strengthening social and regulatory standing.

Objectives

1. Develop an online updatable portal that provides information and resources for educators, industry practitioners, and media, promoting informed discussion and engagement with the Australian seaweed farming sector.

Need

Sourcing and completing seaweed permitting is typically State Government based and complex, an on-line portal will help facilitate the process for those seeking to complete permit applications. At its core, the portal will be designed to streamline the permitting process, a critical bottleneck for industry stakeholders. By consolidating state and federal permitting information, guidelines, and applications into one accessible location, the portal dramatically simplifies the regulatory navigation process. This efficiency not only reduces administrative burdens but also accelerates the timeline from permit application to operational activity, directly contributing to industry growth and vibrancy.

PFA has been awarded 50% funds to hold a Seafood Industry in Partnership with Coffs Harbour School - (Grades 2-6). The students will visit the Coffs Harbour Fishermen's Cooperative on the 21-22 May to be shown the variety of seafood, seafood handling, filleting, fishing methods, the ocean to plate story etc.

The independent review of performance of the FRDC, undertaken in 2018 by Forest Hill Consulting, made two recommendations that have given rise to this review:
• Recommendation 3: During the development of the next RD&E plan, FRDC should review the way it organises and manages its RD&E program (its investment and evaluation framework) with the aim of simplifying it so that it is easily understood by the average stakeholder.
• Recommendation 7: FRDC should strengthen its approach to extension, possibly by creating a specific position to oversee or coordinate extension across the organisation.

Recommendation 3 reflected a finding that the FRDC's investment and evaluation framework is very complex and difficult to understand from outside the organisation, even by stakeholders who are closely engaged with and have a good understanding of the FRDC. This is likely to be creating additional overhead cost for the organisation and for those working with it (for example, researchers submitting project applications), and leading to sub-optimal understanding by stakeholders of FRDC's performance.

The FRDC's approach to extension (recommendation 7) is closely tied to its stakeholder engagement model, hence its inclusion in the scope of the current project.

Objectives

1. Identify how the various partnership models are managed by the FRDC and how that management might be improved
2. Identify the the degree to which the FRDC's partnership models meet stakeholder needs
3. Identify how well the FRDC's partnership models are meeting the FRDC’s extension/adoption/impact goals
4. Identify areas for improvement in the FRDC's partnership models generally
5. Identify how well the FRDC's partnership models are contributing to the FRDC realising its planned outcome
