Need

The last national recreational fishing conference was held in 2008. It is recognised within the fishing industry, and supported by FRDC, that industry sectors need to hold a conference every 2 years to allow the sectors to showcase their achievements and provide a high level forum for issues affecting the industry. By 2012 it will be 4 years since the last recreational fishing conference.
Key industry bodies Recfish Australia and AFTA have recognised the need for another national conference for some time. The Recreational Fishing Advisory Committee, as part of the Recreational Fishing Industry Development Strategy, has also recognised the need for a national conference.

For the conference to be world-class, there is a need for participation to be broadened to encompass parts of the industry that have not been previously involved (eg boating) and to include agencies whose decisions impact on recreational fishers (eg marine park agencies). The conference will focus on the future of recreational fishing in Australia and addressing issues related to that in a practical and innovative manner. The conference also needs to build on the Recreational Fishing Industry Development Strategy.

There is also a need to develop the leadership skills of the next generation of recreational fishers by exposing them to issues and areas of concern that they will need to address in the future. The concept of succession planning is of paramount importance to the future management of the industry. The conference will allow current and future leaders to develop key strategies to improve the engagement of recreational fishers in decision making that impacts on recreational fishing.

Objectives

1. Survey key industry stakeholders and potential attendees to contribute to the input and expectations for a National Recreational Fishing Conference and use the results to assist in the design of the 2012 National Conference.
2. Host a world-class National Recreational Fishing Conference in 2012.
3. Engage with participants at the National Conference to identify at least three key national projects to be developed and implemented following the conference.
4. Presentation of Recreational Fishing Awards.
5. Publication of the proceedings of the conference.

Summary

Holding a national conference was identified as a priority project by the Federal Minister's Recreational Fishing Advisory Committee (RFAC) and developed as part of "Recreational fishing in Australia - 2011 and beyond: a national industry development strategy".

The conference was held on 17-19 August 2012 at the Gold Coast Convention and Entertainment Centre (GCCEC). The conference was a joint program of Recfish Australia and Australian Fishing Trade Association with the support of Recfishing Research.

The conference commenced with an ABT Pro-Am Fishing Tournament on 17 August and was followed by the AFTA Tackle Trade Show on 20-22 August. The conference was attended by 160 delegates and formal and informal feedback indicated delegates thought that the conference was very successful.

An online survey completed by 350 people in early 2012 was used to assist in determining the location, timing, duration, cost and themes for the conference. The overall theme for the conference was "Casting Towards Tomorrow - Keep Australia Fishing".

There were then 36 presentations that addressed the conference themes. The presentations covered a broad range of issues faced by recreational fishing and included perspectives from government, fisheries agencies, recreational fishers and researchers. There were many good news stories told of recreational fishers doing great things at the coal face, particularly in education, habitat restoration, fishing practices and safety.

Summary

Conference handbook for the National Recreational Fishing Conference held between 17-19 August 2012 at the Gold Coast Convention & Exhibition Centre

The Conference is one of the most significant events on the Australian recreational fishing calendar, and the program provides a forum for discussions that will chart the course for the future of recreational fishing. The Keynote Presenters provide their knowledge on how they see the future from an international perspective, how to bridge the gap between the current and upcoming generation of leaders and a view of fishing from the younger generation. The number of workshop sessions also provide a great overview on where recreational fishing is headed for the future.

The outcome of the Conference is to take on three defined themes that will set the ground work for the ongoing development of the future of recreational fishing and the role that the next generation will play in ensuring a healthy and sustainable industry.

Need

There is a need for a consolidated national report on the status of key wild catch Australian fish stocks, focusing on commercial and recreational target species. One pitfall of guides like the Australia’s Sustainable Seafood Guide is their focus on entire species, without considering differences among stocks within each species. Consequently, a poor status determination for one stock can result in a poor status determination for all stocks of that species regardless of whether or not the other stocks are healthy. Government can avoid this pitfall by clearly articulating the status of individual fish stocks. Australia’s different jurisdictions have demonstrated their capacity to work constructively together to achieve common goals (e.g. joint stock assessments for shared stocks). However, the current differences in scope, depth, terminology and benchmarking in jurisdictionally based Fishery Status Reports make it difficult to readily compare the status of stocks across jurisdictions and build a coherent national status of key species.

The National Fishery Status Reports would not be promoted as an eco-labelling guide but rather as a government produced instrument designed to simplify comparison of the status of key wild capture fish stocks around Australia both within and among jurisdictions. This information would be available for the general public, policy makers and industry to make informed decisions in relation to the actual health of various stocks. The reports would also provide an important and accurate information source for international organisations (e.g. FAO). The process of producing these reports will improve communication between the jurisdictions, leading to a better understanding of the status determinations made by each jurisdiction and how these compare. One of the main outcomes already achieved from the recent jurisdictional planning workshops is the convergence on a common system of benchmarking and terminology for use across jurisdictions.

Need

On 25 October the Chair of the Fisheries Research and Development Corporation (FRDC), the Hon. Harry Woods, announced to the National Seafood Directions Conference that the results from the last community perception study of the seafood industry was poor and that something needed to be done to rectify this situation. As a result, Mr Woods announced that FRDC would pro-actively promote the results of research to the Australian community, media outlets and seafood consumers, and formally respond to factually incorrect media stories or information in the public arena.

Some activities are areas of work where a few stakeholders will work together. For example: + developing briefing notes on specific fishery issues, such as by-catch or interactions with non-target species.

This project supports this new FRDC direction.

1. To provide the Australian “marketplace” with easily understood, factual information demonstrating the sustainable practices of selected aquaculture sectors
2. To build aquaculture’s social licence to operate.

Options for Tier 5 approaches in the SESSF and identification of when data support for harvest strategies are inappropriate

Need

The current Harvest Strategy Framework has no formal process for deciding whether the Tier harvest strategy applied to a stock is appropriate or not, there is thus no formal process for deciding when to use a lower Tier. Even worse, when a Tier4 assessment is deemed inappropriate in the SESSF there is no lower Tier available for use. There is thus a need to establish guidelines for identifying when a Tier method is inappropriate for a stock, and also a need to develop an array of alternative harvest strategies for use as a Tier5 when Tier4 is deemed inappropriate. As there is such a wide range of potential Tier 5 procedures, many with the same data requirements, testing is required to allow an informed decision about which are best to implement - particularly in the SESSF context.

Section 6 of the DAFF public discussion paper for the review of the Commonwealth fisheries Harvest Strategy Policy (see FRDC project 2012/225) investigates questions of uncertainty about assessment approaches, the level of data required to maintain species within a given Tier and when to switch between Tiers. The proposed project directly addresses known issues in the SESSF that relate to this question, and timing of the review allows this project to tailor analyses to specifically address review recommendations and advice.

A parallel and complementary project (FRDC 2012/202) provides a study of the trade-off among ecological and economic risks associated with harvesting, the benefits of harvesting and the costs associated with management. This is concerned with strategic considerations over all Tiers, whereas the current project looks more specifically at data requirements within SESSF Tiers, and alternative Tier procedures for data poor species in the SESSF.

Objectives

1. Establish guidelines, using SESSF case studies, for when the particular Tier harvest strategy for a given stock becomes inappropriate and make explicit recommendations as to what response would then be appropriate.
2. Determine options for alternative harvest strategies when none of the present Tiers is appropriate (i.e. potential Tier 5 approaches)
3. Produce presentations and explanatory documents for distribution across RAGs and MACs, describing the criteria and new Tier 5 harvest strategies.

Need

Australian rock lobster fisheries, similar to their New Zealand counterparts, are coming under increasing pressure to forfeit access to fishing grounds and to shares of available yields as a consequence of a well organised and resourced marine protection lobby and opportunistic political decision making. In recent seasons the situation for the Australian lobster industries has been made more difficult because of Federal Government marine protected area agendas and difficulties in brokering direct export to the lucrative China market. Industry capacity that might otherwise be committed to improving reputation and efficiency and promoting economic growth and investment has instead been diverted to protecting existing access and utilisation opportunities. The rock lobster industries will directly and indirectly benefit from cooperative approaches to current and emerging challenges (the most recent being biotoxin events for example) and from collaborative efforts to agree and implement growth and consolidation strategies based on good science and credible decision making. The 'sharing of knowledge' which is a feature of each Lobster Congress draws greater numbers of industry participants into agreed work plans and creates wider understanding and awareness across the industries as to he need for responsible fishing, strategic responses to external forces, and wise and credible political lobby and positive profiles within the wider community.

1. Rock lobster industries fully aware of the social and political issues which influence management decision making.
2. Rock lobster industries equipped to make credible responses to challenges from environmental NGOs, animal rights and other community groups intent on eliminating or constraining commercial fishing access and opportunity.

Assessing the impacts of gillnetting in Tasmania: implications for by-catch and biodiversity

Need

Commercial and recreational fishers are permitted to use gillnets in Tasmania. There are several classes of gillnet distinguished by mesh size - commercial gillnets include, small mesh, graball and shark nets, while recreational gillnets include mullet and graball nets. During the past 5 years around 150 commercial operators each year have reported gillnet use, for an average catch of 200 tonnes of scalefish. Recent information for the recreational sector is limited though recreational netting remains popular, with over 10,000 net licences issued in 2009. Previous surveys indicate that recreational fishers target much the same species as commercial operators.

Over the past decade there have been several management initiatives, including a prohibition on night netting for most areas and, more recently, the introduction of maximum soak times. These initiatives have been designed to improve gillnetting practices, and reduce wastage and impacts on non-target species. Despite this, there have been conspicuous declines in the abundance of several key gillnet species along with increasing community concern about the ecological impacts of gillnetting. This concern has been particularly evident in the debate surrounding the introduction of marine protected areas, with gillnetting identified as a key threat to biodiversity. Furthermore, in the 2009 Scalefish Fishery review DPIPWE identified the need to develop strategic policy in relation to no-netting areas to address issues including resource sharing, wildlife interactions and stock management.

In view of the above, there is an urgent need to better understand how recent management initiatives have influenced netting practices, and to objectively assess the risks and impacts on target and non-target species. Ultimately such an understanding will be pivotal in informing the on-going debate over the future management of gillnetting in Tasmania.

Objectives

1. Synthesise available gillnetting information, with particular reference to links between operational parameters and catch composition
2. Determine catch composition and levels of by-catch associated with the main commercial gillnet fisheries
3. Assess implications of recent management changes on recreational netting practices
