Need

Australian seafood exporters still face a number of formal technical (e.g. SO2 in canned Abalone) and informal systemic barriers (e.g. deemed value) to trade which add cost and complexities which in the longer term could result in the opportunities created in the recent conclusion of a suite of FTAs with Asian markets not being fully realised.

The 2014 Seafood Exporters Forum (45 exporters participated) agreed to continue the STAG to continue to focus on key priorities for the most important markets (China, Hong Kong and Japan). Other sectors were invited to join the STAG provided they support the STAG activities with resources and communicate according to the agreed key messages (outlined in the STAG Trade Agenda).

Research on macro economic trends in important markets and potential FTA implementation issues that may impede capitalisation on the opportunities provided by those FTAs and are reflected in the agreed Seafood Trade Agenda priorities for 2016-2018 (attached). Having a unified voice on these priorities and addressing issues as they arise is the cornerstone of the success of the STAG to date.

The STAG needs to coordinate communication and extension of research as well as continue to prioritise research priorities to keep access to global markets. As a relatively new group the STAG needs to formalise partnership arrangements that includes more industry sectors, implement a governance structure and establish a more stable funding base, including the establishment of a secretariat with capacity to respond to issues and responsibility for implementing and reporting on the Trade Agenda.

This project will provide the co-contribution agreed for the PASE funded Seafood Asian Seafood Market Access Project. The funds from this project will be used to ensure that the outcomes of the PASE project are communicated and extended effectively to industry and that industry issues are communicated back to the project team. It will establish a new governance and reporting arrangement for the STAG and negotiate with the newly forming national peak body for it to assume the ongoing secretariat role for the STAG.

Objectives

1. To support Australian government trade liberalisation and seafood exporters objectives by coordinating action on priority issues identified in the seafood Trade Agenda and Action Plan 2016-2018
2. To formalise STAG partnership and governance arrangements and develop a pathway for the establishment of a Seafood Trade Advisory Group as part of the newly forming national peak industry body
3. To establish the capacity to monitor and respond to non technical trade and market access issues that arise outside of the Trade Agenda and Action Plan 2016-2018

A promotional campaign strategy is now being discussed and implemented (shortly) to establish consumer confidence in seafood sourced from the Hunter River and greater Newcastle regions. Marketing research is needed to ensure that this campaign is effective in addressing consumer concerns and restoring consumer confidence.

This research will then define the target audience, the key messages that must be addressed, and any additional details that will ensure an effective promotional campaign

Objectives

In early September 2015 the discovery of a chemical contamination around the Williamtown RAAF base in the NSW Hunter Valley was made public The NSW Environment Protection Authority warned that chemicals perfluorooctane sulfonate ( and perfluorooctanoic acid ( had been found in surface water, groundwaters and some fish species in nearby waterways Residents living near the base were warned to take precautions such as not eating fish or oysters from local waterways or drinking bore water. The NSW Government formed an expert panel and conducted an investigation into this issue The Expert Panel, after undertaking a major study, has advised that the levels of PFOS and PFOA within seafood in the region are at levels that provide minimal risk to most consumers Commercial and recreational fishing in the Tilligerry Creek and Fullerton Cove areas has re opened since October 1 st 2016 with an ongoing restriction on dusky flathead caught in the Hunter River for commercial fishers. A market research study was initiated to provide an estimate of the likely ‘ and ’ of this issue The research was conducted with two target groups of consumers:
o first, among Newcastle consumers (those who live within 50 km of Newcastle) and

Need

Statistics on Australian fisheries production and trade provides a source of information for a range of purposes. The information can be used to meet the needs of the fishing and aquaculture industry, fisheries managers, policymakers and researchers. It can assist in policy decisions, industry marketing strategies and the allocation of research funding or priorities. The gross value of production for specific fisheries are used for determining the research and development levies collected by government. The neutrality and integrity of GVP estimates is therefore important due to their forming the basis for research levies for each fishery. At the international level, the Department of Agriculture through Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES) contributes to a number of international databases. These include databases managed by the Food and Agriculture Organisation (FAO) and the Organisation for Economic Cooperation and Development (OECD). Information at the international level can assist in international negotiations on issues such as transboundary fisheries and analysis of trade opportunities.

The research undertaken in this project (2016/246) produced data on the volume and value of production from Commonwealth, state and Northern Territory fisheries, and the volume and value of Australian fisheries trade, by destination, source and product, covering the years 2004-05 to 2014-15. The report also contained industry structure profiles of Commonwealth, state and Northern Territory fisheries.
 
An important aspect of this project was the requirement to implement a process of continuous improvement over the life of the project. These improvements were aimed at enhancing the coverage of fisheries so that all commercial fishing activities were included, incorporating industry employment data where available, maintaining the relevance of the data presented in both the production and trade tables, and refining fishery divisions and important species categories. Processes were also implemented so that the valuation of commercial fishing was undertaken in a consistent framework.

Since 1991 ABARES has annually published detailed production and trade data in Australian Fisheries Statistics (now Australian fisheries and aquaculture statistics) to meet the needs of the fishing and aquaculture industries, fisheries managers, policy makers and researchers.
