Development of resources and equipment to enable best practice in the humane dispatch of sharks caught by commercial fishers in the NT
The so called pragmatic approach to the welfare of aquatic animals (Arlinghaus et al. 2007) measures welfare status using a variety of well-established, un-controversial physiological and functional parameters (Rose et al. 2014, Browman et al. 2019). For example, all finfish, crustaceans and cephalopods can experience stress, which can lead to poor welfare outcomes (Rose et al. 2014). From an animal welfare perspective, the overall aim to maximise fish welfare during capture is to minimise stress within the constraint of practices inherent to the relevant fishing sector (Mazur and Bodsworth 2022).
Using this pragmatic approach, the Aquatic Animal Welfare Working Group (AAWWG) which was formed under the Australian Animal Welfare Strategy (AAWS, 2005-2014), developed a range of Overarching Welfare Principles which related to finfish harvested from the wild in commercial fishing industries.
Out of the eight Overarching Principles developed by the AAWWG, as pointed out by Mazur and Bodsworth (2022) the three that are most relevant to the commercial wild harvest industry are:
1. Timely handling from capture to death is essential to minimise stress;
2. Capture methods should be designed to minimise the capture of unwanted species
3. Any fish selected for harvest should be killed as rapidly as possible, by humane means suitable for the species.
To address the legislative issues under the new Act, meet current and future fish welfare challenges, and maintain their social license to fish, commercial fishers targeting sharks in the NT need to develop workable and effective standards for handling and dispatching sharks which can be recognised and prescribed under the new Regulations.
Since shark fisheries are specialist fisheries which were not covered by the AAWWG during the AAWS, there is a need to develop specific resources to assist the industry with humane dispatch of sharks.
Science shows that brain destruction by pithing or “iki-jime” is the fastest way to dispatch finfish, resulting in the lowest levels of stress and maximising the quality and shelf life of the resulting fish product (Poli et al. 2005, Diggles 2015). However, the brains of sharks are small and vary in location between species, which is why this project is being proposed and is necessary to determine the brain location of the sharks most commonly captured in the NT shark fishery, and then examine various methods of rapidly destroying the brain, in order to develop guidelines and best practice protocols for their humane dispatch. Importantly, it should be noted that this is an industry driven project.

Determination of the impacts of direct harvest of coral species in northern Australia
Australia’s aquarium fisheries are high value (GVP >$20 million), small scale fisheries that rely on exporting CITES listed corals for profitability and viability. The Australian government requires fisheries collecting and exporting these species to demonstrate that their harvest is sustainable under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) in order to meet Australia's obligations under CITES.
In the absence of empirical evidence, precautionary harvest limits are set on all coral species, and monitored and reported by NT Fisheries to the Commonwealth Department of Environment and Energy (DoEE), to fulfil EPBC requirements. Increased global demand for valuable coral species presents an opportunity for licenced fishers to develop new and existing international markets. However, in order to increase harvest limits, evidence is required to reinforce that the harvest and subsequent export will not have a detrimental effect on the population status of the species (CITES non-detriment finding). Any supporting non-detriment finding must be corroborated with new empirical evidence on the impacts of harvesting corals.
The FRDC project ‘Establishing baselines and assessing vulnerability of commercially harvested corals across northern Australia’ (FRDC 2014-029) (currently underway) attempts to address some of these issues including taxonomy, abundance and distribution of key coral species but fails to address the long-standing concern of the impacts of coral harvesting. Understanding and quantifying the impacts of harvesting coral has the potential for providing the greatest benefit to industry. The specific need is to investigate the extent of recovery (or not) of key species of Scleractinian (hard) corals harvested at the level of individual colonies over an appropriate temporal scale.
Members of the A12 Aquarium display fishery are supportive of this project and will be actively involved in assisting with data collection. This project directly addresses the NT Research Advisory Committee priority ‘Impact of harvesting key species of Scleractinian (hard) corals in the Northern Territory’.

National Seafood Industry Leadership Program 2018 - 2021
FRDC has developed the 2015-2020 Strategic Plan. The plan details the areas of investment for the industry and provides direction regarding the leadership requirements for the Australia seafood industry. Relevant sections of that document state the following:-
“All sectors of Australian fishing and aquaculture need strong, effective, connected leadership to respond well to the challenges and opportunities before them...Having strong leadership capacity will generate strong fishing and aquaculture communities that are productive, profitable and resilient to change, therefore people development remains an important focus for RD&E...projects include the National Seafood Industry Leadership Program"
The above indicates the ongoing need and support for the NSILP 2018-2020. Additionally, although the NSILP 2015-2017 project is yet to be fully evaluated, there is data indicating a significant increase industry need for the NSILP. This data includes 70 unsuccessful applicants over the course of the project time frame; applicant nominators requesting the reason for unsuccessful application responses and; extremely high caliber applicants who should be accepted into the NSILP being ‘rejected’ over two consecutive years. However, the greatest need remains the ongoing succession of the industry and the need for ongoing opportunity to skill-up and build the knowledge of the individuals who will step into leadership roles.
The NSILP 2018-2020 will address the needs discussed above through providing skill development in key leadership areas such as inter-personal communication, team building and strategy planning. The NSILP will also build industry sector understanding through ensuring an annual diverse participant cohort and seek guests and program speakers who reflect industry breadth and deliver addresses that reflect the range of the industry. The NSILP will raise the positive profile of the industry through building professionalism amongst the participants and through the delivery of a number of participant addresses to the industry.
