This project addresses a key R&D priority of the APFA Strategic Plan 2020-2025: Human Capital and Emerging Technologies. The APFA is committed to continuing to develop an industry wide workforce development plan that encourages leadership, upskilling and opportunities. This project seeks to upskill members from 2022-2024 by providing a scholarship to support APFA members to participate in the NSILP training, the industry will benefit from an increased capability and provide opportunities to develop effective business strategy. Additionally, this project seeks to fund 2 APFA members to attend conferences/workshops which provide leadership opportunities. APFA members will benefit from exposure to the wider Australian seafood industry that will stimulate innovation and networking to discuss industry issues, workshop solutions, teach best practices, share knowledge, and plan for the future of the seafood industry.

Engaging with and educating the next generation is challenging and competitive, given the range of opportunities available to teachers and students in terms of topics, development opportunities and careers locally, nationally and globally.

Providing awareness, access and support to educators and students is critical to attracting and retaining people across fishing and aquaculture. Through curriculum aligned resources and aligned interventions, activities and experiences, FRDC can spark the curiosity and also provide access to a range of people in fishing and aquaculture through partnering with PIEFA.

This project builds on the strong relationship with PIEFA to conduct research to understand the current level of engagement, barriers and opportunities to position fishing and aquaculture with students and educators. This research will position FRDC for success through utilisation of established, trusted channels and networks. Providing opportunities to showcase the wide variety careers through interactive activities and self directed learning provides the fishing and aquaculture community a direct connection with the next generation.

PIEFA provides a mechanism to showcase fishing and aquaculture, and food and fibre more broadly in Australian schools.

This includes accessing multiple platforms, newsletters, exclusive invitations to members meetings and PIEFA AGM. Invitation to 2023 PIEFA Conference and events.

Objectives

1. Understand and improve teacher awareness, confidence and knowledge to effectively implement food and fibre education in Australian schools

2. Utilise and leverage trusted, valued PIEFA networks and channels

3. Food and fibre education resources are accessible and are accessed by a growing number of Australian schools

4. Inform and engage with a national strategic framework that supports schools awareness and delivery of food and fibre education and careers

5. Food and fibre education initiatives and messages in the wider media and industry spheres are identified and shared between PIEFA and FRDC

The project developed to address the call for EOI recognises that the seafood workforce is diverse and operates within a changing natural, technological, and socioeconomic environment, providing unique challenges and opportunities. The seafood workforce also, however, operates within the wider Australian economy where rural and regional employment, small-medium business operations, and increasing value-adding opportunities are common topics of interest. The project proposes to provide a comprehensive assessment of the current data framework, make recommendations for improving it, and develop a baseline workforce dataset. The focus will be on the potential to use existing sources of data (particularly administrative data collected by government institutions and data that is required to be collected) and how and when those need to be effectively complemented with additional data. Administrative data are confidential and access limited as is the variety of seafood industry data often collected. Accessing administrative data is explicitly part of this proposal and identifying the sources of, and the type of data available, from industry surveys.

Objectives

1. To establish a baseline workforce dataset to address the lack of accessible, accurate workforce data

2. To identify how to overcome the shortcomings of official classifications to better align data information with how the seafood industry and its workforce operate.

3. To determine how using whole of population statistical data may provide a more accurate picture of the seafood industry workforce

4. To use available literature and expert input to provide an understanding of the true diversity of employment in the seafood sector.

5. To undertake a comprehensive stock-take of the relevant current data sources recording information on the seafood industry workforce.

6. To undertake a comprehensive analysis of the existing data sources and investigate the usefulness of large administrative data such as BLADE/MADIP.

7. To closely involve seafood industry participants through an effective stakeholder engagement strategy and promote a co-design element to the project

8. To provide recommendations to address data gaps and improve the utility of current data, and support the FRDC in meeting the objectives of its Capability and Capacity Building Strategy.
