Need

There remains a continuous need for the strategic planning and execution of targeted and efficient research, development, and extension (RD&E) initiatives that cater to the priorities of the Indigenous fishing and seafood sectors. The Fisheries Research and Development Corporation (FRDC) plays a crucial role in addressing these needs by offering support and resources to the Indigenous Reference Group (IRG) through various projects and a dedicated Indigenous RD&E Program. Since the establishment of the IRG, significant advancements have been made. However, challenges persist due to the limited capacity of most agencies, researchers, and stakeholders to interact with and engage effectively with the Indigenous sector, thus failing to fully leverage the available opportunities and benefits.
The number of Indigenous individuals with the required expertise and interest in participating in this process is on the rise, yet it remains insufficient to meet the identified needs. Addressing this gap is a primary focus for the IRG moving forward, including the advancement of a formal capacity-building program aimed at enhancing the understanding and knowledge of research, management, governance, and agency operations.
Opportunities for improvement include:
1. Increasing the number of Indigenous individuals with the expertise and motivation to engage in RD&E and related policy processes: This involves identifying and promoting educational programs, workshops, and mentorship opportunities that are specifically designed to build the necessary skills and knowledge among Indigenous communities. Such initiatives should be accessible and tailored to the unique cultural and societal contexts of Indigenous people, encouraging their active participation in research, development, and extension activities. As much as possible, opportunities for collaboration with Indigenous organisations and communities in designing these programs can ensure they are relevant and effective.
2. Developing mutual capacity by boosting the understanding and abilities of non-Indigenous stakeholders: This objective focuses on generating a deeper understanding and respect among non-Indigenous stakeholders for Indigenous knowledge systems, values, and practices. Identify sectoral needs for cultural competence training programs and facilitating collaborative projects can bridge the gap between Indigenous and non-Indigenous perspectives. This approach not only enriches the RD&E process but also ensures that research outcomes are more inclusive and beneficial for all parties involved.
3. Enhancing the availability of culturally relevant knowledge and data for the Indigenous fishing sector to meet the needs of Indigenous Australians, researchers, and managers:
To enhance the availability of culturally relevant knowledge and data for the Indigenous fishing sector, the strategy includes collaborating with Indigenous communities to understand traditional fishing practices and ecological insights using participatory research. A digital repository will be created to store and disseminate this information, designed with user-friendly features and access controls to safeguard intellectual property. This platform will support the integration of Indigenous knowledge into sustainable practices and policy decisions, complemented by educational workshops and policy engagement initiatives. Continuous feedback from Indigenous communities and stakeholders will ensure the platform remains relevant and effective, fostering informed decision-making and sustainable use strategies that recognises Indigenous rights and contributions.
4. Moving research forward to yield actionable outcomes and advice for policymakers: This entails aligning research objectives with the practical needs and priorities of the Indigenous fishing community and policymakers. By focusing on applied research that addresses specific challenges and opportunities within the sector, the findings can directly inform and influence policy and management decisions. Effective communication and adoption strategies are essential to translate complex research findings into clear, actionable recommendations for policymakers and industry stakeholders.
5. Strengthening Indigenous led and codesigned projects at the jurisdictional level by improving the connection between the IRG and Regional Advisory Committees/Industry Partnership Agreements (RAC/IPA): Enhancing collaboration and communication between the IRG, RACs, and IPAs can lead to more coordinated and effective Indigenous-inclusive projects outcomes. This could involve systematic meetings, joint planning sessions, and shared platforms for project management and information exchange. By working closely together, these groups can leverage their respective strengths and resources to achieve greater all-round impacts on the ground.
6. Adjusting expectations to clarify that the IRG is not the sole source of support for all Indigenous-related issues within the industry by creating processes to broaden networks and engagement: This involves actively promoting the development of a broader ecosystem of support for Indigenous issues in the fishing and seafood sectors. The IRG can facilitate the creation of partnerships, alliances, and networks that include a diverse range of stakeholders, such as government agencies, academic institutions, non-profit organisations, and industry groups. By diversifying the sources of support and engagement, the reliance on the IRG as the sole conduit can be reduced, leading to a more robust and resilient support system for Indigenous fisheries.
The IRG stands out from other programs by offering services that span several additional areas. One of its goals is to alter the current dependence as the only recognised channel for Indigenous fisheries advice.

Objectives

1. Work with Indigenous peoples and other fisheries resource stakeholders, to facilitate the identification of Indigenous RD&E priorities annually and develop projects to address those priorities.
2. Assist FRDC with management of the Indigenous RD&E program and the portfolio of projects with significant benefit to, or impact on, the Indigenous fishing sector.
3. Develop and implement a fit for purpose communication plan to effectively communicate research results and share knowledge with Indigenous communities, organisations, groups or individuals.
4. Encourage coordination and co-investment in RD&E which benefits the Indigenous fishing community.
5. To provide advice, where appropriate, through the FRDC to researchers regarding how their projects might be improved to consider benefits for Indigenous people, cultural importance, or suggest consultation and communication protocols for working with Indigenous communities.
6. Assist FRDC to explore opportunities for Indigenous engagement, employment, skills transfer, sharing of knowledge and the increase of cultural awareness amongst all parties.

Voluntary behaviour change in recreational fisheries to support sustainability and amenity

Need

This project responds to an FRDC identified opportunity to review and build on previous experiences aimed towards encouraging recreational fishers to voluntarily diversify their target species.

This project targets three outcomes in the FRDC R&D Plan 2020-25:
-Outcome 1. Growth for enduring prosperity
-Outcome 2. Best practices and production systems
-Outcome 4. Fair and secure access to aquatic resources

Our project consists of two phases, each addressing a discrete need identified through conversations with stakeholders.

Phase 1 – Developing a knowledge base and roadmap:
A robust knowledge base, including data on the the magnitude of behaviour changes achieved by previous initiatives, is required to support the use of voluntary behaviour change interventions for diversifying target species as alternatives to direct regulations. Phase 1 will consist of a backwards looking scan of past-experience to construct this knowledge base from case studies that have implemented an initiative to promote voluntary diversification of recreational target species. This will include a global literature scan, and interviews with stakeholders and managers in Australia to document case studies, identify their successes or failures and compile data on the magnitude of behaviour change achieved. The knowledge base will then be used to identify key knowledge gaps and develop a roadmap of research and information needed to support voluntary behaviour change strategies aimed at diversifying target species as genuine alternatives to direct regulations.

Phase 2 – Improving effectiveness:
Effective behavioural change interventions require careful targeting to ensure they are appropriate and acceptable within a specific context. Phase 2 will look forward with a focus on the future implementation of voluntary approaches that can confidently be applied to promote the voluntary diversification of target species for recreational fishers. This will include a forward-looking test of approaches identified through Phase 1 through interviews, focus groups and a survey of recreational fishers to delve deeply into which approaches are acceptable, where they are acceptable and which approaches are most likely to influence change. The outputs of Phase 2 will include clear advice on which strategies are likely to work in different situations relevant to Australian recreational fisheries.

A project evaluation will take place at the end of phase 1 to evaluate the feasibility of the remaining components, and guide case study selection and strategy for phase 2. This will be based on the interim short report based on phase 1 submitted to the FRDC in the milestone schedule below, as well as progress report 1.

To facilitate co-design and research impact, the research team have engaged with the Australian Fisheries Management Forum (AFMF), the AFSB Fisheries Management Committee (on advice from the AFMF), and the Australian Recreational Fishing Foundation (ARFF). Input from recreational fishing stakeholders into the project will be facilitated through an ARFF advisory panel, with representatives from different jurisdictions across Australia. The advisory panel plan to meet with the research team on 5 occasions across the project (front loaded to facilitate co-design). The model for input from fisheries managers is an on-going discussion but will likely take a similar advisory panel across jurisdictions.

Project risks:
The project relies heavily on the inputs of recreational fishing stakeholders and managers, with potential risks around a lack of availability to participate as well as lack of interest. To manage this risk the project team will work closely with the ARFF advisory group to identify and manage relationships with participants. A secondary project risk is the potential for sharing and disclosure of sensitive information from interviews and focus groups. To manage this risk, the research protocol will be subject to a human ethics review against the National Statement on Ethical Conduct in Human Research. Through this process, issues of anonymity, data management and retention and data sharing will be addressed in-line with national standards and carried throughout the project.

Objectives

1. To develop a global knowledge base of behaviour change strategies that have been used to promote diversification of recreational target species.
2. To identify the magnitude of behaviour change achieved by different strategies.
3. To identify key knowledge gaps forming a road map for supporting voluntary behaviour change strategies aimed at diversifying target species as genuine alternatives to direct regulations.
4. To identify success factors that may have driven success or failure of past behavioural change strategies.
5. To develop a shortlist of strategies that experiences suggest will be effective in an Australian context.
6. To test the shortlist of potential behaviour change strategies from Phase 1 in terms of their acceptability, likelihood to influence change to deepen understanding of success factors (e.g., motivators, species, and/or incentives) within the Australian context.
7. To package key insights, lessons and recommendations for behaviour change initiatives to diversify fish species for recreational fishers.
8. To ensure this knowledge is easily accessed and practical, and framed so as to speak to the values and drivers of recreational fishers.
9. To maximise the reach and amplification of this knowledge through building the capability of fisheries managers.

Capability and Capacity: Navigating leadership pathways in fishing and aquaculture

Need

In a 2019 review of FRDC’s investment in people development, it was noted that significant variability exists across the industry in terms of leadership capability and capacity with most of FRDC investment focused on mid to higher levels of leadership (Lovett). While this past review is comprehensive, it is now 5 years old and pre-dates the ‘black swan’ event of COVID-19 that saw widespread disruptions to the economy, supply chains, and workforce, and has had consequences for leadership capacity and capability needs.

This project will review the current leadership development ecosystem, mapping relevant leadership programs, and identify potential opportunities for a diverse range of industry participants who will benefit from developing leadership capability and skills. Furthermore, acknowledging that leadership capability is not necessarily tied to formal positions of leadership, this project aims to identify different entry points for individual leadership development to ensure accessibility of opportunities. Any potential gaps in accessibility and potential new pathways will be identified. It is imperative that a lack of knowledge of learning and training opportunities to develop non-technical skills or low confidence levels to engage due to unclear entry pathways is not a barrier to any willing participant seeking to enhance their strengths and pursue an interest in making greater contributions that align with industry leadership capacity needs.

Our project combines a review of modern leadership definitions, theories, frameworks and practices, and through stakeholder engagement seeks to identify how these meet the context specific leadership challenges for the wild catch and aquaculture industries. Qualitative and quantitative research will be used to map and evaluate the current leadership development ecosystem for the wild catch and aquaculture sectors, identifying current pathways, recruitment processes, target outcomes, and the value and variety of alumni. Gaps in leadership capacity and capability will be identified and areas for potential changes investigated. Recommendations for improving return on investment in the existing leadership ecosystem will be made, including continuing development or improved integration of post program leaders into the industry. The current project has been designed to provide the breadth and depth of information that leads to practical implications for further industry engagement in leadership capacity and capability development.
