WINSC - Providing pathways for the involvement of women in seafood industry development
Internationally it is well documented that despite having a high participation rate in the seafood industry women are very under represented in key decision making roles and have difficulty having their views heard and taken notice of. Other industries have found that supporting a greater involvement by women in decision making fora has provided industry wide benefits, and it is expected that such support would have the same result for seafood.
WINSC itself has recognised the need to better connect with all women in seafood, no matter what their roles may be. WINSC also needs to better understand and use anew technologies to improve communication, connection and support of women in seafood. This proposal seeks funding for 10 months to initiate and undertake the first stage of the proposed WINSC renewal process. This process aims to result in WINSC having capacity and capability to better connect with women in the seafood industry and to deliver support and services that help them to increase their profile, capitalise on and improve their skills and contributions as well as ensure better participation in key decision making roles.
WINSC also recognises the need to mainstream WINSC activities and to involve men as part of the network. In this context WINSC has identified an opportunity to support an annual Seafood Fresh Ideas seminar (to be held as part of Seafood Directions conference in the years that is held and as a stand alone activity in the years that it is not). This will be open to participants from the entire industry and will feature thought provoking presentations from futurists and innovative entrepreneurs. WINSC will explore the feasibility and practicality of this idea as part of the proposed stakeholder review process.
WINSC will also use the stakeholder review process to review the WINSC Bursary process to ensure that it meets the needs of WINSC and FRDC stakeholders

Capability and Capacity: Nuffield Australia Scholarships
The Nuffield Scholarship program relates to the 'People' section of FRDC's RD&E program, needed to attract and advance people who will lead fishing and aquaculture towards a sustainable and profitable future. The FRDC has taken a strong role in this area, facilitating access to leadership development for all sectors of fishing and aquaculture.
Unlike many capacity building programs that place focus on working within communities in their own environments, Nuffield Australia seeks to break the cycle of everyday life in primary production. The approach is to organise and facilitate international study tours that allow participants to break away from their normal routine and gain a global perspective on how other producers around the world operate their businesses and apply leadership in their industry.
A Nuffield Scholarship targets young primary producers who are already on the leading edge of production practices and technology uptake in their respective communities in Australia. The program is necessary to further enhance those individuals’ skills, elevate their status as role models and innovative leaders amongst their own broader community, thus having a ripple effect that goes far beyond their immediate participation.

The Australian seafood industry has a long and proud history of employment of very sound environmental and economic management principles which have made it the envy of much of the world.
An altogether robust Australian seafood industry is hyper critical to the social and economic fabric of the coastal communities it supports, and it is vital this industry is maintained and – wherever possible – continually developed in a way which brings the best possible outcomes for all vested parties.
In an age of social media and 24-hour news cycles, it may be argued the Australian seafood industry and its general social licence to operate finds itself under increasing levels of attack. It is at times easy to consider there is more fearmongering than fishmongering occurring in this new age, and it is vital that the industry takes effective and collaborative steps to ensure that public perceptions pertaining to the industry are in line with the reality of the generally responsible way in which it operates.
The author visited nine countries as part of this research, including commercial fishing operations, aquaculture ventures, general agribusinesses, peak representative bodies, wholesalers, retailers, third-party certifiers and financial institutions in both developing and developed nations. The aim of the study was to understand the importance of maintenance of an industry’s social licence to operate, whilst considering consumer confidence, modern markets, investor confidence, key motivators, brand development, politically motivated policy settings and general public perception.
It is very clear that maintenance of an intangible, but critical, social licence to operate must be a key and ongoing consideration for any business, industry peak body, regulatory body, or other organisation. For an industry such as the Australian seafood industry - which relies absolutely on its right to access public resources - maintenance and development of public perceptions around the socially responsible nature of its operations is fundamental.
This report is in part an anthropological study generated from countless meetings, interviews, observations and individual and collective viewpoints. It aims to explore the concept of the social licence to operate (SLO), why it is important, how it can impact on a business or brand and steps which can be taken to ensure a business maintains it.

Australian Society for Fish Biology: Scientific networking, early career development and international engagement
In the face of mounting pressure on Australia’s marine and freshwater ecosystems, there is a need for robust scientific information to support the sustainable development and management of our aquatic resources. The ASFB is Australasia’s premier professional association for fish and fisheries researchers. The annual science conference and associated workshop/s makes an important and tangible contribution to skill development of people involved in fish and fisheries research and management, particularly offering students and early career researchers opportunities to present their work, interact with peers and develop collaborative links. The ASFB has a strong commitment to promoting and communicating science, encouraging sustainable management practices, encouraging excellence in fisheries research, and recognizing outstanding contributions of scientists and professionals through various awards and scholarships. In addition the ASFB has recognised the need for increased international engagement in particular via increased active involvement with World Council of Fisheries Societies.
This proposal is seeking sponsorship support for the annual science conference in 2016 (Hobart), 2017 (Western Australia) and 2018 (location to be decided but possibly Victoria) and a series of conference associated awards that support student travel and recognise research excellence. The proposal addresses three people development program goals, namely (i) to encourage knowledge transfer and R&D adoption (ASFB annual science conference) and (ii) to recognise and promote achievements (ASFB student research awards) and (iii) to enhance industry leadership (bringing together a range of people for the annual conference). These activities will encourage participation and exchange of information and provide an opportunity to develop networks and collaborations with outside organisations. In addition this proposal seeks support for one senior ASFB office bearer to attend the 7th World Fisheries Congress (WFC) in Busan as part of an Australia-New Zealand team bidding to host 8th WFC in 2020.

The 2019 ASFB conference was held in Canberra from 14 to 17 October, 2019 at the National Library of Australia, ACT. The conference theme of “Communicate to illuminate & inspire" encouraged the 251 delegates (including 62 students) from across Australia, New Zealand, Europe, South Africa, the USA and Fiji to find new ways to share our passion for fishes, and raise their profile among the many people who depend on them for their everyday health and wellbeing.

Aquatic Animal Health and Biosecurity Subprogram: Strategic planning, project management and adoption
AAHBS provides a cohesive national approach to FRDC-supported aquatic animal health R&D in Australia by providing leadership, direction and focus for health R&D and other related non-R&D activities. AAHS was renewed in 2012 based on national need, previous performance and strong stakeholder support. Key strengths include its strategic focus and the establishment of a network of aquatic animal health experts and research providers. An external review of AAHS was undertaken in 2015 and it found that the consensus among the major stakeholders was that AAHS provides an essential service for the major stakeholders. Thus, continuation of AAHS beyond 2016 on the basis of a shared financial commitment by stakeholders from industry and governments is highly desirable.
Australia’s aquatic animal sector is free from many diseases that occur overseas, providing us with a competitive advantage in both production and trade. While the number of aquatic animal species and the absolute number of aquatic animals being farmed in Australia is increasing annually, new diseases caused by emerging infectious agents (e.g. new yellow head virus genotypes, oyster oedema disease, ostreid herpesvirus, Bonamia exitiosa) continue to threaten the sustainability of significant enterprises, and the call on health services to support this expanding industry is growing.
In addition to aquaculture, aquatic animal health R&D is required for the other aquatic animal sectors, including wild-capture (c.f. Edwardsiella ictaluri in catfish), recreational (c.f. Perkinsus in oysters) and ornamental (c.f. gourami iridovirus), that share the aquatic environment. Thus health services need to be coordinated across all aquatic sectors to ensure synergy while avoiding duplication. FRDC, through AAHBS, plays a major role in addressing research needs and training in aquatic animal health. With its incumbent expertise and experience, AAHBS is able to direct these activities in the most pressing areas.

In the period 2016-20, AAHBS has managed 27 projects concerned with aquatic animal health and biosecurity. AAHBS also provided advice on other aquatic animal health- and biosecurity-related projects that were part of other FRDC programs. In addition, AAHBS has a specific role in managing the DAWE/FRDC Aquatic Animal Health Training Scheme. AAHBS also provided comment, as requested, on health-related projects submitted to industry peak bodies.
AAHBS reviewed, in-house, the Subprogram R&D Plan on an annual basis which included consultation with major stakeholders (industry and governments). The revisions accounted for the changing aquatic animal health and biosecurity R&D needs at the enterprise, industry sector, and state and national levels.
During the period 2016-2020, there were seven issues of the Subprogram newsletter, Health Highlights, which has a broad distribution list (>300 subscribers) that includes industry associations, research providers and regulators both domestically and internationally. In addition, AAHBS provided support for the 2017 White Spot Disease R&D Needs Workshop and 2017 Pinctada maxima Pearl Oyster Health Workshop. Two FRDC Australasian Scientific Conferences on Aquatic Animal Health and Biosecurity were convened in Cairns (in 2017 and 2019). The Cairns conference provides a unique opportunity for regulators, researchers and industry to meet and discuss the latest research results and current issues relating to aquatic animal health and biosecurity. Workshop and conference proceedings were distributed electronically to participants.

Catch the Drift - Leadership and development training for the next generation in the commercial fishing and aquaculture industries
There are considerable leadership capacity building opportunities throughout the Australian seafood industry and community however it must be noted that these opportunities are delivered in a manner that may be perceived as difficult to access and focused on national issues. Considering this the VICFRAB has identified a need. The need is that within the Victoria seafood industry research, industry consultation and a the provision of a pilot leadership learning opportunity targeting young people across the state, from those already working in the commercial fishing and aquaculture industries to those who have completed a university degree should be developed and delivered.
This project will address strategic directions outlined in the Seafood Industry Victoria (SIV) Strategic Plan with the focus people and leadership. SIV has 8 objectives, centered on the themes of leadership and innovation, member service, business growth, people, fiscal responsibility and operational issues.
The project will also respond to Fisheries Victoria Victorian Aquaculture Strategy Action Plan that outlines the importance of capacity building and communication opportunities. Also throughout the Victoria Fisheries management plans for the commercial fisheries consultation and representation are mentioned which requires industry people to have the skills to lead the industry during both forms of engagement.
Final report
The CTD participants are well placed to ensure positive change occurs for industry and are all poised to take on new opportunities. Program evaluation found that the participants and stakeholders consulted identified that the CTD achieved strong outcomes for participants and already there is evidence that the industry is being rewarded with positive outcomes.
CTD has delivered high valued outcomes for Victorian seafood industry and participants and met its objectives.
Sustainable Fishing Families: Developing industry human capital through health, wellbeing, safety and resilience
By developing an evidence-based health and safety training program for Australian fishing communities, this project meets the needs of the commercial wild-catch and aquaculture industry identified in FRDC’s RD&E Program 3, ‘Communities’ and particularly theme 10, which promotes resilient and supportive communities who are able to adapt to the social impacts of change in industry business environments.
The project will address a national need, identified by VicFRAB, to better understand the social and economic contribution of commercial fisheries, by identifying and addressing potential losses incurred through the poor health and wellbeing of the industry’s human capital.
Fishers tend to work in rural and remote communities, which means they have higher rates of mortality, disease and health risk factors than urban dwellers, further impacted by reduced access to primary health care services. Fishers are at particular risk of certain kinds of illnesses (eg. skin and diet-related), as well as injury (fatality rates are more than double those in the agricultural sector). Mental health concerns are higher than average in the fishing industry, exacerbated by uncertainties within the industry including often high debt and insecurity of tenure and licencing. While both women and men are at risk, 86.9% of fishers are male, a factor placing them at greater risk of suicide.
Fisher ‘attitudes’ also impact health, such as the culture of self-reliance, particularly among males. This may make fishers resilient, but also makes them less likely to adopt preventative health practices or to use health services, and they will usually wait longer before seeking medical assistance, particularly for issues of chronic poor mental health.
The Sustainable Fishing Families project will benefit fishing families’ health, safety and resilience by promoting a self-awareness of the value of the industry’s human capital, and building their health capacity.
