Need

FRDC has an already developed video and image library, however, does not have the resources to keep it supplied with new and relevant images, or to produce a series of short video clips and capture professional photos to showcase the innovation and sustanability of Australia's commercial fisheries. This is planned as a Phase #1 proof of concept project focusing on fisheries in 3 states: WA, SA and Queensland.

There is a need to produce a digital campaign that encapsulates the stories of commercial fishers and the role of their seafood supply locally and outside of Australia. These fisheries, their people, their fishing techniques and their markets have changed considerably over time. This presents an opportunity to showcase these changes –the new fisheries, the innovations and the inspiring young people taking over the reins.

This project is well aligned with the FRDC’s Strategic R&D priorities, and aims to build community, trust, respect and value (FRDC R&D Plan 2020-2025: Outcome 5) by providing foundational information and support services (FRDC R&D Plan 2020-2025: Enabling Strategy V).

Objectives

1. Increase the awareness of innovation and sustainability in wild catch seafood producers and their link to ongoing local seafood supply.
2. Increase the socio-economic development in coastal fishing communities.
3. Improve social acceptability and perception of the people, products, and organisations who are part of the regions featured in the series.

Summary

This project developed a suite of videos that showcased an unbiased and authentic perspective on what the commercial wild catch sector looks like from the fishers' perspective. Through a series of interviews, each video focuses on the themes of - career opportunities, sustainability within wild catch fishing, innovation across the sector and its socio-economic benefits.

Need

Through the online platform, potential and existing employees will understand and have access to employment opportunities, resources to help build their knowledge, skills, competencies and experience (capabilities), identify career progression, training and development opportunities.

The platform content will focus on creating a positive/realistic narrative by providing a balanced portrayal, telling the story of seafood as a sustainable, future focused industry with growth opportunities and varied career options for all skill levels. Enabling an eye-opening experience, users will respond positively to being exposed to the breadth and depth of the seafood industry. Showcasing the variety of roles, sustainable solutions, low barriers to entry as well as transferability of skills will help paint the picture of a varied and inclusive industry where all are welcome.

This project aims to utilise existing and generate new content, as identified in project research to enable a successful platform launch.

Need

The objective of this foundational work is to collaborate with industry to produce a Fishing and Aquaculture Workforce Capability Framework. The Framework will be used by fishing and aquaculture sectors / communities for workforce planning and career mapping. It will support a more strategic and consistent approach to workforce planning. This in turn, will enable industry to build its capacity through better understanding of capability needs.

In addition to the universal challenges associated with a tight labour market (e.g. attracting people, barriers to entry, addressing skills needs), the industry is operating in a changing environment. Other challenges and opportunities for the fishing and aquaculture sectors include:
• Adapting to climate change
• Biosecurity
• Managing resources efficiently
• Meeting sustainability standards / social license to operate
• Moving to a circular economy
• Managing global supply chains (developing traceability, addressing counterfeit)
• Competing with other proteins
• New markets through free trade agreements
• Adopting digital technology, and;
• Attracting and retaining people to drive responses to changes that impact on the F&A community.

The AgriFood Supply Chain Resilience report (KPMG, 2022) identified ‘labour supply, wellbeing and succession’ as one of the significant stresses for seafood supply chains. Other significant stresses were weather and climate change, cold chain and freight space availability, sustainability and social licence, pests and disease and market access.

Fish Forever (2030 vision for Australia’s fishing and aquaculture community) highlights opportunities for the F&A community and contains outcomes under each of the following missions:
1. Growth for enduring prosperity
2. Best practices and production systems
3. A culture that is inclusive and forward thinking
4. Equitable and secure resource access
5. Society and consumers trust, respect and value.

This project will identify the capability needs (current and future) to address these challenges and opportunities. Further, it will support industry, to attract and retain people and to provide pathways to build capability. Sectors will be better informed as to how to address capability needs.

Addressing these needs will ensure industry is better equipped to respond to changes, challenges and opportunities that impact the fishing and aquaculture communities. The fishing and aquaculture map (FRDC website) highlights the “complex systems behind Indigenous, commercial and recreational fishing and aquaculture in Australia and how the elements are connected”. It also highlights how issues or events in one part of the system can have impacts on other sectors. Therefore, industry needs to be prepared for changes.

This project will engage with all key F&A sectors to ensure the capability framework is industry-driven and collectively owned. In addition, the project approach is designed to utilise existing sector/industry plans and not replace existing frameworks. RMCG will work collaboratively with industry.

1. Development of a fit-for-purpose capability framework for the fisheries and aquaculture industries and individual organisations

Summary

In 2023 RM Consulting Group (RMCG) was contracted by FRDC to develop a Fisheries and Aquaculture (F&A) Workforce Capability Framework (hereafter referred to as the Framework) that would be used as a high-level, standardised tool across all F&A sectors. The FRDC and other groups in leadership roles for Australia’s F&A sectors have highlighted workforce development as a key opportunity and priority.
We have created a comprehensive Framework that captures the enablers (the internal and external systems and culture that either help or hinder employees and businesses to thrive and support growth in people’s capability) and the people capabilities (knowledge, skills, abilities and behaviours) that should be considered as a starting point in F&A workforce planning.
The intention of this project was to collaborate with industry to produce a F&A Workforce Capability Framework. This has been achieved, as demonstrated through the many and diverse stakeholders engaged and the attached Framework. The stakeholders interviewed and engaged had some interest and/or experience in workforce issues so were able to add value to the development of the Framework. They will also be able to champion the subsequent  implementation of projects that emerge from the Framework.
The Framework is a step towards addressing the above challenges and opportunities. It provides a broad, high-level approach to thinking about how to  meet the needs and aspirations of businesses and organisations.
The case studies included in this document offer real-world examples of where innovative thinking has been used to solve issues around workforce  planning, attraction and retention of staff, and broader geographical and social challenges.
The research and the development of this Framework emphasises the need to think differently, innovate and enable collaboration.

The uptake of best practice approaches in fisheries and aquaculture is influenced by factors that inhibit or enable behaviour change, including psycho-sociological factors (i.e. how change or approaches are framed).
Previous FRDC research has indicated a need to identify how and where behavioural insights/interventions – which draw on psycho-sociological factors such as cognitive biases, social norms, and emotions – can be used to steer behaviour change towards preferred outcomes (e.g. stewardship, safety) in marine sectors. This project builds on current and emerging research on behaviour change in fisheries and aquaculture to consolidate a review of published literature and available grey literature and R&D (from academic and industry domains, including recent FRDC projects relating to behaviour change) that has identified psycho-sociological factors influencing behavioural change. The aim of this literature review is to identify the types of behavioural interventions that can (or potentially, cannot) achieve preferred outcomes for fishing and aquaculture sectors in Australia. Specifically, the review seeks to explore i) which kinds of behavioural interventions can be effective in achieving positive change, ii) where (and just as importantly, where not) these interventions may be applied in fisheries and aquaculture sectors, iii) identify (potential) limitations of interventions, and to iii) bring these findings together to inform and underpin development of two relevant and engaging training webinars and associated resource materials, and iv) make recommendations for further focused trials/intervention research which could be undertaken to further support and expedite desired outcomes in Australian fisheries and aquaculture.

There is rapidly growing interest in the development, application and evaluation of behavioural interventions and they show great potential, however, they are also complex to design, test, and implement. Individuals are more likely to change their behaviours if they have the necessary skills and perceive they can do so (capability), if their environment (physical as well as social) provides an opportunity to do so (opportunity), and if they are motivated to achieve a particular endpoint through this behaviour (motivation), either through conscious decision-making or automatic processes, such as momentary cues. Further, the use of behavioural interventions has not been without critique, with concerns about ethics, manipulation, or risk to human agency. There are also concerns about the effectiveness of behavioural interventions, which may derive from several reasons: for example, due to misunderstanding the behaviour that is intended to be changed and the expected response by the audience. A behavioural intervention will be ineffective if the messaging or delivery causes confusion or if it only has a short-term effect. Some interventions can cause unintended consequences or compensating behaviours resulting in no net effect. These reasons highlight the importance of appropriate contextual understanding and well-defined outcomes for the design of effective behavioural interventions.

There are also different avenues for intervention beyond cognitive biases: education, persuasion, incentivisation, coercion, training, restriction, environmental restructuring, modelling and enablement, and the framing and implementation of these can differ depending on who the intervention is targeted at and under what context. Targeting behaviours in fisheries and aquaculture may enhance engagement and sustainable changes in the longer term (e.g. via development of new social norms), but to achieve this, changes in the determinants of behaviour are required. Actions (e.g. citizen science projects, local management practices), feelings, values (e.g. connectedness to oceans, the realisation of links between ocean health and human health) and social norms are embedded in and influenced by, local environments and social spheres that can transcend geographical boundaries. Our project will explore these nuances and convey concise summaries of behaviour change interventions for end-users via webinars, fact sheets, a simple decision tree tool (described below) and several short videos. The project intentionally has a broad focus (across fisheries and aquaculture sectors) in its review and outputs, as it is designed to equip potential developers and implementers of behavioural interventions with the skills and knowledge to do so in their own unique context. However, we will engage with industry partners (including FRDC extension officers and the industry advisory groups) to specifically ensure that the knowledge and tools produced (i.e. extension products) will be accessible and adaptable to the diversity of relevant contexts across these sectors - and useful for end-users seeking to motivate behaviour change whilst still retaining industry trust and engagement.

The project brings together necessary interdisciplinary research expertise (details outlined below) in the fields of behavioural economics, resource and fisheries economics, socio-ecology, fisheries ecology, science communication and cognitive psychology. In addition, the transdisciplinary potential of this project will be achieved via collaboration with a research advisory panel (to ensure rigorous research outcomes) and an industry level advisory panel (to ensure that the results and suggested interventions/activities are fit-for-purpose and accessible to the sector). Working with these panels (which would ideally include FRDC partners), we will ensure that the research is co-designed – and thus, project outputs are fit-for-purpose/context. Our team’s existing collective research on adoption and uptake of interventions clearly shows that engaging and involving end-user at creation stages increases uptake of results – hence, the value of our industry advisory panel. In addition, by engaging with industry leaders, we will create industry champions for the project who may assist with the dissemination of outputs. Together, the advisory groups will help to further define/adapt the scope of the project to achieve impact.

Overall, these collaborations and contributions will ensure that this project will deliver a comprehensive and industry-relevant overview of current understanding of behaviour change interventions, that addresses end-users’ identified needs, and that inspires community trust, in formats that are palatable and accessible to them and the fisheries and aquaculture sectors more broadly..

1. Conduct a systematic review of behavioural interventions for positive outcomes in the fisheries and aquaculture sectors.
2. Develop a two-part webinar series targeted at the FRDC community that aims to provide accessible and implementable knowledge on the theory and practice of behavioural interventions in fisheries.

Summary

Context
Fresh premium seafood has long been the best pathway to a viable consumer. That remains true for premium SA wildcatch species (e.g., rock lobster, prawn, abalone) that are, and will continue to be, prosperous. But processing and value adding have never been more critical to attract retail consumers than they are today. Modern seafood consumers (retail, food service, or online) are informed and agile, and increasingly choosing retail offers that are consumer meals ready-to-eat. Fishers, farmers, and chain partners must engage in this reality if they are to remain competitive and viable.
 
The rising frequency of product recalls by SA seafood manufacturers prompted this review. A Preferred Investment Pathway offers direction to resolve gaps by 2030.
Globally and nationally, aquaculture is the largest seafood supplier, setting baseline prices for retail and online product formats. Its easy access, scalable supply, chain efficiency, and species control over yield and product format, can more easily attract investment. SA aquafarms and a few wildcatch fisheries (e.g., Jackets, Pipi) are approaching economic scale in supply and along integrated supply chains. Both are seeking to integrate or access technology and capability to value-add to tight national retail and food service client specifications. Efficient market-focused seafood value adding will build SA’s capability and retain investment and employment, particularly in regional communities.
 
Consultation
This review consulted widely (fishers, farmers, processors, value adders, investors, regulators) regarding processing and value adding capacity and capability that exists and is required to ensure SA’s successful market focused value adding by 2030. Unsurprisingly capacity gaps already exist and will grow (without clear heads) as supply increases 25,000 tonnes (32%) by 2030. Eighteen core issues and risks are identified.
Human capacity (skills, collaboration, leadership), Technology transfer (NPD, batch trials), and Markets (intelligence, unique selling points) are the most critical and challenging. Most new investment is by industry’s private account, but indirectly coinvestment by government will enable and leverage community outcomes.

Need

The Clarence River Region is known for its high-quality prawn markets. The region was kept profitable during COVID restrictions due to a significant portion of the fisher directing its product to the highly profitable bait market. This diversification away from the consumer market has ensured stability for the region. Many fishing businesses pivoted their strategies to meet this new buyer to the region. The loss of the uncooked prawn market in the Clarence region will therefore destabilize the industry.
The restriction of uncooked prawn trade therefore must be addressed through market research, diversification and activation.
However, there is immediate need for alternative markets so an intense focused market activation and access is the key.
PFA has identified key market persons that can create links between industry and high-end chefs to:
1. Identify alternative market uses that fall within the quarantine requirements
2. Start immediate market trials and activation
3. Review online presence and build industry skills to improve online presence for sales
• It is intended that this will lead into immediate supply agreements to these alternative markets that will in turn remove burden on the existing cooked prawn market
